Risks & source coverage

  • ALLEGATION December 28, 2016 New York’s ethics commission reported that Glenwood admitted Lobbying Act violations involving undisclosed lobbying activity and arrangements connected to Sheldon Silver and Dean Skelos, and agreed to pay a $200,000 penalty and file required reports; this was a settlement, not a criminal finding that Glenwood committed bribery.
  • REGULATORY February 11, 2016 (consent order; complaint filed February 3, 2016) The U.S. Department of Justice reported that Glenwood and Liberty Street Realty resolved Fair Housing Act allegations concerning accessibility failures at Liberty Plaza and eight other properties through a partial consent order requiring retrofits, compliance audits and proposals, compensation of at least $440,000 and up to $900,000, and a $50,000 civil penalty.
  • FINANCIAL DISTRESS 2010–2011 Glenwood’s West 46th Street project entity acquired and foreclosed on the original developer’s defaulted $78.6 million loans after the planned hotel-and-condominium development stalled; Glenwood and the original developer later settled, and Glenwood took title to the vacant site.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures.

Glenwood’s return: Luxe developer and political kingmaker breaks into affordable housing

The Real Deal
It’s not clear when or why Glenwood first decided to get in on Coney Island’s development renaissance. But 2010, the year Luna Park content starts appearing on the company website, is also the same year that Pittelman, who was long involved in Glenwood’s construction division, estimates that she took a greater role in directing the company’s overall operations, according to a 2016 court deposition.

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

SUSTAINABILITY April 22, 2024

Risks

ALLEGATION December 28, 2016
New York’s ethics commission reported that Glenwood admitted Lobbying Act violations involving undisclosed lobbying activity and arrangements connected to Sheldon Silver and Dean Skelos, and agreed to pay a $200,000 penalty and file required reports; this was a settlement, not a criminal finding that Glenwood committed bribery.
REGULATORY February 11, 2016 (consent order; complaint filed February 3, 2016)
The U.S.
FINANCIAL DISTRESS 2010–2011
Glenwood’s West 46th Street project entity acquired and foreclosed on the original developer’s defaulted $78.6 million loans after the planned hotel-and-condominium development stalled; Glenwood and the original developer later settled, and Glenwood took title to the vacant site.
LEGAL December 13, 2022 lawsuit; reported December 15, 2022
The 60 East 86th Street condominium board sued the Glenwood-controlled sponsor entity and related parties, alleging defective and hazardous construction including water leaks, balcony corrosion, unsafe spalling façade materials, odors and failing sprinkler heads, and seeking $21 million; these were allegations in the lawsuit, not adjudicated findings in the retrieved report.
SAFETY / LABOUR October 7, 2025 filing; March 5, 2026 judgment
Maria Collins brought an overtime-compensation action against Glenwood Management Corp.; the federal docket records a March 5, 2026 judgment for Collins for $15,000, followed by satisfaction of judgment on March 11, 2026.
SAFETY / LABOUR Lawsuit filed December 13, 2022; reported settlement August 2024; status reported October 13, 2026
At 60 East 86th Street, the condominium board alleged that the Glenwood-controlled sponsor entity delivered a building with water leaks, balcony corrosion, odors, unsafe/spalling façade cladding and failing sprinkler heads; later reporting says the claim settled in August 2024 with the sponsor agreeing to fund façade repairs, while the repair programme was still underway as of October 13, 2026, so this is a documented defect/remediation matter rather than an unresolved cancellation.
DELIVERY DELAY Reported April 10, 2017; subsequent first closing reported March 3, 2017 and all units sold by September 2018
Glenwood Management’s 60 East 86th Street condominium missed the closing date stated in its offering plan after delays reportedly attributed to sourcing the limestone exterior; buyers received a right to rescind and many reportedly did so, although the building subsequently obtained occupancy and closed units, so the delay is historical rather than an active non-delivery finding.
REGULATORY Complaint February 3, 2016; partial consent order February 11, 2016; consent decree dated May 18, 2016
The U.S. Department of Justice alleged that Glenwood Management Corporation and Liberty Street Realty, LLC failed to design and construct Liberty Plaza at 10 Liberty Street and eight other New York City residential properties in compliance with Fair Housing Act accessibility requirements; the developers entered a partial consent order requiring retrofits, audits/proposals for other properties, compensation and a civil penalty, making this a resolved enforcement matter rather than a current stalled project.
