Upkeep and response — belongs to whoever runs the building now. From 5 of 5 rated buildings here and 1328 in the market.
The market here is United States: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • FINANCIAL DISTRESS Reported November 27, 2023; subsequent reported restructuring/foreclosure outcome August 27, 2024 In November 2023, reporting said Greenland USA had been in default for about a year on two Pacific Park Phase 2 loans totaling approximately $349 million and that the lender had moved toward a UCC foreclosure of six incomplete development sites; later reporting in August 2024 said Related, Fortress and USIF would develop the remaining project after foreclosure, although the cited report did not describe the foreclosure as completed at that time.
  • REGULATORY Order date March 28, 2023; status reported September 28, 2026 On March 28, 2023, California’s Department of Real Estate recorded desist-and-refrain orders against Greenland US Holding, Inc. and Greenland LA Metropolis Development I, LLC; later reporting attributed the orders to alleged failure to disclose assessment-abatement agreements in requested subdivision-report amendments, and said sales in Metropolis Tower I remained prohibited as of September 28, 2026 while Tower II was cleared in December 2025.
  • LEGAL Filed July 26, 2024; case status updated through March 17, 2026 On July 26, 2024, Metropolis II Condominium Owners Association filed an open Los Angeles County construction-defect lawsuit against Greenland LA Metropolis Development II LLC, identifying the entity as the developer of the Metropolis II project; Greenland filed an answer and cross-complaint on September 30, 2024, and the matter remained active with settlement-status proceedings scheduled in 2026.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 4 turned out to be about something else — a phase, a neighbour, the wider masterplan — and are marked off-subject.

7.0/ 10

Trustburn’s 4.1/5 aggregate from 10 published reviews is the only rating meeting the minimum anchor threshold, converting to 7.0/10 under the requested curve. Openigloo is directionally higher but has only two reviews and therefore cannot anchor or create a formal dissent. The published prose is largely favorable, but the small and partly promotional-looking evidence base warrants uncertainty rather than an upward adjustment.

+ No open HPD violations reported+ Facade reported safe+ Construction quality praised by reviewers
− Past heat and hot-water complaints− Past elevator-maintenance violations− Past reports of shaking or vibrating− Recent rat-activity inspection failures
Not found in sources: No flood or sewer-backup complaints reported
+ Friendly, attentive staff+ Professional service+ Strong amenities+ Clean and well-maintained common environment+ Good location and transit access
− Unannounced rent increase reported− Complaints about obnoxious neighbors− Family-oriented atmosphere may not suit everyone− More gym treadmills requested

Reviewers describe the building as having “quality of the construction and attention to detail,” and one review calls it “well-maintained.” Separate city-record summaries report resolved elevator issues involving shortened hoist ropes and an inoperative alarm button, recurring heat/hot-water complaints, and late-2025/early-2026 shaking or vibration complaints; these are records, not proof of current unresolved defects.

The resident-facing reviews are mostly favorable: “The staff is friendly and attentive,” “the amenities are outstanding,” and the building is described as “clean and well-maintained.” The main lifestyle complaints were a reported $1,000 monthly rent increase without warning, “obnoxious” neighbors, and a family-oriented atmosphere; the evidence base is small and includes promotional-looking Trustburn material, so current resident experience remains somewhat uncertain.

RentCafe 4/5, 4.5/5, 4.5/5, 3/5 · 9 reviews · rentcafe.com
Combined from 4 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.8.

Google Reviews/Maps supplies the largest published review base located for the building, at 3.5/5 from 19 reviews, which converts to 7.0/10 under the requested curve. The positive and negative themes are substantial but broadly offset; RentCafe and Openigloo have fewer than 10 reviews and therefore cannot replace the anchor.

+ Strong water pressure+ Effective heating+ Prompt unit maintenance reported+ Well-maintained amenities
− Building-wide cockroach reports− Open hazardous building violations reported
+ Convenient location+ Friendly staff+ Prompt service calls+ Resident programs+ Quiet atmosphere
− Poor management responsiveness− Cockroach and cleanliness complaints− Ledger/deposit issues− Construction noise− Parking complaints

Openigloo’s review summary says tenants appreciate “strong water pressure and effective heating in most units,” while also reporting a building-wide German cockroach problem affecting units and common areas. The same page lists Class C violations involving “Rodents, pest, mold, inadequate heat or hot water, defective building parts”; these are public-record indicators, not proof that every condition remains current.

Residents describe the location, staff and amenities positively: one review says “Staff are nice Service calls are generally answered promptly,” and another says the building is “always clean and no noise.” The negative feedback is operational, including “Management is simply absent in any matter,” a long-running ledger complaint, and a report of “incredibly bad management” with an unpaid deposit and difficulty reaching staff.

Combined from 6 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.2.

RentCafe has the largest published review base at 95 and its 4.0/5 overall rating converts to 7.0, so it sets the level. Openigloo is more positive but has only 29 reviews; recurring management complaints and serious reported water/installation problems pull the result down, while repeated praise for staff, upkeep and amenities limits the reduction to 6.9.

+ Well-maintained facilities+ Clean upkeep+ Effective insulation+ Modern finishes
− Dirty-water and hot-water complaints− Dishwasher disconnection− Toilet leak− Stovetop electrical issues− Window-cleaning water streaks
+ Helpful staff+ Friendly doormen/front desk+ Clean common areas+ Strong amenity offering+ Convenient location
− Unresponsive management− Strict amenity rules and fees− Occasional neighbour/outside noise− Amenity equipment failures− Leasing communication complaint

Structural feedback is mixed. One resident reported being without clean hot water for an entire winter, while another described a disconnected dishwasher, a toilet leak and stovetop electrical issues and said the build quality was “terrible”; in contrast, other published reviews call the building “impeccably maintained,” and the RentCafe maintenance rating is 4.5/5.

Daily-life reviews praise the staff—“front desk staff are amazing”—and describe the building as clean, with strong amenities, views and a pool; RentCafe’s published staff rating is 5.0/5 and amenities rating 4.5/5. The negative operational pattern is management: reviewers describe it as “generally pretty difficult to deal with” or frequently unresponsive, while another reported BBQ grills that “did not function properly.”

MetropolisDowntown Los Angeles, Los Angeles
6.4/ 10
—/ 10
6.4/ 10

The 3.8/5 Google aggregate for THEA at Metropolis, based on 465 reviews, is the largest applicable review base and sets the level; on the stated market conversion it becomes 6.4/10. The written feedback is mixed, with both management praise and complaints, so the small commentary movements offset; reported physical-condition allegations are not converted into a separate structure score because no structure rating was published.

− Elevators reportedly often out of service− Gym HVAC reportedly nonfunctional for months− Risk of utility interruption− Elevator emergency phone-line interruptions
+ Professional staff+ Helpful management+ Well-maintained common areas+ Strong views+ Downtown amenities and setting
− Rude or confrontational staff reports− Nighttime security concerns− Parking complaints− Management conduct complaints− Reported service disruption concerns

A September 28, 2026 report said maintenance had slipped: “The elevators in Tower II were constantly out of service,” and the gym HVAC had not worked for months. The same report described a resident lawsuit alleging that Tower I came within hours of losing water and electricity and had experienced repeated utility disconnections affecting elevator emergency phones and common-area systems; these are reported resident allegations and court-filed claims, not a published building-condition rating.

Daily-life reviews praise professional, responsive staff—one resident called the building manager “professional and proactive,” while another said the building was “always well-maintained.” Negative reviews report that a guard was “rude” and “lazy,” a manager was “problematic,” and nighttime gate operations felt unsafe; the separate September 2026 report also said elevators were constantly out of service and the gym HVAC had failed for months.

38 Sixth AvenueProspect Heights, Brooklyn, New York303 units
4.5/ 10
4.0/ 10
4.5/ 10

No applicable platform aggregate rating was located, so the score is based on the three negative written comments read, with no positive comments. The reported recurring severe and moderate problems—hot-water outages, security failures, pests, and delayed maintenance—support a below-midscale resident-experience assessment, but the evidence is limited and not a current resident survey.

− Recurring boiler and hot-water outages− Water leaks reported− Elevator maintenance problems− Faulty windows and intercom wiring− Roach and rat activity
− Slow maintenance response− Security concerns at front entrance− Lack of on-site superintendent− Cleanliness complaints− Laundry, mail and intercom service problems

Published resident and building-condition material reports repeated hot-water and boiler failures, including a 2024 outage lasting four days and a later report that hot water was again out for many days. Other reported physical problems include a burst water pipe, a faulty window seal through which “the elements come into my living room,” elevator issues, roaches, and rat activity; these are condition reports rather than an engineering inspection.

Residents described management as “slow, reluctant, and not collaborative,” and reported a non-locking front door, unwanted entries, lost or stolen mail, and a guard asleep at the desk. A tenant said management addressed issues “most of the time, though usually only after multiple complaints,” while a later comment reported that the front door and roach problem remained unresolved after a settlement.

Only buildings that have reached handover are rated. 0 of 5 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Projects

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

8 found
FINANCIAL DISTRESS Reported November 27, 2023; subsequent reported restructuring/foreclosure outcome August 27, 2024
In November 2023, reporting said Greenland USA had been in default for about a year on two Pacific Park Phase 2 loans totaling approximately $349 million and that the lender had moved toward a UCC foreclosure of six incomplete development sites; later reporting in August 2024 said Related, Fortress and USIF would develop the remaining project after foreclosure, although the cited report did not describe the foreclosure as completed at that time.
REGULATORY Order date March 28, 2023; status reported September 28, 2026
On March 28, 2023, California’s Department of Real Estate recorded desist-and-refrain orders against Greenland US Holding, Inc. and Greenland LA Metropolis Development I, LLC; later reporting attributed the orders to alleged failure to disclose assessment-abatement agreements in requested subdivision-report amendments, and said sales in Metropolis Tower I remained prohibited as of September 28, 2026 while Tower II was cleared in December 2025.
LEGAL Filed July 26, 2024; case status updated through March 17, 2026
On July 26, 2024, Metropolis II Condominium Owners Association filed an open Los Angeles County construction-defect lawsuit against Greenland LA Metropolis Development II LLC, identifying the entity as the developer of the Metropolis II project; Greenland filed an answer and cross-complaint on September 30, 2024, and the matter remained active with settlement-status proceedings scheduled in 2026.
LEGAL Lawsuit filed August 20, 2026; reported August 21, 2026
On August 20, 2026, 220 EB-5 investors sued over the Hotel Indigo financing connected to Greenland’s Metropolis complex, alleging that approximately $110 million was not repaid after the original loan term and asserting securities, fiduciary-duty and other claims; the report expressly states that the allegations had not been tested, no defendant had responded, and no court had ruled on them as of publication.
LEGAL Filed December 3, 2025; status reported September 28, 2026
In December 2025, a derivative lawsuit was reported against Metropolis Master Association directors, the management company and Greenland-backed board representatives, alleging that assessment abatements and failure to collect assessments from developer-owned units harmed the association; the reported claim estimated more than $6.8 million in unpaid assessments, and the related proceedings were still unresolved as of October 15, 2026.
DELIVERY DELAY Commitment deadline: May 31, 2025; foreclosure/takeover reported October 7, 2025; position researched October 15, 2026
Pacific Park (formerly Atlantic Yards) in Brooklyn, whose residential development Greenland USA controlled, missed the legally committed May 31, 2025 deadline with 876 affordable apartments still unbuilt; in October 2025 a Cirrus/LCOR-led joint venture took over the remaining sites after Greenland defaulted on nearly $350 million of project loans, while the replacement team’s plan remained a future commitment rather than completion.
PROJECT CANCELLED November 16, 2017 publication; withdrawal reported in November 2017
Greenland USA withdrew from the proposed North Hollywood Red Line mixed-use development before paying Metro’s required deposit, ending its participation; Trammell Crow was reported as continuing separately, so the finding concerns Greenland USA’s withdrawal rather than a claim that the entire site was abandoned.
PROJECT CANCELLED Housing plan suspended April 2018; sale closed in late May/early June 2018
The Greenland USA-led Oyster Point Development consortium dropped its proposed 1,200-home component at the South San Francisco Oyster Point site after local opposition and then sold the 40-acre property to Kilroy Realty in 2018; subsequent laboratory and office development was by Kilroy, not Greenland USA.
