AI research over published reviews and resident comments. Scores are a model’s reading of opinion, not figures stated on a page, and nothing here feeds any number above it. The links under each block are the pages that research says it used. Based on available resident reviews of covered buildings. These are reported experiences, not independent building inspections, and may not represent all residents or properties.

The market here is Saudi Arabia: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • REGULATORY Final decision: 20 July 2023; compensation announcement: 29 September 2025 The Saudi Capital Market Authority reported that a final 20 July 2023 securities-disputes decision found 17 investors liable for violations involving trading in Dar Alarkan shares, ordered SAR 1.196 billion in restitution from them and five additional investors, and led to compensation for more than 17,000 affected investors; the reported decision concerned investor conduct, not a finding that Dar Al Arkan itself committed the violations.
  • DELIVERY DELAY Embargo since late 2022; status as of 31 December 2024; reported in the 2024 annual report published in 2025 Dar Al Arkan’s 2024 annual report states that Shams Ar Riyadh land had been under embargo since late 2022, that infrastructure in zones 1, 3 and 5 was still only over 55% complete as of 31 December 2024, and that the company was still working to revive approvals for the remaining last-mile infrastructure before completion and handover.
  • DELIVERY DELAY 2017-04-25; status reported as of 2023-12-31; approval update 2025-10-07 Shams Ar Riyadh (Dar Al Arkan) was reported delayed in April 2017 because master-plan amendments awaited Arriyadh Development Authority approval; infrastructure in zones 1, 3 and 5 was still on hold pending regulatory approvals at the end of 2023, although the company later reported that the master-plan approvals were secured in October 2025 and said completion was targeted before the end of 2026—there is no basis here to call that future target an actual completion.

The market here is Saudi Arabia: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures.

Combined from 4 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.8.

The Google listing supplies the largest published review base, 19 reviews, and its 4.5/5 converts to 8.5 under the requested curve. The available written praise supports a modest upward commentary adjustment, while the single customer-service complaint and neighborhood drawbacks do not meet the threshold for a recurring deduction; structural scoring remains null because no systems-performance rating or substantiated failure was published.

+ Pagani-designed interiors+ Luxury finishes+ Modern architecture+ Rooftop pool+ Gym and wellness facilities
Not found in sources: No recurring structural complaint found · No recurring plumbing complaint found · No recurring HVAC complaint found · No recurring electrical complaint found · No recurring leak or waterproofing complaint found
+ Convenient transport+ Calm views+ Reliable internet+ Good security+ Luxury atmosphere
− Limited nearby dining− Lack of greenery− Customer-service complaint− Traffic/pollution concerns− Limited nearby gyms

Published material describes a completed 19-floor, two-tower project with Pagani interiors, pool, gym, sauna and 24-hour security, but the review evidence does not substantiate construction or systems performance. No written review read here reports a structural, plumbing, HVAC, electrical, leakage or waterproofing failure; therefore no structure rating is assigned.

The resident-style Nestopa review praises convenient transport, calm views, reliable internet and feeling safe because of “well-lit streets and good security around.” It also says there are not many dining places nearby and the area is “lacking greenery”; a separate Google review says the developer’s CRM was “unprofessional,” although that is a single service complaint rather than a recurring building-management theme.

7.8/ 10

Google Reviews/Maps provides the largest building-specific review base at 4.3/5 from 129 reviews, which converts to approximately 8.1/10 under the specified curve. The mostly positive operational and design commentary supports the level, but the single serious security/access-control complaint warrants a downward adjustment; Property Finder is community-level and excluded from scoring.

+ Modern interiors+ Clean, contemporary atmosphere+ Floor-to-ceiling views+ Canal-facing design+ Functional kitchens
− Finishing-quality concerns− Limited AC controls− Toilet-fixture concern− Some units impractical for families
Not found in sources: No detailed engineering evidence
+ Canal-side location+ Convenient Downtown access+ Infinity pool and gym+ Friendly staff+ Quiet atmosphere
− Security/access-control complaint− Reception response complaint− Occasional poor floor cleanliness− Traffic and connectivity caveats− Limited community feel

Published building reviews describe a modern, attractive asset: one reviewer praised the “interior ... modern with a gray tone and floor to ceiling” windows, while another called the building “clean” and “modern.” The same material is limited and includes defects or comfort concerns: “finishing quality inside the units is below expectations,” AC control is limited, and one guest reported that a wall-hung toilet appeared slightly dislodged and made cracking sounds; these are observations, not an engineering assessment.

The strongest lifestyle praise is for the canal setting, convenience and amenities: a reviewer called the location “super convenient,” and described the building as “calm, modern and upscale,” with excellent concierge and security. The evidence also contains a serious contrary report alleging that people entered apartments without ID checks and that reception was not helpful, plus a 3/5 review mentioning a floor that was not clean on arrival.

Oh So CloseWest Ealing, London17 units

The building-specific aggregate found is 5/5 from only two reviews. Because it has fewer than 10 reviews, the stated rule caps the converted score within one point of 6.5; structure remains unscored because no building-specific infrastructure review evidence was published.

The available building-specific review material is extremely limited: the listing shows 5.0/5 from two reviews, while the one review text exposed says the reviewer was “very satisfied” (“很满意!”). Independent property descriptions praise the park setting, transport access and finishes, but these are listing descriptions rather than resident operational reviews; no recurring staff, management, security or upkeep complaint was published in the material read.

Yango Maps is the only located published aggregate and reports 4.3/5 from five ratings, which converts to 7.9/10 on the supplied curve. Because the anchor has fewer than ten reviews, the result is kept within one point of 6.5, at 7.0; no structure score is assigned because no published review evidence about the physical systems was found. Dar Al Arkan’s 2024 annual report and Q1 2025 presentation state that Phase 1 construction was completed in Q1 2024 and handover was underway, but those are company status disclosures rather than resident reviews, and no later source was located to establish final handover status as of 8 October 2026.

− Project-start uncertainty− Long waiting period
Not found in sources: Limited resident feedback · No operational evidence · No management evidence

no notes returned

no links returned

The only written operational feedback located was a 13 August 2019 complaint from a prospective customer who said they had been waiting more than six years and did not know why the project had not been announced or started. The separate Yango Maps listing publishes an overall 4.3/5 from five ratings, but provides no aspect scores or operational review text, so current day-to-day living quality remains weakly evidenced.

Only buildings that have reached handover are rated. 3 of 7 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

REGULATORY Final decision: 20 July 2023; compensation announcement: 29 September 2025
The Saudi Capital Market Authority reported that a final 20 July 2023 securities-disputes decision found 17 investors liable for violations involving trading in Dar Alarkan shares, ordered SAR 1.196 billion in restitution from them and five additional investors, and led to compensation for more than 17,000 affected investors; the reported decision concerned investor conduct, not a finding that Dar Al Arkan itself committed the violations.
DELIVERY DELAY Embargo since late 2022; status as of 31 December 2024; reported in the 2024 annual report published in 2025
Dar Al Arkan’s 2024 annual report states that Shams Ar Riyadh land had been under embargo since late 2022, that infrastructure in zones 1, 3 and 5 was still only over 55% complete as of 31 December 2024, and that the company was still working to revive approvals for the remaining last-mile infrastructure before completion and handover.
DELIVERY DELAY 2017-04-25; status reported as of 2023-12-31; approval update 2025-10-07
Shams Ar Riyadh (Dar Al Arkan) was reported delayed in April 2017 because master-plan amendments awaited Arriyadh Development Authority approval; infrastructure in zones 1, 3 and 5 was still on hold pending regulatory approvals at the end of 2023, although the company later reported that the master-plan approvals were secured in October 2025 and said completion was targeted before the end of 2026—there is no basis here to call that future target an actual completion.
DELIVERY DELAY 2024-05-01
Qasr Khozam in Jeddah, developed through Khozam Real Estate Development Company (a joint venture in which Dar Al Arkan holds the majority stake), remained stalled at the reported project-company level in May 2024: phase-one infrastructure design and contractor appointment dated from 2021, but construction was still awaiting final approvals; this is a qualified JV/project-entity finding and does not by itself establish parent-company liability.
