Risks & source coverage

  • LEGAL Reported May 18, 2020; complaint filed earlier that month; engineering report dated November 2018 A Biscayne Beach condominium association sued West Palm Beach-based Two Roads Development and other construction participants, alleging construction defects including sewer odors from plumbing deficiencies, water pooling, stucco cracks, rust and moisture stains, and problems in mechanical and electrical systems; the report states that settlement negotiations failed, while Two Roads said it had not been served and did not comment on litigation matters. This was a project-level matter involving Biscayne Beach, which was developed by an entity formed by affiliates of Eastview Development and GTIS Partners.
  • LEGAL Reported August 22, 2018; disputed closing scheduled for July 7, 2017 A buyer sued Eastview Development and its Biscayne Miami Partners entity, alleging that the developers improperly retained or sought to retain a $2.7 million deposit, failed to permit closing on an $8.6 million Biscayne Beach penthouse, and terminated the contract; Eastview’s counsel denied the allegations, saying the buyer could not meet his funding and closing obligations and that termination complied with the contract.
  • DELIVERY DELAY 2014 promise; opened in 2017; reported May 18, 2020 Biscayne Beach in Miami was a joint venture of Eastview Development and GTIS Partners promised for completion in December 2016, but the condominium opened in 2017; the delay is historical and the project was subsequently completed and largely sold out.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures.

The Google aggregate of 4.6/5 from 211 reviews sets the level and converts to 8.8/10 under the specified curve. The written feedback is strongly positive about staff, amenities and views, but recurring elevator and construction complaints offset that praise; older defect allegations are qualified by the later 2022 engineer status evidence.

+ Repair work reported addressed+ Engineer letter reported building safe to occupy+ Structural deficiencies described as less than substantial
− Historical plumbing/sewer-odor allegations− Historical roof water-pooling allegations− Stucco cracks, rust spots and moisture stains− Mechanical and electrical work criticized− 2022 recommendations for concrete/stucco, drainage and waterproofing repairs
+ Welcoming front-desk staff+ Friendly valet staff+ Beach club and pool deck+ Bay and Miami Beach views+ 24-hour security and staffed lobby
− Long elevator waits− Elevator breakdowns− Construction disruption− Costly valet and limited visitor parking

The 2020 lawsuit reporting described alleged plumbing defects causing sewer odors, roof water pooling, stucco cracking/rust/moisture staining, and problems in mechanical and electrical systems. A December 2022 engineer letter, as quoted in the later building report, said the repair work had addressed the issues and the building was safe to occupy, while still recommending concrete/stucco, drainage and waterproofing work; one 2026 review separately reported “water pooling on floors near window.”

Residents praised the staff as “5 star,” saying they offered friendly welcomes and went “above and beyond,” while other reviews highlighted the pool, amenities, views and peaceful waterfront setting. The main operational complaints were ten-minute elevator waits, breakdowns, costly valet/limited visitor parking, and ongoing construction disruption; one 2026 reviewer described “building construction and management” as “a nightmare.”

Only buildings that have reached handover are rated. 0 of 1 project carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

A Biscayne Beach condominium association sued West Palm Beach-based Two Roads Development and other construction participants, alleging construction defects including sewer odors from plumbing deficiencies, water pooling, stucco cracks, rust and moisture stains, and problems in mechanical and electrical systems; the report states that settlement negotiations failed, while Two Roads said it had not been served and did not comment on litigation matters. This was a project-level matter involving Biscayne Beach, which was developed by an entity formed by affiliates of Eastview Development and GTIS Partners.
LEGAL Reported August 22, 2018; disputed closing scheduled for July 7, 2017
A buyer sued Eastview Development and its Biscayne Miami Partners entity, alleging that the developers improperly retained or sought to retain a $2.7 million deposit, failed to permit closing on an $8.6 million Biscayne Beach penthouse, and terminated the contract; Eastview’s counsel denied the allegations, saying the buyer could not meet his funding and closing obligations and that termination complied with the contract.
DELIVERY DELAY 2014 promise; opened in 2017; reported May 18, 2020
Biscayne Beach in Miami was a joint venture of Eastview Development and GTIS Partners promised for completion in December 2016, but the condominium opened in 2017; the delay is historical and the project was subsequently completed and largely sold out.
SAFETY / LABOUR Engineering report November 2018; lawsuit reported May 18, 2020
Biscayne Beach, developed by Eastview-affiliated Two Roads Development with GTIS Partners, was subject to a 2020 condominium-association lawsuit alleging material construction defects including a corroded fire system, faulty plumbing causing sewer odors, water pooling, stucco cracking and mechanical/electrical problems; the report said settlement negotiations had failed, with no later resolution established here.
