AI research over published reviews and resident comments. Scores are a model’s reading of opinion, not figures stated on a page, and nothing here feeds any number above it. The links under each block are the pages that research says it used. Based on available resident reviews of covered buildings. These are reported experiences, not independent building inspections, and may not represent all residents or properties.

The market here is Italy: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • ALLEGATION Investigation reported July 16, 2025; precautionary measure annulled August 22, 2025; Supreme Court decision reported November 13, 2025 On July 16, 2025, Milan prosecutors notified COIMA founder and CEO Manfredi Catella that he was under investigation in a planning-permit probe involving alleged bribery and possible influence by a paid architect who had served on Milan’s landscape commission; Catella and COIMA denied wrongdoing, and later court decisions annulled the precautionary measures and found the corruption evidence insufficient, with the Supreme Court rejecting the prosecutors’ challenge in November 2025.
  • DELIVERY DELAY February 28, 2025 COIMA reported on February 28, 2025 that the Pirellino project’s building permit, submitted in 2022, had still not been finalized after more than 30 months; citing the resulting further delays, it simplified the original redevelopment design and retained the bridge building in its existing state to avoid delaying construction further.
  • DELIVERY DELAY 2025-02-28 to 2025-08-20 (publication dates; status reported as of those dates) Pirellino/P39 (via Pirelli 39, Milan), owned and redeveloped by COIMA SGR, remained non-delivered: COIMA said the permit application submitted in 2022 was still unfinished after more than 30 months, while later reporting said the works had not begun and the site was under seizure; the original scheme was also reduced by removing the Torre Botanica and Ponte Serra to avoid further delay.

The market here is Italy: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 1 dated statement is held back: a broker listing with no date on it, or a page with no year, cannot fix a date. 1 turned out to be about something else — a phase, a neighbour, the wider masterplan — and is marked off-subject.

Gioia 22Porta Nuova, Milan
9.0/ 10
—/ 10
9.0/ 10

Google Reviews/Maps provides the largest published review base, at 4.6/5 from 144 reviews, which converts to 8.8/10 before commentary. The accessible written material repeatedly praises the building’s architecture, sustainability, views and workplace comfort, while the negative-looking older comments concern construction or pre-opening status rather than a current failure; the final score is therefore 9.0/10. Structural scoring remains null because the published review evidence does not establish a resident-review score for building fabric or systems.

+ Energy-efficient design+ Photovoltaic façade+ Groundwater heating and cooling+ Smart building management+ Fire detection and access-control systems
+ Modern architecture+ Sustainability+ Panoramic views+ Good workplace comfort+ Convenient public transport

no notes returned

Published reviews are strongly positive about the day-to-day setting, describing Gioia 22 as a “Centro direzionale con tutte le caratteristiche utili a rendere un piacevole luogo di lavoro” and praising its “ottima location con ogni comfort ed efficienza energetica.” Other reviewers highlight the “veduta pazzesca” and futuristic steel-and-glass design; the older complaint-like material mainly records that the building was still closed or under construction at the time, not a current operational failure.

7.5/ 10
—/ 10
—/ 10

Google Reviews/Maps is the only building-specific published rating located: 4.5/5 from 2 reviews. Its direct conversion is 8.5, but because the review base is below 10, the result is constrained to within one point of 6.5, yielding 7.5; no structure or living sub-score is assigned because the material did not publish review-based aspect scores.

Scalo Romana Olympic VillageScalo Romana, Milan
6.9/ 10
6.5/ 10
6.5/ 10

The only published aggregate located is 4.0/5 from six reviews for the Villaggio Olimpico place listing, which converts to 7.0 but is subject to the under-ten-review rule. The evidence is very early and mixed: students report clean, new accommodation, community, security and amenities, while also reporting vacant surrounding services and small operational frictions; the resulting evidence-based score is therefore held at 6.5, with no separate structure rating published.

+ New construction+ Planned student-housing conversion
− Aesthetic criticism
+ Community-oriented shared spaces+ Security and well-lit central square+ Positive early student experience+ Sports and social amenities+ International student community
− Ground-floor services still vacant− Laundry capacity concerns− Gym still being completed− Limited direct channel to management− Somewhat isolated from surrounding nightlife

The available place listing publishes 4.0/5 from six reviews, but it does not publish an engineering, maintenance, plumbing, HVAC or waterproofing sub-score. One visible review calls the design «Orribile» and says it would be difficult to design something uglier, while other reviews praise the project or express hope that it will become useful after the Games; these are appearance and future-use comments, not evidence of structural failure.

Early student accounts describe the residence as «new» and «clean», with a feeling that «there’s a lot of community», shared kitchens, sports and active events; another resident says security is reassuring and the central square is well lit. The main current frictions are practical: some laundry machines are often occupied, the gym needs additional equipment, students want a more direct dialogue with management, and approximately 10,000 square metres of planned ground-floor shops and services were still empty in early September 2026.

Only buildings that have reached handover are rated. 1 of 4 projects carries no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

0 undated completions and 1 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

ALLEGATION Investigation reported July 16, 2025; precautionary measure annulled August 22, 2025; Supreme Court decision reported November 13, 2025
On July 16, 2025, Milan prosecutors notified COIMA founder and CEO Manfredi Catella that he was under investigation in a planning-permit probe involving alleged bribery and possible influence by a paid architect who had served on Milan’s landscape commission; Catella and COIMA denied wrongdoing, and later court decisions annulled the precautionary measures and found the corruption evidence insufficient, with the Supreme Court rejecting the prosecutors’ challenge in November 2025.
DELIVERY DELAY February 28, 2025
COIMA reported on February 28, 2025 that the Pirellino project’s building permit, submitted in 2022, had still not been finalized after more than 30 months; citing the resulting further delays, it simplified the original redevelopment design and retained the bridge building in its existing state to avoid delaying construction further.
DELIVERY DELAY 2025-02-28 to 2025-08-20 (publication dates; status reported as of those dates)
Pirellino/P39 (via Pirelli 39, Milan), owned and redeveloped by COIMA SGR, remained non-delivered: COIMA said the permit application submitted in 2022 was still unfinished after more than 30 months, while later reporting said the works had not begun and the site was under seizure; the original scheme was also reduced by removing the Torre Botanica and Ponte Serra to avoid further delay.
PROJECT CANCELLED 2024 forfeiture; reported 2026-06-10
The planned ex-Anagrafe di largo De Benedetti / via Messina 53 Porta Nuova development was abandoned before delivery after Milan awarded the lot to COIMA in 2023 but declared the award forfeited in 2024 when the sale was not completed; a later report said the TAR rejected COIMA’s challenge, leaving the proposed tower and student-housing transformation stopped, subject to any further appeal.
DELIVERY DELAY 2023-11-07; subsequent restart/recovery reported at publication
MilanoSesto, involving COIMA and Redo as successor owners/developers, was documented as a stalled regeneration project in 2023 amid a recapitalisation involving approximately €900 million of debt converted to equity; the transaction was expressly presented as a restart/recovery, so this is historical stalled status rather than evidence that the project remained stalled as of the research date.
