The market here is United Kingdom: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Risks & source coverage

  • LEGAL Event: 15 July 2023; proceedings issued: 31 May 2024; judgment: 16 February 2026 Baltimore Wharf SLP sued Ballymore Properties Limited over the alleged failure of a structural connection after a nursery roof collapsed at Baltimore Wharf on 15 July 2023; the High Court recorded claimed damages of more than £2 million and, on 16 February 2026, dismissed Ballymore’s application to strike out or summarily dispose of the claim, leaving the dispute to proceed. Ballymore’s position included arguments on limitation, lack of particularity and recoverability of the tort claim; the judgment did not determine the underlying liability.
  • DELIVERY DELAY Reported 11 July 2025 Ballymore pushed back the start of the £2 billion Kensal Canalside development until late 2026 amid opposition and planning officials’ safety and design concerns; the report described this as a delay, not a completed project.
  • FINANCIAL DISTRESS Reported 4 June 2024; planning application submitted May 2024 For Ballymore’s approved Cuba Street tower, planning documents and an appraisal described the scheme as no longer financially viable or deliverable after costs rose by approximately £12.9 million; Ballymore consequently sought to reduce affordable homes from 100 of 424 to 58 of 434 and said interest-rate rises, cost inflation, regulatory change and reduced sales had forced it to revisit viability.

The market here is United Kingdom: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 4 turned out to be about something else — a phase, a neighbour, the wider masterplan — and are marked off-subject.

Combined from 3 published figures on 3 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.7.

HomeViews is the only building-specific aggregate located and anchors the score at 4.35/5 from 50 resident reviews, converting to 8.05/10 before commentary. The reported complaints are material—particularly slow responses, access-control problems and water incidents—but the same review set also contains repeated praise for design, facilities, transport and staff, resulting in 8.0/10 overall. Structural scoring is left null because no standalone structure/fabric rating was published, despite individual physical-condition allegations.

+ Modern apartment design+ Attractive interiors+ Landscaped courtyards+ Good facilities+ Quiet apartments reported
− Reported water damage− Reported prolonged water outage− Reported garage flooding− Overheating to 30C on a top floor− Slow repair response
+ Convenient Luas access+ Quiet at weekends+ Friendly staff reported+ Well-maintained common areas reported+ On-site supermarket and amenities
− Slow management response− Poor maintenance follow-through− Broken front doors reported− Unclean shared spaces reported− Limited shops and green space

HomeViews publishes a 4.6/5 Design sub-score and a 4.5/5 Facilities sub-score for 50 resident reviews, but the written evidence is mixed. One resident reported that a water-damage case left the apartment uninhabitable after almost three months, while another said a water outage had lasted four days and management had stopped communicating; these are reviewer allegations, not independently verified engineering findings.

Residents praise the transport connection, riverfront setting, design and facilities; one reviewer said staff were “friendly and helpful” and that issues were fixed “within a few hours.” Others describe response times of “one to three weeks,” poor communication during a water outage, doors left open, and common spaces without soap or toilet paper, so the day-to-day experience appears uneven and dependent on the issue and period reviewed.

7.5/ 10

The only published building-level aggregate located is 4.7/5 from 10 reviews, which converts to 8.5/10 on the stated curve. Because the platform reports fewer than 10 reviews, the rules require keeping the result within one point of 6.5; with no repeated review themes to adjust it, the resulting resident-experience score is 7.5/10. No review-based structure score is published, so structure is null.

+ Flood-storage park planned+ Flood-defence wall+ Controlled stormwater release+ A-rated homes+ Heat-pump systems
− Floodplain context− Coastal-erosion exposure− Flood-risk concern− Future works incomplete

+ 4.7/5 place rating+ Walkable routes+ Parks and open space+ Beach proximity+ Positive brief review
− Only two reviews read− Future amenities not yet complete
Not found in sources: No management feedback · No staff feedback · No amenity sub-scores

No resident review read reported a structural defect, leak, lift failure or other building-system failure. The published project material describes a two-hectare park intended to provide flood capacity, a defence wall and a sluice valve for controlled release; local opposition material nevertheless raises concerns about development in a floodplain and says the site was “built the wrong way round.” These are planning and infrastructure positions, not evidence of an actual Phase 1B failure.

The place listing publishes 4.7/5 from 10 reviews, but only two review texts were available to read; the visible comments were “Lovely place” and “Osiedle mieszkaniowe” (“housing estate”). Project and design sources describe parks, active-travel routes and a five-minute walk to the beach, while also making clear that parts of the wider neighbourhood and amenities are future commitments rather than evidence of completed resident experience.

Combined from 5 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.8.

HomeViews supplies the largest clearly identified resident review set and publishes 4.49/5 from 136 reviews, which converts to 8.5 under the specified curve. The Google-derived aggregates are lower and have larger counts, but their audience is not identified as resident-only and the pages are secondary mirrors; the reported operational complaints therefore justify a substantial commentary adjustment. Structure is scored only from the limited physical-condition evidence, while living reflects the resident ratings and written operational feedback.

+ Modern apartments+ High-quality construction materials+ Strong architectural design+ Excellent views and natural light+ Well-regarded facilities
− Communal air-conditioning failures− Communal plumbing failures− Slow repairs− Flooring snags and uneven gaps− Dirty windows from nearby construction
+ 24-hour concierge+ Courteous staff+ Top-rated facilities+ Swimming pool and gym+ Good transport access
− Inconsistent rule enforcement− Slow problem resolution− Noise disruption− Dirty trash room− Balcony litter and safety concerns

Structural commentary is limited and mixed. A snagging inspection described the development as “overall, of a good standard and quality” but identified recurring flooring marks, scratches and “uneven and excessive gaps” between flooring and skirting; another review says communal air conditioning and plumbing fail frequently, with slow repairs. HomeViews’ published aspect scores include 4.7/5 for Design and 4.2/5 for Value, but these are review aggregates rather than engineering tests.

Residents commonly praise the “24-hour building management” as friendly and helpful, and one review says the facilities are “top notch” and the place feels like a hotel. The negative material is more operational: reviewers mention arbitrary rule enforcement, a dirty trash room, disruptive parties, slow repairs and a serious balcony incident in which a reviewer said they were “nearly killed by stuff being thrown.”

HomeViews 4.3/5, 3.9/5, 4.2/5, 4.3/5, 3.8/5, 4.3/5 · 156 reviews · homeviews.com
Combined from 6 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.1.

The Google building aggregate of 4.3/5 from 292 reviews sets the level and converts to 7.0/10 under the requested curve. HomeViews corroborates a broadly positive but more management-critical resident picture, while the recurring outages, repair delays and access/security complaints slightly outweigh the repeated praise themes; no separate structure score is published, so structure remains unevaluated.

+ Modern buildings+ Good insulation reported+ Clean public realm+ Pool heating restored+ Intercom buttons replaced
− Hot-water outages− Heating outages− Recurring basement flooding− Lift malfunctions− Water leaks and lighting faults
+ Strong transport links+ Swimming pool and gym+ Cinema and social spaces+ Clean landscaped areas+ Concierge and helpful staff
− Slow repair response− Facility downtime− Security/access concerns− High service-charge concerns− Empty commercial units

Published resident feedback reports repeated hot-water and heating outages, including one tenant's statement that they had “no hot water” for 30 days; the residents' association separately says communal heating outages were being monitored and identifies recurring Serapis basement flooding. Other published maintenance material mentions lift malfunctions, water leaks and corridor-lighting faults, while the positive operational update says faulty entry-intercom buttons had been replaced. This is evidence of recurring systems and maintenance problems, not a published engineering inspection or proof of a structural defect across the development.

Residents repeatedly praise the location, amenities and community: one Google reviewer wrote, “Great community, facilities and I feel safe,” while another described the pool, cinema and gym as “fantastic.” The operational experience is materially less consistent: HomeViews reviews say facilities break regularly, management is slow to respond and hot-water outages can last over 12 hours; the residents' association also records continuing discussions about service levels, security, crime reporting and empty commercial units.

7.0/ 10

The Google Reviews/Maps building aggregate of 4.1/5 from 29 reviews sets the level; using the stated 4/5-to-7 and 4.5/5-to-8.5 conversion curve gives an anchor of approximately 7.3/10. Reported utilities and parking problems move the score down, while repeated praise for management, amenities and staff moderates that reduction, resulting in 7.0/10.

+ Well-built apartments+ Modern interiors+ High-quality furnishings+ Good insulation and ventilation+ Modern spacious apartments
− Persistent water shortages− Electricity cuts− Reported unresolved utilities− Parking/access obstruction− Limited parking arrangements
+ Responsive management+ Helpful concierge+ 24-hour security+ Well-equipped gym+ Clean common areas
− Parking enforcement failure− Utilities complaints− Reported slow permanent fix− Emergency-access obstruction− Limited parking

Published resident feedback describes the homes as “well built,” with “nice interiors,” and one resident says the apartment is “very well isolated and ventilated.” However, another review reports a “persistent water shortage issue” and intermittent electricity cuts, while separate reviews describe parking obstructing footpaths, canal access and emergency access; these are resident reports rather than independently verified engineering findings.

Residents praise the “high standard management and service,” a “very reactive” management team, 24-hour security, concierge support and a “brand new and fantastic” gym; the official tenant testimonials also describe staff as “professional and cordial.” The main operational negatives are two parking complaints alleging no enforcement and blocked access, plus one resident’s report that management did not provide a permanent fix for water and electricity problems.

7.0/ 10
6.7/ 10

The 4.0/5 Google Reviews/Maps aggregate from 95 reviews sets the level and converts to 7.0/10 under the supplied curve. The score is held slightly below that anchor because the written material includes a serious security complaint involving theft and break-ins, partly offset by repeated praise for staff, apartment quality and maintenance; no separate platform with a qualifying aggregate rating was found.

+ Well-built apartments+ Good maintenance+ High-quality architecture+ Apartments in good condition at handover+ Pleasant waterside development
Not found in sources: No repeated structural fault identified · No repeated plumbing issue identified · No repeated HVAC issue identified · No repeated electrical issue identified · No repeated leak or waterproofing issue identified
+ Helpful sales staff+ Smooth completion process+ Strong concierge service+ Estate management praised+ Community-focused setting
− Security concerns− Car-park break-ins− Hallway rubbish smell− Resident hygiene issues− Some daily-living dissatisfaction

The available resident feedback includes a 5/5 review describing the development as “very well built and maintained” and saying that the apartments are “excellent.” No published review read here reported a specific plumbing, HVAC, electrical, leak or waterproofing defect; this is an evidence gap, not a negative finding.

Daily-life feedback is mostly positive: one resident praised the “brilliant estate management, concierge and security teams,” while several buyers described staff as patient, helpful and the completion process as “smooth.” However, one 1/5 resident review said the initial charm faded because of “a persistent foul smell throughout the hallways” and that “security has become a major concern,” citing theft and car-park break-ins.

Google Reviews/Maps supplies the largest review base, 76 reviews, at 4.0/5; under the specified conversion this sets a 7.0 starting point. The reported reviews then pull it down for repeated amenity outages, hot-water and aftercare problems and serious leak/security reports, while design, setting and facilities praise partly offsets those complaints. HomeViews is useful corroboration but its two aggregates have fewer than 10 reviews and therefore do not set the score.

+ Modern apartment design+ High ceilings and sturdy floors+ Good soundproofing reported+ Well-laid-out kitchens and living areas+ Riverside new-build fabric
− Recurring hot-water outages− Leaks and flooding reports− Noisy water pipes− Defective fixtures and heating controls− Intercom and lift failures
+ Riverside setting+ Modern design+ Gym, pool, sauna and jacuzzi+ 24/7 concierge reported+ Good transport links
− Broken sauna and pool closures− Slow repairs− High service charges− Crowded or poorly staffed gym− Security and access concerns

Structural feedback is mixed but includes serious resident-reported defects: one HomeViews review says a flat flooded after a bathroom pipe was left uncapped, another reports a ceiling burst from an improperly tightened pipe, and the same review says hot water was available only “about 60% of the days of the month.” Positive comments describe “high ceilings, spacious rooms, and sturdy floors” and good soundproofing, but these are resident reports rather than an engineering inspection.

Daily life appears attractive when facilities work: reviewers mention a “hotel” feel, river views, tranquil surroundings and a helpful concierge. Operational reliability is the main concern—reviews report a sauna faulty for months, pool closures, repeated hot-water outages, bike thefts, and management that is “very slow for every problem/issue raised.”

HomeViews 4/5, 3.5/5, 3.8/5, 3.9/5, 3.3/5, 4.1/5 · 110 reviews · homeviews.com
Combined from 6 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.4.

HomeViews’ Royal Wharf cluster rating is the largest review base at 3.8/5 from 110 reviews, converting to approximately 6.4/10 and setting the level; it includes Riverscape within the named Royal Wharf development and publishes management at 3.3/5, facilities at 3.9/5 and design at 4.1/5. The score is lowered modestly by repeated reports of weak management, security or anti-social behaviour, cleanliness, noise and hot-water or cooling problems, while praise for location, amenities, design and staff prevents a larger reduction. Riverscape-specific Google evidence is only four reviews, so it does not overturn the larger HomeViews anchor.

+ Well-designed flats+ Attractive architecture+ Good workmanship reported+ Well-maintained aesthetic reported+ Gym and pool provision
− Hot-water interruption− Poor cooling in heatwave− Poor building infrastructure reported− Noise insulation concerns− Swimming-pool repairs reported
+ DLR connectivity+ Shops and restaurants+ Gym and pool+ River walks and parks+ Helpful sales and completion staff
− Weak management accountability− Security concerns− Anti-social behaviour− Litter and cleanliness− Noise and disturbances

Reviews generally praise the design, workmanship and appearance: one reviewer called the development “very well presented,” while another said the properties were “generally well-designed and visually appealing.” Physical complaints include “no sign of hot water” on moving in, flats described as a “boiler room” during a heatwave because of no built-in cooling, poor noise insulation, and a report that the swimming pool often needs repair. These are resident or customer reports, not an independent engineering assessment.

The positive day-to-day picture is built around transport, shops, restaurants, parks and amenities; a reviewer described it as having “plenty of facilities” and feeling safe, while another praised the “great team” and professionalism. The negative reviews repeatedly allege weak management, slow repairs, litter, theft and anti-social behaviour; one resident wrote that security was “not reliable or well trained,” and the Google listing includes a 1/5 report about armed robberies and deteriorating security. The Google evidence is recent as a publication/review record, but the HomeViews cluster evidence includes older reviews and should not be read as proof that every issue remains current on 2026-10-10.

Only buildings that have reached handover are rated. 1 of 9 projects carries no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

LEGAL Event: 15 July 2023; proceedings issued: 31 May 2024; judgment: 16 February 2026
Baltimore Wharf SLP sued Ballymore Properties Limited over the alleged failure of a structural connection after a nursery roof collapsed at Baltimore Wharf on 15 July 2023; the High Court recorded claimed damages of more than £2 million and, on 16 February 2026, dismissed Ballymore’s application to strike out or summarily dispose of the claim, leaving the dispute to proceed. Ballymore’s position included arguments on limitation, lack of particularity and recoverability of the tort claim; the judgment did not determine the underlying liability.
DELIVERY DELAY Reported 11 July 2025
Ballymore pushed back the start of the £2 billion Kensal Canalside development until late 2026 amid opposition and planning officials’ safety and design concerns; the report described this as a delay, not a completed project.
FINANCIAL DISTRESS Reported 4 June 2024; planning application submitted May 2024
For Ballymore’s approved Cuba Street tower, planning documents and an appraisal described the scheme as no longer financially viable or deliverable after costs rose by approximately £12.9 million; Ballymore consequently sought to reduce affordable homes from 100 of 424 to 58 of 434 and said interest-rate rises, cost inflation, regulatory change and reduced sales had forced it to revisit viability.
RISK Reported 13 March 2021; alleged duplicate charges related to 2015 accounts
A report based on interviews with Ballymore leaseholders documented complaints of steep service-charge increases, delayed certified accounts and alleged maintenance failures; at New Providence Wharf, a resident alleged duplicate charges of £252,497.16 and failure to refund them. Ballymore said it was investigating, would refund any duplicate charges found and had apologised for delays in providing accounts; the report did not establish that the alleged accounting errors occurred.
FINANCIAL DISTRESS Reported 14 January 2011
In an older matter that remains material to Ballymore’s financial history, lenders took a 73% stake in the Baltimore Wharf project through a debt-for-equity restructuring, while the group was carrying approximately £1.1 billion of debt due to mature before April 2011 and relied on a restructuring and business plan agreed with Ireland’s NAMA.
PROJECT CANCELLED 2021-04-26 (source publication; abandonment and site sale reported then)
Ballymore’s proposed Piccadilly Tower in Manchester was abandoned in April 2021 after being mothballed for more than a decade; HS2 bought the Store Street site, ending the 60-storey scheme, which had received planning permission in 2005.
DELIVERY DELAY 2022-01-13 to 2026-03-17 (reported withdrawal, redesign, approval, early works and financing)
Ballymore and Penta Real Estate’s Cuba Street tower in Canary Wharf was delayed by fire-safety redesign and viability problems: the original 421-home application was withdrawn in 2022, the revised scheme was approved in 2023, and a 2024 revision was needed before early works and new financing enabled progress; it was not reported as cancelled as of the research date.
