Upkeep and response — belongs to whoever runs the building now. From 3 of 4 rated buildings here and 1335 in the market.
The market here is United States: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • LEGAL June 27, 2022 (court order; underlying complaint filed March 20, 2020) A federal court allowed Megatel Homes’ amended civil claims against Mehrdad Moayedi, identified in the opinion as the founder/operator of Centurion American Custom Homes d/b/a Centurion American Development Group, to proceed past motions to dismiss; the claims alleged RICO, common-law fraud and statutory fraud involving purportedly diverted earnest money and development-project funds. The order records allegations only and is not a merits finding; the defendants denied liability through their dismissal motions.
  • DELIVERY DELAY March 16, 2022 (reported); March 2023 (project-status date reported in April 2024) Entrada at Westlake was reported as having made little progress nine years after zoning approval, with only limited construction visible; Centurion American’s CEO acknowledged the project was slow-moving, and the company later sold the project to Mooreland Construction in 2022. Later reporting stated that as of March 2023 only 30 of 322 planned residential lots had completed houses and less than 95,000 square feet of nearly 1.2 million square feet of planned commercial space was complete.
  • REGULATORY August 16, 2017 (SEC investigation reported; within the requested window) The SEC was reported to be investigating the Statler Hotel redevelopment’s financing and construction, including a $26.5 million bond transaction; the IRS had preliminarily concluded that the bonds were taxable rather than tax-exempt, while the developer declined comment and the investigation’s status was unclear in the later report.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures.

Combined from 4 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.7.

The Google Reviews/Maps aggregate of 4.4/5 from 141 reviews sets the level, converting to 8.2/10 under the requested curve. The result is adjusted slightly downward because multiple reviews identify unfinished or aging guestrooms and operational faults, while strong praise for the pool, public spaces, food and staff supports a relatively high living score. Phase One’s public-space renovation is complete, but guestrooms remain an explicitly future renovation commitment.

+ Remodeled public/common areas+ Clean rooms reported by some guests+ Functional pool and hot tub+ Redesigned meeting/event spaces
− Guestrooms not yet renovated− Slow hot water− Toilet flushing and plumbing faults− Air-conditioning failures− Old, odorous elevators
+ Pool and hot tub+ Redesigned lobby, restaurant and bar+ Friendly/helpful staff reported by guests+ Good food and dining venues+ Fitness center and event amenities
− Slow valet service− Some unfriendly bar service− Breakfast charge/room-allocation disputes− Expensive pool-bar refreshments− Billing follow-through complaint

Phase One completed the public areas, meeting spaces, dining venues and pool, but the developer’s current site explicitly says the guestrooms “have not been renovated yet”; the guest-room renovation is a future commitment, not completed work as of October 15, 2026. Reviews report that “the rooms are not at all” remodeled, a shower taking more than ten minutes to heat, toilets flushing poorly or making loud noises, and one guest changing rooms three times because an air-conditioning unit did not work.

Daily-life feedback is strongest on amenities and atmosphere: guests describe the pool, hot tub, gym, lobby, restaurant and bar positively, and one Booking.com review says “Staff was friendly and helpful.” Operations were uneven, however: another guest reported slow valet service, a room downgrade and a breakfast dispute, while a Tripadvisor reviewer said the bartenders were “unfriendly” and had to be flagged down.

Combined from 11 published figures on 4 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.5.

Tripadvisor supplies the largest review base and its published 4.4/5 converts to 8.2/10 under the specified curve. The score is reduced modestly for recurring operational and system complaints, partly offset by repeated praise for staff, location, rooms and amenities; the result is 8.0/10. Structure is left null because no platform-published structure-specific aggregate was established.

+ Historic character retained+ Spacious bathrooms and rooms+ Comfortable beds+ HVAC solution preserved ceiling height+ Dedicated circulation and elevator banks
− Cooling-control complaints− Hot-water/boiler interruptions− Worn furnishings− Occasional cleanliness lapses− Noisy or outdated room equipment
+ Friendly staff+ Helpful front desk and security+ Strong central location+ Rooftop pool and bar+ Multiple dining and entertainment venues
− Valet delays− Rooftop-bar crowding− Occasional rude bar service− High charges and value concerns− Late or inflexible check-in

Published reviews describe attractive, spacious rooms and bathrooms, but also report physical-system issues: one guest wrote that the room “would not cool down,” while another reported “Two times there was no hot water in our room” and identified a suspected boiler problem. A 2026 adaptive-reuse account says the renovation used HVAC in vertical closets to preserve low ceiling heights; that is a design description, not evidence that current systems are failure-free.

Guests repeatedly praise the staff—“The staff was amazing!!”—and describe the location, pools, restaurants and rooftop as major positives. The operational negatives are uneven: reviews mention “Valet took 45 minutes to get our car,” rude rooftop-bar staff, crowded rooftop facilities, high charges and a strict 4 p.m. check-in.

7.2/ 10

Google Maps/Reviews provides the largest building-specific review base found, at 4.5/5 from 16 reviews; because the base is under 10? No—the reported count is 16, so the normal 4.5/5 conversion gives an 8.5 anchor, but the overall score is moderated by the evidence below. Positive staff and amenity themes support the living assessment, while the single serious elevator report lowers the structure assessment and modestly reduces the overall result. Point2Homes is reported but has only two reviews and does not override the anchor.

+ New construction+ High-speed in-unit internet+ Large layouts and quality finishes
− Resident elevator outage
+ Helpful staff+ Responsive leasing team+ Strong move-in support+ Good amenities+ Walkable downtown location
− Unpleasant tour interaction− Room for improvement

Review evidence is broadly favorable about the physical product: one reviewer called the building “top in class,” praised its space and finishes, and another described it as “brand new.” However, a Yelp review reported that there was “only one functioning resident elevator,” a serious systems/operations concern; the available evidence is limited to that single report and does not establish duration or whether it was later resolved.

Day-to-day and leasing feedback is mostly positive: reviewers called the staff “helpful,” said they were “responsive, professional, and very helpful,” and praised the property, location and amenities. The negative evidence includes one “unpleasant and disappointing” tour experience and a resident’s qualified assessment that things were enjoyable but had “lots of room for improvement.”

Dallas Morning News headquarters — former Dallas Central Library renovationDowntown Dallas, Dallas
3.5/ 10
—/ 10
—/ 10

The building is an office headquarters rather than a residential property, and the available aggregate reviews concern the newspaper business rather than resident experience. Project and design pages describe the renovation but do not provide a scorable resident or building-review rating.

+ Historic elements preserved+ Coffered ceiling restored or reproduced+ Original circulation desk preserved+ Open floor plan+ Rooftop patio
+ Public-facing workspace+ Community-connected design+ Community-event auditorium+ Transparent street-level windows+ Media ticker visible to pedestrians
− Newspaper-delivery complaints

No resident or building-condition review identified a structural, plumbing, HVAC, electrical, leak, or waterproofing problem. Published project documentation instead describes preservation and fit-out work: the historic components were restored or carefully reproduced, while the redevelopment included modern office space and a rooftop patio.

The only accessible aggregate review is Yelp’s 1.3/5 from 169 reviews for The Dallas Morning News at 1954 Commerce Street, but the readable comments concern newspaper delivery rather than building operations or residential life. One highlight says customers had to call about a missed paper “every two or three weeks,” so it is reported as customer-service feedback and not treated as evidence of management, security, amenities, or common-area upkeep.

Only buildings that have reached handover are rated. 0 of 4 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

10 found
LEGAL June 27, 2022 (court order; underlying complaint filed March 20, 2020)
A federal court allowed Megatel Homes’ amended civil claims against Mehrdad Moayedi, identified in the opinion as the founder/operator of Centurion American Custom Homes d/b/a Centurion American Development Group, to proceed past motions to dismiss; the claims alleged RICO, common-law fraud and statutory fraud involving purportedly diverted earnest money and development-project funds. The order records allegations only and is not a merits finding; the defendants denied liability through their dismissal motions.
DELIVERY DELAY March 16, 2022 (reported); March 2023 (project-status date reported in April 2024)
Entrada at Westlake was reported as having made little progress nine years after zoning approval, with only limited construction visible; Centurion American’s CEO acknowledged the project was slow-moving, and the company later sold the project to Mooreland Construction in 2022. Later reporting stated that as of March 2023 only 30 of 322 planned residential lots had completed houses and less than 95,000 square feet of nearly 1.2 million square feet of planned commercial space was complete.
REGULATORY August 16, 2017 (SEC investigation reported; within the requested window)
The SEC was reported to be investigating the Statler Hotel redevelopment’s financing and construction, including a $26.5 million bond transaction; the IRS had preliminarily concluded that the bonds were taxable rather than tax-exempt, while the developer declined comment and the investigation’s status was unclear in the later report.
SAFETY / LABOUR 2017 (reported after the hotel’s reopening)
After the Statler Hotel reopened, failed sprinklers flooded rooms and the fire department placed the hotel on round-the-clock fire watch; reporting stated that Centurion American waited about a month to notify the fire department despite city rules requiring immediate notification. A company representative said the owners were correcting the issues.
DELIVERY DELAY August 29, 2022 (petition filed)
A 2022 lawsuit alleged that Centurion American Custom Homes and related entities failed to complete promised work on a Strait Lane property, missed a revised completion deadline, left the property uninhabitable, and allegedly left subcontractor and vendor liens unpaid; these are pleaded allegations, not an adjudicated finding.
DELIVERY DELAY August 23, 2024 (reported)
Mercer Crossing was reported to have experienced years-long delays and unfinished commercial space; in August 2024, company representatives told the Farmers Branch City Council that outstanding work remained, including overhead-line work and trees pending irrigation, while estimating completion within six months. The company attributed earlier delays in part to pandemic impacts and lake dredging.
DELIVERY DELAY 2019 stall reported May 8, 2023; apartment-conversion approval reported September 27, 2023
Centurion American Development Group’s Cabana Hotel redevelopment in Dallas stalled in 2019 after the building was gutted; the property was marketed for sale in 2023 as an opportunity to finish the renovation, and the plan was later changed to an apartment conversion, so the original hotel project was not completed as promised.
PROJECT CANCELLED March 6, 2019
Centurion American Development Group’s proposed redevelopment of Dallas’s Timberlawn psychiatric-hospital campus into hundreds of homes was abandoned when CEO Mehrdad Moayedi said the company pulled out because planning and environmental complications became too onerous and the seller would not grant more time.
DELIVERY DELAY Nine years after zoning approval, March 16, 2022; completion figures as of March 2023, reported May 13, 2024
Centurion American’s Entrada at Westlake was still materially incomplete after nine years: contemporaneous reporting described empty land and an unopened parking deck, while a later account reported only 30 of 322 expected residential lots and under 95,000 square feet of nearly 1.2 million square feet of planned commercial space completed; Centurion sold the property to Mooreland Construction in 2022.
DELIVERY DELAY September 8, 2025
Centurion American Development Group’s Iron Horse Village in Mesquite drew city-council criticism in 2025 because its retail portion was described as “supremely overpromised and underdelivered,” despite the development containing hundreds of homes and only limited retail activity.
