On August 4, 2026, Panama’s public-services regulator ASEP found that licensee Altos de Vistamares, S.A. breached water-service rules by failing to provide two users with invoices or account statements in sufficient time before payment, imposed a B/.1,000 administrative fine, and ordered the fine credited to those users; on August 24, 2026, ASEP rejected the company’s reconsideration appeal and maintained the sanction. The company denied responsibility, arguing that invoices had been sent and that customer contact details were not current, but ASEP found no evidence that the invoices had been delivered as required.
