The market here is Canada: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • PROJECT CANCELLED Reported January 3, 2022; deal termination followed the December 21, 2021 decision not to proceed. The City of Calgary’s and Calgary Sports and Entertainment Corporation’s agreement for the new Victoria Park event centre—on which CMLC had been designated development manager—was officially terminated after unresolved issues; all work stopped. The matter was a project-partner failure, not a finding that CMLC itself defaulted, and CMLC later continued district work through other projects.
  • DELIVERY DELAY Reported December 6, 2022; the missed Alston start was summer 2022. CBC reported that East Village’s build-out was behind its original plan: two major parcels remained parking lots, there was no revised completion timetable, and Alston Properties had not started construction in the summer of 2022 as CMLC had previously announced; the article also reported that one developer forfeited a $1-million deposit after failing to start on time. CMLC and a neighbourhood representative attributed the slowdown largely to market and pandemic conditions, so this is documented delay rather than an allegation of misconduct.
  • DELIVERY DELAY Reported June 15, 2021; planned groundbreaking was August 1, 2021. The proposed Victoria Park event centre was placed on hold because of a difference between the budget estimate and program requirements; its planned August 2021 groundbreaking was considered unlikely, while CMLC was excluded from the City–CSEC cost negotiations despite being named project manager. The event-centre agreement was subsequently terminated, as described separately above.

The market here is Canada: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures.

The Bounce Games ParkEast Village, Calgary
9.7/ 10
—/ 10
9.7/ 10

The largest located rating base is the Google-derived 4.8/5 from 39 reviews, which converts to 9.4/10 under the stated curve. Repeated praise for the art, design, activity and community atmosphere supports a modest upward commentary adjustment, while no structural evidence was published.

+ Vibrant public art+ Well-designed court+ Active community atmosphere+ Good pickup-game setting
− No drinking fountain− No restroom− Limited greenery

no notes returned

no links returned

Reviews describe The Bounce as “well-designed” and “well-utilized,” praising the art’s vibrancy and reporting “friendly strangers” and “good vibes.” The main operational criticism is the absence of basic amenities: reviewers mention that a “water fountain and restroom” would improve the site, while another says it “Needs some plants.”

The Open: East Village Public Washroom and Pickleball CourtEast Village, Calgary
9.4/ 10
—/ 10
9.4/ 10

Google Reviews/Maps is the only located published review aggregate for the specific facility and reports 4.8/5 from 11 reviews, which converts to 9.4/10 under the supplied curve. The separate CMLC operational survey reports 98% positive feedback, but it is not treated as a second review-platform rating; no recurring negative theme was located.

+ 98% positive in-facility survey+ On-site washroom attendants+ Clean and well-maintained operations+ Safety-focused staffing+ Accessible public amenity

no notes returned

no links returned

The strongest published operational evidence is CMLC’s report that The Open “maintained a 98% positive rating through in-facility surveys” after welcoming 40,330 visitors. Published operating material says two attendants provide custodial and facility-maintenance services so the space remains “safe, clean and well-maintained,” while attendant Greg described the role as helping him “feel connected again.”

Central LibraryEast Village, Calgary
9.2/ 10
—/ 10
9.2/ 10

Google’s building-specific aggregate of 4.7/5 from 3,227 reviews sets the level and converts to 9.3/10 under the requested curve. Yelp’s 4.0/5 is a smaller dissenting sample, while the written evidence adds substantial praise but also recurring accessibility concerns; those themes produce a modest net reduction to 9.2. Physical systems are not separately scored because the published material does not provide a systems or maintenance rating.

+ Striking curved architecture+ Natural light+ Warm wood interior+ Accessible exterior elevator+ Interior elevators and tactile indicators
− Raised or poorly placed ground-level fixtures− Hard-to-reach access controls− Long sloped walkway without handrails reported− Exterior stairs difficult to distinguish from seating− Elevator access route inconvenient
+ Helpful staff+ Welcoming atmosphere+ Spacious study and reading areas+ Children’s and meeting spaces+ Café, recording studio and free Wi-Fi reported
− Printer availability complaint− Crowding during busy periods− Accessibility-related self-checkout difficulty− Inconvenient accessible route− Cold and unwelcoming exterior streetscape reported

Reviews and reporting praise the building’s “stunning architecture,” curved design, warm wood and natural light. Early operational feedback identified physical-access problems: a wheelchair user reported getting stuck on raised fixtures and being unable to reach the elevator security button, while another said, “I can't reach the touchscreen”; a later review described the exterior stairs as “dangerous.” The library’s current accessibility page states that a 24/7 east-side exterior elevator, interior elevators and tactile indicators are available, but the available evidence does not establish when every reported issue was remedied.

Published reviews generally describe a welcoming daily experience: visitors mention “lots of open space,” comfortable seating, children’s and meeting areas, and staff who are “great and very helpful.” A 2020 patron described the library as “a really supportive environment,” while the Google review summary includes the contrary experience, “Not a printer in sight Waste of time.” The strongest lifestyle caveat is that the building’s access and approach can be cumbersome for mobility-challenged visitors, based mainly on 2018–2019 reporting; later current information documents an exterior elevator but does not date the fixes.

East Village off-leash dog parkEast Village, Calgary
8.6/ 10
8.6/ 10
8.6/ 10

The Google aggregate of 4.6/5 from 222 reviews sets the level and converts to 8.8/10 under the specified curve. The score is reduced modestly for the reported gate problem and partly offset by recurring positive comments about the scenic setting and friendly community; no separate platform with a review count of at least 10 materially disagreed.

+ Artificial turf+ Fully fenced+ Double-gated entry+ Agility obstacles+ Well-maintained space reported
− Reported north-gate closure problem− No water fountain− Limited shade− Compact footprint
+ Scenic Bow River setting+ Friendly community+ Dog socialization+ Seating+ Agility features
− No dog/owner water fountain− Limited shade− Small footprint− Intermittent waste-bag availability

Published descriptions identify artificial turf, full fencing and double-gated access; one visitor called it a “very well kept” space, while another reported that “both gates on the north side require fixing, both don't stay closed.” Reviews also note no shade and no water fountain, but there is no published evidence here of broader structural, plumbing, HVAC or electrical failures.

Visitors praise the setting—“Can't beat the scenery on a nice day either!”—and one reviewer says, “We've met so many nice dogs and owners here,” including positive socialization for a hesitant rescue dog. The main operational reservations are that the park is small, has no water fountain or shade, and bags may run out; a separate report says the north gates do not stay closed.

Only buildings that have reached handover are rated. 3 of 7 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

PROJECT CANCELLED Reported January 3, 2022; deal termination followed the December 21, 2021 decision not to proceed.
DELIVERY DELAY Reported December 6, 2022; the missed Alston start was summer 2022.
DELIVERY DELAY Reported June 15, 2021; planned groundbreaking was August 1, 2021.
PROJECT CANCELLED Project paused April 2021; CSEC announced it would not proceed on 2021-12-21; agreement officially terminated in early January 2022.
Calgary’s Victoria Park Event Centre/arena project was cancelled after Calgary Sports and Entertainment Corporation (CSEC) said there was no viable path forward amid unresolved cost and scope issues; the City’s January 2022 memo said the agreement could not be resurrected and all work stopped, following CMLC’s earlier project-management role.
PROJECT CANCELLED 2016-04-20 city analysis; 2017-03-27 mayoral statement that the West Village project was dead.
The CalgaryNEXT West Village arena/stadium/fieldhouse proposal led by Calgary Sports and Entertainment Corporation was publicly described by Mayor Naheed Nenshi as “dead” in March 2017 after the City/CMLC analysis found the proposal infeasible in its then-current form and location; this was a separate proposal from the later Victoria Park event-centre deal.
DELIVERY DELAY CMLC target: summer 2022; missed as reported 2022-12-06; groundbreaking documented 2023-06-12.
Alston Properties’ East Village EV606 development missed CMLC’s announced summer-2022 construction target and remained unstarted in December 2022, but CMLC later documented a June 2023 groundbreaking, so the matter is reported as a delayed—subsequently restarted—project rather than an active abandonment.
