Risks & source coverage

  • LEGAL Filed and amended in 2020–2021; settlement approved July 26, 2022; the City Attorney’s analysis was published June 20, 2022. The City of San Diego sued Cisterra-affiliated entities over the 101 Ash Street and Civic Center Plaza lease-to-own transactions, alleging—among other claims—violations of California Government Code section 1090 and fraud/concealment tied to undisclosed compensation paid to the City’s real-estate adviser; on July 26, 2022, the City Council approved a settlement under which Cisterra transferred the properties through the lender to the City, returned approximately $7.5 million of its 101 Ash profits, and received releases of the City’s claims. The settlement did not shield the separate criminal investigation or claims against non-settling parties. These are reported allegations and a civil settlement, not a judicial finding that Cisterra committed fraud.
  • PROJECT CANCELLED February 3, 2023 termination; reported February 9, 2023; position checked October 11, 2026 The City of San Diego terminated Cisterra Development’s 2016 agreement for the 7th Avenue and Market Street mixed-use Ritz-Carlton project in February 2023, citing the developer’s inability to carry out the project or perform its material obligations; the site remained an unbuilt former Ritz-Carlton parcel as of 2026, with later redevelopment discussions involving other developers.
  • SAFETY / LABOUR Building evacuated and lease dispute active by September 2020; City Attorney report published June 20, 2022; vacancy reported September 17, 2026 The Cisterra-affiliated 101 Ash Street acquisition and renovation failed to deliver an occupiable office building: the City evacuated the building after asbestos was found, the City Attorney reported known asbestos-remediation and defective-building-system requirements, and the building was still described as vacant in 2026; later affordable-housing redevelopment is a separate 101 Ash Venture project, not evidence that Cisterra’s original renovation succeeded.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures.

RentCafe 5/5, 3/5 · 2 reviews · rentcafe.com
Combined from 2 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.7.

Average Rent’s published 4.3/5 rating from 151 reviews is the largest review base and sets the level; its market-curve conversion is 7.9/10. The score is moved slightly upward for the repeated staff praise, while the single negative account is noted but does not meet the stated threshold for a recurring or severe deduction.

− Rushed construction reported by one renter
+ Friendly staff+ Efficient staff+ Helpful staff+ Strong amenities+ High parking rating
− Management complaint− Noise concerns− Delayed maintenance responses

The only direct infrastructure-related complaint located was a June 3, 2024 verified renter review describing the building as “absolutely terrible to live here” because of “rushed construction.” RentCafe publishes a 5.0/5 maintenance sub-score from two reviews, while the available review evidence does not establish a recurring defect, leak, HVAC, plumbing or electrical failure.

Resident feedback is mixed but leans positive: one verified resident wrote, “I love living at Radian. The Staff is friendly, efficient, and helpful,” and another described it as a “Great place to pay rent” and make maintenance requests. Countervailing evidence includes a verified renter’s “Wolf in sheep’s clothing” complaint about management and rushed construction; RentCafe’s published category scores are 5.0/5 for amenities, maintenance, staff, value and location, but 3.0/5 for noise.

—/ 10
2.0/ 10

The Google/Maps place listing is the only published aggregate located for the specific 9233 Balboa Avenue site: 1.8/5 from 68 reviews, with the audience not identified as residents. Applying the low-end 1–10 conversion to that published 1.8/5 anchor gives 2.0; structure remains unscored because no review-based structural rating or system-failure pattern was published.

+ LEED Silver certification+ Tilt-up concrete construction+ Solar panels and EV charging stations+ Large windows and natural light
+ Full-service café+ Outdoor lounge and gathering areas+ Fitness center+ Basketball court
− Public-treatment complaints− Aggressive-staff complaints− Parking-lot safety/access complaint

Published project coverage describes two new three-story tilt-up concrete office/lab buildings with LEED v4 BD+C Silver certification, solar panels and EV charging stations. The reviewed public comments did not report leaks, HVAC, plumbing, electrical, lift or other building-system failures; the one safety-related comment concerned the parking lot rather than the buildings.

The campus was published as having a café, outdoor lounge, conference center, fitness center, basketball court and outdoor meeting spaces. The available place reviews are not resident reviews and focus on public-facing interactions: one says “Workers are aggressive and dangerous,” while another alleges that employees “tried to take and intimidate” people filming in a public place.

Only buildings that have reached handover are rated. 0 of 2 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Projects

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

3 found
LEGAL Filed and amended in 2020–2021; settlement approved July 26, 2022; the City Attorney’s analysis was published June 20, 2022.
PROJECT CANCELLED February 3, 2023 termination; reported February 9, 2023; position checked October 11, 2026
The City of San Diego terminated Cisterra Development’s 2016 agreement for the 7th Avenue and Market Street mixed-use Ritz-Carlton project in February 2023, citing the developer’s inability to carry out the project or perform its material obligations; the site remained an unbuilt former Ritz-Carlton parcel as of 2026, with later redevelopment discussions involving other developers.
SAFETY / LABOUR Building evacuated and lease dispute active by September 2020; City Attorney report published June 20, 2022; vacancy reported September 17, 2026
The Cisterra-affiliated 101 Ash Street acquisition and renovation failed to deliver an occupiable office building: the City evacuated the building after asbestos was found, the City Attorney reported known asbestos-remediation and defective-building-system requirements, and the building was still described as vacant in 2026; later affordable-housing redevelopment is a separate 101 Ash Venture project, not evidence that Cisterra’s original renovation succeeded.
