The market here is United States: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • FINANCIAL DISTRESS Foreclosure action filed February 11, 2022; foreclosure sale September 21, 2023; sale approval March 19, 2024 Empire Outlets’ senior lenders filed a consensual foreclosure action in coordination with BFC Partners after the project faced construction delays, vacancies and loan defaults; the matter was described as a restructuring, and later court-filed material states that the lenders bought the project assets at a September 21, 2023 foreclosure sale, subject to subsequent court approval.
  • DELIVERY DELAY Reported April 1, 2019 Empire Outlets’ opening was delayed for the fifth time since construction began, moving from an April 18, 2019 target to May 15, 2019; the report said the project had initially been expected to open in 2016 and had experienced successive postponements.
  • REGULATORY Stop-work order July 6, 2017; report published July 11, 2017 New York City’s Buildings Department issued a stop-work order at the Empire Outlets site after inspectors observed construction-site violations, including a missing required section of construction fencing; the report also said a $10,000 fine for an earlier failure to safeguard workers during concrete pouring remained unpaid.

The market here is United States: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 1 turned out to be about something else — a phase, a neighbour, the wider masterplan — and is marked off-subject.

8.6/ 10

The largest clearly dated/currently surfaced review base is the Google listing reported at 4.6/5 from 362 reviews, setting an 8.8 converted anchor. Three of the eight readable review excerpts were negative about access, management or booking enforcement, so the final resident-experience score is adjusted down to 8.6; no structural or systems score is assigned because the reviewed material does not publish engineering, plumbing, HVAC, electrical or comparable fabric evidence.

+ Clean bathrooms and turf+ Well-run basketball gym+ Extensive sports amenities+ Efficient door staff+ Security and bag checks
− Restricted open-gym access− Premature booking enforcement− Rude staff interactions

no notes returned

no links returned

Published reviews praise the daily experience in operational terms: one calls the basketball gym “kept clean and well run,” while another reports “clean bathrooms, efficient door staff upon entry, and a very clean turf area.” The negative feedback is also operational, alleging that staff tried to end a paid field booking early and describing management as “bureaucracy over common sense”; these are event/member experiences rather than residential-tenancy reviews.

The ArtisanLower East Side, Manhattan, New York263 units
8.1/ 10
7.8/ 10
8.2/ 10

The largest published review base is Birdeye’s 4.5/5 from 62 reviews, which sets an 8.5 converted level. Strong praise for on-site staff, maintenance and common areas is offset by recurring management and noise complaints plus a reported severe water-outage incident, producing an adjusted overall score of 8.1. Structure is lower because the evidence includes thin-wall/traffic-noise complaints and water outages; living remains higher because the dominant review signal praises staff and daily operations.

+ Responsive maintenance team+ Capable plumbing and electrical repairs+ Well-maintained finishes+ Clean common spaces+ Attractive outdoor spaces
− Thin walls− Bridge and traffic noise− Two reported multi-day water outages− Reported recurring equipment failures
+ Friendly doormen+ Helpful maintenance staff+ Clean common areas+ Strong community feeling+ Convenient transit and groceries
− Slow management response− Leasing/front-desk service complaints− Small crowded gym− Separate amenity charges− Bridge and hallway noise affecting daily life

Residents describe maintenance as unusually capable: one review says Luigi handled “plumbing and electrical issues,” while another says requests were answered “quickly, and effectively.” Against that, a resident reported “very very thin walls,” severe traffic noise through closed windows, and two building-wide water outages lasting about two days each; these are individual reports rather than a published engineering assessment.

The strongest day-to-day praise is for on-site personnel: residents call the staff “incredible,” describe doormen as “kind” and “helpful,” and say maintenance is fast and professional. The counterevidence is management-specific: reviewers report that management “takes a while to respond,” while another described a leasing agent as “completely incompetent”; the building’s transit and grocery access are repeatedly praised, but noise and amenity fees reduce the living experience.

One Essex CrossingLower East Side, Manhattan, New York83 units
8.0/ 10
8.0/ 10
8.0/ 10

No qualifying published aggregate rating was found: Apartments.com displays 5.0/5 but explicitly says it has 0 reviews and no renter reviews, so it is not reported as a rating. The score therefore uses the 11 written comments read, which were overwhelmingly positive, capped at 8.0 because the evidence is prose rather than a qualifying platform aggregate; the more recent operational commentary supplies the modest downward qualification.

+ Sleek façade design+ Warm brick and terracotta detailing+ Floor-to-ceiling glass+ Landscaped elevated garden+ New-construction finishes
+ Attended lobby+ Professional management+ Landscaped resident garden+ Fitness and lounge amenities+ Convenient retail and transit access
− Market Line closed in April 2024− Busy and loud surrounding intersection

The available published commentary is design-focused rather than a resident maintenance record. YIMBY described the completed façade as white terracotta, metal, floor-to-ceiling glass and warm-colored brick; commenters called it “very sleek and confident” and praised the “beautiful designs,” while one questioned whether the terrace plantings would ultimately materialize. No published review I read reported leaks, flooding, lift failures, HVAC problems or other structural/system failures.

The more recent 2026 local-area review describes an “all-in-one” lifestyle with modern amenities, Essex Market, Trader Joe’s, Target and subway access, and says the development has private security patrols and 24-hour lobby door staff. It also reports that the Market Line permanently closed in April 2024 and cautions that the Delancey/Essex area can be “loud, busy, and visually chaotic,” while the building guide describes an attended lobby and professional management.

6.5/ 10

—/ 10

No platform-published building rating was located. The score therefore uses the four written public comments read: two positive, one negative and one mixed; with only four comments and no resident-operational review base, the prose-only result is kept at the 6.5 midpoint.

+ Construction reported complete+ Landscaped rooftop deck+ Fitness room+ 20-mil vapor barrier/waterproofing specified in remedy
− Historic soil contamination− Groundwater contamination− Soil-vapor contamination− Remediation and monitoring requirements
+ Fitness center+ Children’s playroom+ Party room+ Tenant lounge+ Nearby subway access

New York YIMBY reported the building complete in May 2024 and described its design as receiving one comment calling it “beautiful and livable.” The public environmental record documents historical contaminants in soil, groundwater and soil vapor and specifies excavation, vapor-intrusion evaluation, and a foundation vapor barrier/waterproofing measure; this is historical site/remedy evidence, not a current resident report, and the later sources reviewed did not establish the post-remediation monitoring outcome.

Published material describes a landscaped rooftop deck, fitness center, children’s playroom, party room and tenant lounge, plus direct access to the B, D, F, Q and N trains near Stillwell Avenue. The only individual comments located were not resident-management reviews: one called the building “Very nice,” and another called it “beautiful and livable”; no published feedback was found on staff, maintenance speed, security or common-area upkeep.

Coney Island IConey Island, Brooklyn, New York446 units
5.9/ 10
—/ 10
5.5/ 10

Openigloo is the only building-specific resident rating located: 3.0/5 from one review, which converts to 4.0 before the sparse-evidence constraint. Because the rating base is below 10 reviews, the result is kept within one point of 6.5, yielding 5.5; the review itself is mixed rather than a recurring complaint pattern.

+ Recent construction+ No bedbug history reported+ Energy efficiency grade A
− Open roach infestation violation− Open electrical-service violation− Water-leak complaint− Heat/hot-water complaints
+ Modern building+ Great amenities+ 100% of one reviewer recommended the building
− Noise− 0% of one reviewer approved of the owner

The one resident review did not identify a structural defect, but described the building as modern and having great amenities. Separately, building-record reporting current to October 2, 2026 lists five open Class C violations, including “ABATE THE INFESTATION CONSISTING OF ROACHES IN THE ENTIRE APARTMENT,” plus a recent electrical-service violation and a water-leak complaint; these are official-record conditions, not additional resident reviews.

The only identified resident review was mixed: “Modern building, great amenities” was offset by “Too much noise.” Openigloo reports a 3.0/5 tenant rating from that single review, with 100% recommending the building but 0% approving of the owner; there is not enough resident feedback to establish a recurring management pattern.

East River Apartments rehabilitationEast Harlem, Manhattan, New York179 units
5.7/ 10
—/ 10
5.5/ 10

HelloSection8 is the only applicable published aggregate located for this building: 3.2/5 from five resident ratings. Its direct curve conversion is approximately 4.6, but the rules require a score within one point of 6.5 when no rating reaches ten reviews, producing a 5.5 living/overall result after the limited commentary adjustment. The rehabilitation completion report is historical and establishes what work was completed in 2012; it does not establish current condition.

+ Modern appliances+ Reportedly well-maintained apartment+ New roofs+ New boilers+ Upgraded windows and facades
− Water leak reported after move-in− Poorly maintained elevator system
+ Responsive staff+ Helpful staff+ Residents known by name+ Full-service building+ Convenient location and public transportation
− Smoke and odor complaints− Management communication issues− Non-smoking policy enforcement concerns− Leasing-agent attitude complaint− Elevator scheduling problem

The resident evidence is mixed: one reviewer described the apartment as “well-maintained” but reported a water leak that required leaving the unit for two days, while another referred to a “poorly maintained elevator system.” The 2012 rehabilitation record says the work included roofs, boilers, compactors, flooring, windows, facades, kitchens and bathrooms; that is an original completion report, not a current engineering assessment.

Day-to-day reports are sharply mixed. Positive reviewers described staff as “absolutely amazing,” responsive and familiar with residents, and praised the location and sun deck; negative reviews reported cigarette and weed smells, weak enforcement of the non-smoking policy, management communication problems and a leasing interaction described as having “attitude.”

The PearlStapleton, Staten Island, New York270 units
5.5/ 10
—/ 10
5.5/ 10

No platform published a qualifying aggregate rating for The Pearl, so the score is based on the four written forum/viewing reports actually read: two positive and two negative. That produces a 50% positive share, corresponding to 5.5 under the stated prose curve; the strong negative reports and current maintenance records justify not moving above that level, but absent a published rating they do not create a separate numerical anchor.

+ New construction+ Energy Star and Enterprise Green Communities compliance+ Raised lobby in coastal/flood zone
− Out-of-service elevator violations− Expired elevator brake/CAT-1 tags− Heat and hot-water complaints− Open mold complaint− Defective flooring violations
+ Fitness center+ Rooftop terrace+ Children's playroom+ Communal lounge+ Some viewers found the building beautiful
− Alleged drug activity in laundry areas− Nighttime stomping and noise− Alleged harassment and unresponsive management/police− Restrictive visitor ID procedure− Parking reportedly full/waitlisted

The building has no resident structural rating, but public records summarized for 475 Bay Street show active 2026 elevator safety violations, including an out-of-service elevator and expired brake/CAT-1 tags. The same record set reports July 2026 heat/hot-water emergencies, a mold complaint, and defective-flooring violations; these are dated maintenance records rather than resident reviews, and some water/heat violations were marked closed.

The limited resident/viewer material is polarized. One viewer wrote, “It was beautiful. The whole building is really nice, gym, rooftop terrace and children rec room,” but another reported that visitor IDs were held at the desk; separate forum posts alleged “neighbors from HELL,” persistent nighttime noise, drug activity and that “management nor police will do anything about it.”

1101 President StreetCrown Heights, Brooklyn, New York355 units
4.9/ 10
5.0/ 10
4.5/ 10

LocalityBiz supplies the largest published building-specific review base, 3.3/5 from 27 reviews, which sets an approximately 4.9/10 anchor under the requested conversion curve. The score is moved down for repeated operational complaints and the serious reported shooting, with only a limited offset for repeated praise of staff and amenities. Openigloo’s 3.4/5 from nine reviews is reported but cannot serve as the anchor under the ten-review rule.

+ Spacious layouts+ Modern apartments+ Attractive views+ In-unit washer/dryers
− Thin walls / noise transfer− Some reports of incomplete follow-up on water seepage− Open hazardous building-code violations reported
+ Friendly doormen+ Rooftop and lounge+ Well-regarded gym+ In-unit laundry+ Convenient location and amenities
− Slow or inconsistent repairs− Elevator waits− Messy garbage room− Unpleasant odors− Security concerns after shooting

Resident feedback is positive about the modern apartments and spacious layouts, but one review says, “The walls are thin,” with easy sound transfer from next door. Openigloo also records one Class C and nine Class B open violations in its displayed building record, while another source reports three Class C violations in the prior 12 months; these are public-record indicators, not engineering findings.

Residents praise “Great Amenities,” friendly doormen, the rooftop, lounge and gym, and some say maintenance is effective. Negative reviews report that “The super takes his time to fix things,” that “The elevator takes forever to come,” and that the building has cleanliness and odor problems; a 2023 news report documented a double shooting inside the complex, which is a serious incident but not evidence that every resident experiences unsafe conditions.

Only buildings that have reached handover are rated. 2 of 10 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

FINANCIAL DISTRESS Foreclosure action filed February 11, 2022; foreclosure sale September 21, 2023; sale approval March 19, 2024
Empire Outlets’ senior lenders filed a consensual foreclosure action in coordination with BFC Partners after the project faced construction delays, vacancies and loan defaults; the matter was described as a restructuring, and later court-filed material states that the lenders bought the project assets at a September 21, 2023 foreclosure sale, subject to subsequent court approval.
DELIVERY DELAY Reported April 1, 2019
Empire Outlets’ opening was delayed for the fifth time since construction began, moving from an April 18, 2019 target to May 15, 2019; the report said the project had initially been expected to open in 2016 and had experienced successive postponements.
REGULATORY Stop-work order July 6, 2017; report published July 11, 2017
New York City’s Buildings Department issued a stop-work order at the Empire Outlets site after inspectors observed construction-site violations, including a missing required section of construction fencing; the report also said a $10,000 fine for an earlier failure to safeguard workers during concrete pouring remained unpaid.
SAFETY / LABOUR Complaint filed June 19, 2024; settlement approved February 27, 2025; case dismissed February 28, 2025
A federal wage-and-hour lawsuit named BFC Partners Development LLC as a defendant; the case was later settled with court approval and dismissed with prejudice, so the allegations should not be treated as an adjudicated finding of liability.
FINANCIAL DISTRESS February 11, 2022 foreclosure filing; September 21, 2023 foreclosure sale; research position as of October 15, 2026
Empire Outlets, developed and originally operated by BFC Partners (through affiliated St. George Development), entered a consensual foreclosure after construction delays, vacancies and alleged loan defaults; Goldman Sachs Urban Investment Group bought the property at the September 21, 2023 auction, removing BFC from ownership, while the outlet center remained open and its post-sale operating future was reported as unclear.
DELIVERY DELAY October 29, 2023; no later completion evidence located in the retrieved material as of October 15, 2026
BFC Partners and St. John Baptist Church’s second-phase McCarley Gardens expansion in Buffalo remained stalled by litigation and unresolved environmental-review issues: the Buffalo News reported that the proposed 220-unit building could not proceed until the claims were resolved, while the completed first-phase rehabilitation had previously required corrective work for reported deficiencies.
