Risks & source coverage

  • PROJECT CANCELLED Reported November 12, 2020 Jamboree’s planned conversion of Sacramento’s Hawthorn Suites into 100 units of homeless housing was abandoned after a required state appraisal came in below the seller’s price; Jamboree said the project was nixed for appraisal and state-pricing reasons, not because of the lawsuits, and the allocated state funding was redirected to another project.
  • LEGAL Lawsuit reported November 2020; temporary restraining order denied by November 18, 2020 A Milpitas residents’ group sued over the Hillview Court hotel-conversion project, alleging that the proposed purchase price and appraisal were excessive and that the accelerated process disregarded the community; a Santa Clara County judge denied the group’s temporary restraining order, while Jamboree said it intended to proceed.
  • DELIVERY DELAY Easement denied June 28, 2022; original application withdrawn in 2022; alternative application approved in 2023 Jamboree’s original Larkin Place proposal in Claremont was withdrawn after the City Council denied the required Larkin Park access easement; Jamboree later submitted and obtained approval for an alternative design, so the documented matter concerns withdrawal and redesign of the initial proposal rather than abandonment of the overall project.

The market here is United States: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 2 dated statements are held back: a broker listing with no date on it, or a page with no year, cannot fix a date. 1 turned out to be about something else — a phase, a neighbour, the wider masterplan — and is marked off-subject.

WISEPlace on BroadwayCivic Center area, Santa Ana48 units
7.5/ 10
—/ 10
7.5/ 10

The only located aggregate rating associated with the current 1411 N Broadway WISEPlace listing is Google’s 4.1/5 from 51 reviews, which sets the level and converts to 7.5/10 under the requested curve. No recurring negative theme was both current and specific enough to move the anchor; older shelter-era complaints were excluded from scoring because the permanent supportive-housing residence opened in March 2025.

+ Seismic upgrades+ Furnished studios with private bathrooms and kitchenettes+ Central heating/AC+ Fire suppression sprinklers+ Elevator
+ 24/7 onsite staff+ Courtyard and community garden+ Fitness room+ Counseling and case-management services+ Resident reports feeling safe and at home

No resident review located by the research date reported a structural or systems failure at the post-March-2025 WISEPlace on Broadway residence. The published property description reports seismic upgrades, an elevator, central heating/AC, smoke and carbon-monoxide detectors, and fire-suppression sprinklers; these are developer-published features rather than resident ratings or completed-condition inspections.

Published opening coverage quotes resident Ange: “I am safe, and I am home,” and reports a courtyard, fitness room, support services and 24-hour onsite staff. Older WISEPlace reviews include both gratitude for a “new start” and complaints about shelter-era case-management and communal conditions, but those reviews concern the former program/site experience and are not reliable evidence about day-to-day operations in the new residence opened in March 2025.

Sunrise PavilionSan Jose43 units
6.8/ 10
6.8/ 10
7.0/ 10

Google’s 4.0/5 aggregate from 229 reviews sets the level and converts to 7.0/10 under the specified curve, but it is a guest/hotel-era rating rather than a resident rating. The score is adjusted modestly downward for the reported no-hot-water/bathroom defect, noise and broken equipment, with some offset for repeated praise of cleanliness and staff; confidence is limited because the available reviews predate or do not clearly address the current supportive-housing operation.

+ Clean rooms and bathrooms+ Clean linens+ Updated furniture and fixtures+ Well-maintained condition
− One report of no hot water− One report of poor insulation/highway noise− One report of bathroom fittings installed incorrectly
+ Professional and friendly staff+ Helpful customer service+ Pool and hot tub+ Community center and onsite services+ Convenient transit access
− Broken gym equipment reported− Noisy neighbours reported− One report of poor front-desk service− One report of safety concerns about the surrounding area

The available infrastructure-related feedback is mostly favorable: reviewers described rooms, bathrooms and linens as “very clean,” said furniture and fixtures were recently updated, and one called the property “clean and well maintained.” However, one older review reported “No hot water” and bathroom fittings installed upside down, while another reported highway noise attributed to poor insulation. These are primarily former-hotel guest reviews, and the building was later converted to supportive housing, so their present-day relevance to the residential asset is uncertain.

Guest reviews commonly praised staff as “very professional and friendly,” described customer service as excellent, and valued the location and transit access. Amenities were mixed: one reviewer said much of the gym equipment was broken, while the published summary also records concerns about basic facilities, breakfast availability and perceived area safety. The official housing material describes a community center, laundry, wireless internet and onsite counseling/career services, but does not provide resident review feedback.

Only buildings that have reached handover are rated. 7 of 9 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

PROJECT CANCELLED Reported November 12, 2020
Jamboree’s planned conversion of Sacramento’s Hawthorn Suites into 100 units of homeless housing was abandoned after a required state appraisal came in below the seller’s price; Jamboree said the project was nixed for appraisal and state-pricing reasons, not because of the lawsuits, and the allocated state funding was redirected to another project.
LEGAL Lawsuit reported November 2020; temporary restraining order denied by November 18, 2020
A Milpitas residents’ group sued over the Hillview Court hotel-conversion project, alleging that the proposed purchase price and appraisal were excessive and that the accelerated process disregarded the community; a Santa Clara County judge denied the group’s temporary restraining order, while Jamboree said it intended to proceed.
DELIVERY DELAY Easement denied June 28, 2022; original application withdrawn in 2022; alternative application approved in 2023
Jamboree’s original Larkin Place proposal in Claremont was withdrawn after the City Council denied the required Larkin Park access easement; Jamboree later submitted and obtained approval for an alternative design, so the documented matter concerns withdrawal and redesign of the initial proposal rather than abandonment of the overall project.
PROJECT CANCELLED November 12, 2020 (event and report date)
The proposed River District Landing conversion of Sacramento’s Hawthorn Suites into permanent supportive housing was abandoned/nixed after Jamboree Housing Corporation’s purchase could not proceed because the state-required appraisal was below the seller’s price; the allocated state funding was redirected to another project.
PROJECT CANCELLED February 10, 2026 (City Council report/action)
The Clementine, an 83-unit affordable-housing project at 212 Armory Drive in Placerville, was formally closed out after Jamboree Housing Corporation and the State of California mutually determined in February 2026 that it was infeasible because of multiple site-specific constraints; no physical development was enabled.
DELIVERY DELAY March–August 2026 status; original construction-start target November 2025
