Risks & source coverage

  • DELIVERY DELAY Reported July 22, 2026; the petition describes delays during the development period through summer 2025. In a petition filed with Florida Housing on July 22, 2026, Ambar Riverview, Ltd. (the project entity for The Ambar, identified as developed by Ambar3, LLC) stated that the development experienced a nearly year-long building-permit delay, construction slowdowns and subcontractor shortages, and that a bonding company had to intervene to get the development placed in service; the filing also described a deteriorated relationship with the general contractor. This is a project-level finding, not evidence that Ambar3 itself defaulted.
  • REGULATORY September 22, 2023 (formal protest); financing approval was adopted May 20, 2025. A competing applicant filed a formal protest alleging that Ambar Station, Ltd., an Ambar3-sponsored project entity, should have been found ineligible for Florida Housing funding because its equity proposal was ambiguous and created a potential $33.7 million pre-completion funding shortfall; the source records the allegation and requested administrative relief, not a final finding that Ambar3 or the project was ineligible, and later Miami-Dade financing approval indicates the project proceeded.
  • LEGAL Final order adopted June 11, 2020. Ambar Trail, Ltd., associated with Ambar3, challenged Florida Housing’s selection process in an administrative proceeding; after a hearing, the administrative law judge recommended dismissal with prejudice for lack of standing, and Florida Housing’s board adopted that dismissal in a final order.

No dated projects to plot.
Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures.

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

No qualifying completions found in this window.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

GOVERNMENT RECOGNITION Winner February 3, 2017
Florida Housing Finance Corporation RFA 2016-114 housing-credit funding selection · Ambar Key
Florida Housing Finance Corporation selected the Ambar Key application, identifying Ambar3, LLC as developer, for $2,150,000 in housing-credit funding and invited the applicant to enter credit underwriting.

Risks

DELIVERY DELAY Reported July 22, 2026; the petition describes delays during the development period through summer 2025.
REGULATORY September 22, 2023 (formal protest); financing approval was adopted May 20, 2025.
LEGAL Final order adopted June 11, 2020.
DELIVERY DELAY Fall 2023 expected completion; 2025 completion
The Ambar, developed by Ambar3 (part of Vestcor Companies), was reported in fall 2022 as expected to be complete in fall 2023, but Vestcor’s current portfolio records completion in 2025; the documented delay appears resolved rather than ongoing as of 2026-10-15.
