AI research over published reviews and resident comments. Scores are a model’s reading of opinion, not figures stated on a page, and nothing here feeds any number above it. The links under each block are the pages that research says it used. Based on available resident reviews of covered buildings. The market here is United States: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • FINANCIAL DISTRESS Reported September 20, 2022 Hines and partner Sarofim Realty Advisors reportedly agreed to a deed-in-lieu-of-foreclosure to relinquish the 700 11th Street NW office building in Washington, D.C., after its anchor tenant left and the building became vacant; Hines did not comment, and the report does not establish whether the transaction was completed or any wider Hines default.
  • LEGAL Lawsuit reported October 10, 2022; updated October 11, 2022 More than 50 tenants sued Hines-related management over the June and August 2022 floods at 33 Tehama Street, alleging negligent maintenance, inadequate relocation support, unsafe handling of tenants’ property and undisclosed pre-existing leak problems; Hines denied the allegations and said it had spent approximately $13 million on resident assistance and repairs.
  • PROJECT CANCELLED Termination notified May 15, 2023; reported August 22, 2023 Hines notified Elk Grove on May 15, 2023 that it was terminating the exclusive negotiation agreement for Project Elevate because the parties could not agree on proceeding within the city’s desired timeframe and while preserving the project vision; the proposed mixed-use development therefore was not proceeding under that agreement.

The market here is United States: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 4 turned out to be about something else — a phase, a neighbour, the wider masterplan — and are marked off-subject.

9.4/ 10

Google Reviews/Maps provides the only published building-specific aggregate found: 4.8/5 from 17 reviews, which sets the level and converts to 9.4/10 on the requested market curve. The written reviews consistently praise staff, amenities, cleanliness, design and views, with no reported complaint or structural failure; the resident-experience result is therefore strong but based on a newly opened building and a modest, recent review base.

+ New mechanical, electrical and plumbing systems+ New high-performance exterior envelope+ Modern floor-to-ceiling glass+ High ceilings
Not found in sources: No reported structural failures
+ Responsive leasing office+ Friendly concierge and staff+ Strong amenities+ Welcoming atmosphere+ Views and walkable downtown location

The published project material says the 1960s office tower retained its original concrete-and-steel frame but received new mechanical, electrical and plumbing systems and a reworked exterior with larger modern glass. The resident review material describes “high ceilings,” “high-end appliances” and “great flooring,” but does not report leaks, HVAC problems, plumbing failures, lift outages or other structural defects; the positive systems description is project reporting, not an independent engineering assessment.

The published review page is strongly positive: one resident said the concierge was “fantastic” and the leasing office “friendly and incredibly responsive,” while another described staff as “warm and inviting” and said they “go above and beyond.” Reviews also praise the rooftop, gym, pool, hot tub, views, cleanliness and downtown walkability; no operational complaint appeared in the eight written reviews read, although the small and recent review base means the absence of complaints is uncertain.

ApartmentRatings.com (as reported by Taco Street Locating) 3.2/5 · no review count · tacostreetlocating.com
ApartmentRatings.com (as reported by Taco Street Locating) publishes 3.2/5 with no review count. Adjusted for where resident ratings usually fall, and weighted toward the 6.5 midpoint (more strongly the fewer the reviews), that gives 5.8.
7.4/ 10
ApartmentRatings.com (as reported by Taco Street Locating) 4.8/5, 4.6/5 · no review count · tacostreetlocating.com
Combined from 2 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.4.

Wanderboat’s 4.4/5 from 66 reviews is the largest clearly published resident-facing review base located and converts to 8.2/10 under the requested curve. The reported resident commentary is mixed: repeated praise for staff, amenities and location supports the level, while maintenance, cleanliness, parking, access and noise complaints pull it down modestly.

− Noise transmission in older sections− Reported water damage/mold− Faulty appliance reported at move-in
+ Welcoming staff+ Professional tour and concierge service+ Strong amenities+ Walkable Uptown location
− Maintenance delays− Guest parking challenges− Common-area cleanliness complaints− Package and garage-gate problems− Inconsistent front-desk service

The available physical-condition feedback is limited but not uniformly positive. Taco Street Locating reports a 3.2/5 sound-transmission rating in older sections and quotes that residents can hear neighbors “through the historic walls”; the review aggregation also flags water damage/mold, while one resident reported a faulty stove at move-in.

Daily-life reviews praise the staff—one resident wrote that “the entire staff has been welcoming and friendly”—and describe the amenities as “UNMATCHED.” The negative evidence is substantial but mixed with that praise: another resident reported dirty common areas, an often-unattended front desk, unreliable internet, missing packages and a broken garage gate, while the local apartment guide reports maintenance taking 48–72 hours and guest-parking difficulties.

North Loop GreenNorth Loop, Minneapolis
7.8/ 10
—/ 10
7.0/ 10

Google’s 4/5 from 84 reviews is the largest resident-relevant aggregate and converts to 7/10 under the specified curve. The written feedback is mainly positive but includes management communication, elevator and short-term-rental community concerns; no additional numerical adjustment is applied.

+ Concrete construction+ Quiet between floors+ Fast resolution of unforeseen amenity issues
− Slow elevators− Reported elevator outages
+ Friendly staff+ Helpful concierge and leasing staff+ Exceptional amenities+ Clean common areas+ Walkable transit-oriented location
− Management communication complaint− High management-office turnover− Short-term guests sharing amenities− Billing/response concerns− Security concerns reported in review summary

One review says the building is concrete and that “you don't hear your upstairs neighbors.” Another says elevators can be slow, while the review summary reports elevator outages; no published evidence here establishes a broader failure of plumbing, HVAC, electrical systems or waterproofing.

Residents repeatedly praise the staff, amenities, cleanliness and location: one wrote that the staff is “genuinely what sets this place apart,” and another said the building is “always clean and smells amazing.” The main direct complaint said management would not communicate and called the office “the most disorganized”; another resident said hotel guests’ amenity access “really ruins the sense of community.”

aparto Diagonal SuitesPorta Diagonal, Esplugues de Llobregat
7.5/ 10
6.5/ 10
7.5/ 10

Hotels.com has the largest review base and its published 8.8/10 guest rating converts to 7.6 under the requested guest-rating curve. The score is held near that anchor because the same review set contains repeated service, housekeeping and access complaints, partly offset by repeated praise for the rooftop pool, views, modern facilities and staff. The structural subscore is lower because the published evidence includes traffic-noise insulation, lift-access and early-opening defect reports, while the living subscore reflects the stronger amenity and hospitality feedback.

+ Modern construction+ Clean rooms reported+ Soundproofing reported as effective by one guest+ Rooftop pool+ BREEAM Excellent certification
− Traffic noise / weak glazing insulation− Lift/key access failures− Early-opening dust− Small rooms− Basic room equipment
+ Rooftop pool and panoramic views+ Helpful staff+ Restaurant+ Co-working and communal areas+ Convenient hospital location
− Reception staffing and communication complaints− Key/lift access problems− Inconsistent housekeeping− Early restaurant/breakfast disruption− Traffic noise and limited transport convenience

Guests generally describe a new, modern building with clean rooms and impressive rooftop facilities; one review called the construction “very new” and said the rooms were “all clean.” Physical shortcomings include a report that exterior glazing did not sufficiently isolate traffic noise, plus repeated key/lift access failures and an early-opening report of dust and unfinished facilities. Hines separately states that the building holds BREEAM Excellent certification; this is a developer-published certification claim, not a resident review.

The daily experience is strongest on amenities and outlook: guests repeatedly praise the rooftop pool and views, including “the view is UNBELIEVABLE,” while another called the staff “great.” Operational feedback is uneven, with reports of reception being “permanently short staffed,” repeated lift-key failures, missed cleaning, and an opening-period restaurant disruption; the property is also about a 20-minute walk from the metro according to reviews.

Only buildings that have reached handover are rated. 3 of 7 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

1 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

12 found
FINANCIAL DISTRESS Reported September 20, 2022
Hines and partner Sarofim Realty Advisors reportedly agreed to a deed-in-lieu-of-foreclosure to relinquish the 700 11th Street NW office building in Washington, D.C., after its anchor tenant left and the building became vacant; Hines did not comment, and the report does not establish whether the transaction was completed or any wider Hines default.
LEGAL Lawsuit reported October 10, 2022; updated October 11, 2022
More than 50 tenants sued Hines-related management over the June and August 2022 floods at 33 Tehama Street, alleging negligent maintenance, inadequate relocation support, unsafe handling of tenants’ property and undisclosed pre-existing leak problems; Hines denied the allegations and said it had spent approximately $13 million on resident assistance and repairs.
PROJECT CANCELLED Termination notified May 15, 2023; reported August 22, 2023
Hines notified Elk Grove on May 15, 2023 that it was terminating the exclusive negotiation agreement for Project Elevate because the parties could not agree on proceeding within the city’s desired timeframe and while preserving the project vision; the proposed mixed-use development therefore was not proceeding under that agreement.
DELIVERY DELAY Reported March 9, 2023; missed start deadline March 31, 2023
Hines was reported to be on track to miss the March 31, 2023 anticipated construction start for the 150 Main project in Salt Lake City after struggling to secure a capital partner; the city confirmed the project was experiencing delays, while Hines said it remained committed, and the source said it was unclear whether or when the tower would be built.
DELIVERY DELAY Pause began April 2023; reported March 12, 2024
Hines paused the proposed 50 Main Street residential tower in San Francisco in April 2023 to redesign it, and as of the March 12, 2024 report had supplied no restart timetable to the Planning Department; Hines said it was continuing to work on execution plans, so completion was not established.
DELIVERY DELAY Payment failures reported June 14, 2024; the completion deadline was in December 2023
The Hines-led F4 Transbay partnership failed to pay a $5 million installment of a potential $70 million penalty for missing a December completion deadline for the unbuilt Parcel F tower and, on June 1, 2024, failed to make a $115,385 payment to extend its Block 4 development option; Hines said it remained committed to both projects despite the lapses.
DELIVERY DELAY 2024-05-08 (reporting date; missed completion commitment was December 31, 2023)
Hines-led F4 Transbay Partners missed the April 30, 2024 first payment under a revised damages arrangement after failing to deliver San Francisco’s Parcel F tower by the committed December 31 deadline; the 800-foot project had never broken ground, and the original damages provisions were reported reinstated, although Hines said it was working with lenders, partners and the city.
PROJECT CANCELLED 2026-02-06 (reporting date; Hines withdrawal reported as summer 2025)
Hines withdrew from the proposed Stadium Square mixed-use development at 700 Packer Avenue in Philadelphia after not exercising its purchase option; the project was subsequently described as apparently dead as enabling zoning was being repealed, while PSDC said it might otherwise pursue development without Hines.
PROJECT CANCELLED 2026-02-03
Hines’ planned Reed District mixed-use development in Nashville’s Midtown was reported as seemingly scrapped after Hines failed to acquire the remaining required parcels and began listing properties it owned within the planned site for sale; Hines did not provide comment in the report.
DELIVERY DELAY 2025-09-30 (reporting date; appeal decision expected early 2026)
The Hines-partnered CWTC Multi Family ICAV Holy Cross College apartment scheme in Dublin was reported stalled by a third-party planning appeal against Dublin City Council’s permission; the report said a decision was due in early 2026, and this research does not establish the appeal’s later outcome by October 11, 2026.
PROJECT CANCELLED 2024-06-14 (reporting date; option expired after the June 1 payment was missed)
The Hines-led F4 Transbay Partners development option for San Francisco’s Block 4 lapsed after the joint venture failed to make the option-extension payment, so Hines no longer held an exclusive option to develop the site; the city was undertaking a strategic review, and this was reported separately from the still-described Parcel F project.
RISK 2018-09-04 (contemporary reporting; unsafe notice dated 2017-08-14)
A Hines-developed Florida apartment project built by its independently operated affiliate Urban Oaks Builders, then called Aviva at Celebration and later Sola at Celebration, became subject to documented construction-defect claims; an August 2017 county notice declared the premises unsafe and tenants were told to vacate after 30 days, while the related litigation and insurance dispute remained material issues in later proceedings.
