The market here is United States: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • FINANCIAL DISTRESS Defaults and foreclosure complaint reported October 13, 2023; subsequent resolutions reported April and October 2024, with 731 Market sold in January 2025. Capital One reported defaults on loans secured by Jamestown-owned San Francisco properties, including the Rialto Building and 731 Market Street, and filed a foreclosure complaint over 731 Market; the dispute was later resolved through agreements allowing Jamestown to retain the Rialto and sell 731 Market, rather than proceeding to a reported foreclosure.
  • FINANCIAL DISTRESS Reported September 28, 2026, covering the six-month period ended June 30, 2026. Jamestown Invest 1, whose manager is a Jamestown subsidiary, did not process investor redemptions for the quarters ended March 31 and June 30, 2026, stating that Southern Dairies’ debt service and leasing costs were limiting available cash flow; it was exploring a possible sale to address outstanding redemption requests, with no assurance of timing or completion.
  • PROJECT CANCELLED 2020-03-16 (project tabled indefinitely); settlement reported 2021-04-01 Market Place at the Preserve/The Preserve in Hampstead, North Carolina—Jamestown LP’s proposed mixed-use development was tabled indefinitely in March 2020 after its traffic analysis expired and work was stopped amid the NCDOT dispute; the underlying development was effectively abandoned when Jamestown later agreed to deed all but eight acres of the property to NCDOT for the Hampstead Bypass, rather than proceed with the project.

The market here is United States: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 4 turned out to be about something else — a phase, a neighbour, the wider masterplan — and are marked off-subject.

9.1/ 10

LocalityBiz’s building-level 4.7/5 from 32 reviews is the largest review base and sets the level; converted using the requested 5-point market curve, it produces 9.1/10. Google Reviews/Maps also reports a high 4.8/5 from 30 reviews, while the one-review Apartments.com rating is reported but excluded from scoring; the written praise and isolated short-stay complaint do not create a qualifying recurring negative adjustment.

+ New/high-tech building systems+ Good water pressure+ New AC units+ Fire alarms and marked stair exits+ Reports of thick walls and low noise
− One short-stay report of thin walls and audible plumbing/footfall− One short-stay report of loud wind whistling− One short-stay report of ants and a dead bug− Surrounding construction reported during an earlier stay
+ Responsive management+ Friendly and professional staff+ Extensive amenities+ Walkable retail and restaurants+ Community events and common spaces
− One short-stay cleanliness complaint− One short-stay customer-service complaint− Earlier surrounding construction− One short-stay noise complaint

The available physical-condition feedback is mixed and mostly anecdotal rather than an engineering assessment. One reviewer described “high tech locks,” Nest AC, “new ac units,” “good water pressure” and “thick walls,” while another reported that the “door/walls are VERY thin,” could hear an upstairs toilet and hallway conversations, and experienced loud wind whistling; no recurring structural failure was established.

Residents and visitors commonly praised the staff, amenities and location: one reviewer said staff “always find a way to make things happen,” while another cited the gym, pool, lounges, courtyard and nearby restaurants. The main negative account described a dirty couch and rug, a dead bug and ants, difficulty reaching customer service, and said the reviewer was “10/10” unwilling to recommend a long lease; this was a single short-stay review, not a recurring resident theme.

Ballston ExchangeRosslyn-Ballston Metro corridor, Arlington
8.8/ 10
8.8/ 10
8.8/ 10

Offices.net’s 4.6/5 aggregate based on 127 reviews is the only located rating with a substantial stated review base, producing an 8.8 anchor under the supplied conversion curve. No recurring complaint or praise theme was established from independently read individual reviews, so no commentary adjustment was applied; the evidence is primarily office/tenant-oriented rather than residential.

+ major MEP overhaul+ LEED Silver certification+ renovated atrium and public spaces+ secure parking and EV charging+ Fitwel-certified buildings
+ on-site property management office+ direct Metro connectivity+ indoor and outdoor common areas+ fitness and wellness amenities+ on-site retail and dining

Published project reporting says the redevelopment included “a major overhaul of the mechanical, electrical and plumbing systems,” an exterior renovation and a remodeled 12-story atrium. The same report says Ballston Exchange was completed in 2019 and attained LEED Silver; no resident-reported structural failure, leak, HVAC, plumbing or lift problem was located in the reviewed material, so that absence is not treated as a negative finding.

The largest located aggregate is 4.6/5 from 127 reviews, while the listing describes “onsite management staff” and a “prime-time location” near Ballston-MU station. Building materials also document direct pedestrian-bridge access to Metro, common areas, fitness facilities, restaurants and 24/7 access; these are published amenity descriptions, not a substitute for resident-specific testimony.

RentCafe 5/5, 4/5 · 8 reviews · rentcafe.com
Combined from 2 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.5.

Google Reviews/Maps supplies the largest review base at 117 reviews and publishes 4.5/5; under the stated guest convention, that converts to 8.0. Resident-oriented RentCafe evidence is also favorable but has only eight reviews, while the smaller CorporateHousing.com and Yelp samples cannot overturn the anchor; structure is supported by new, clean, well-maintained descriptions, and living reflects strong service praise with minor gym and layout criticisms.

+ New appliances+ Modern units+ Well-maintained common areas+ Clean rooms+ Rooftop pool and shared spaces
− Cramped bedroom layout
+ Friendly, helpful staff+ Responsive leasing team+ Convenient location+ Clean and secure+ Rooftop amenities
− Inadequate fitness room− Small units− Some move-in/process friction

Published resident feedback describes units as “modern and very new,” with “all new appliances,” and says the common areas are “very well-maintained and pleasant.” One guest reported that the bedroom layout was awkward because “You cannot walk around the bed,” but no reviewed source reported flooding, leaks, HVAC, plumbing, electrical or lift failures.

Daily-life feedback is strongly favorable: residents describe the staff as “personable, professional and likeable,” the leasing team as “extremely responsive and helpful,” and the property as “very clean.” The main criticism was that the gym is “a room with a mirror and some stationary bikes”; another review noted some friction between application and move-in.

Innovation and Design Building lab conversionBoston
7.4/ 10
7.0/ 10
6.5/ 10

The largest published building-specific rating located was 4.4/5 from 7 reviews, with two visible reviews reading “Wonderful place” and “Basic office complex.” Because the review base is under 10, the score is kept within one point of the 6.5 low-evidence anchor rather than using the unconstrained conversion; published project material supports a 7.0 structure view, while independent living evidence remains sparse, so overall and living remain conservative.

+ Completed lab-ready infrastructure+ New HVAC and mechanical systems+ New plumbing and chemical-treatment systems+ Successful life-safety testing+ Roof structural reinforcement
− Construction required major rooftop equipment and ductwork− Construction involved shutdowns and occupied tenant areas
+ Favorable visible review tone+ Transparent tenant coordination reported+ Weekly tenant update meetings reported+ Temporary heat, cooling and water maintained+ Noise-control scheduling reported
− Construction noise and demolition affected occupied areas− Early-morning and overnight work was required during construction

The published project account says the conversion was completed in 2023 and included new HVAC, cooling towers, boilers, chillers, plumbing, chemical and pH rooms, electrical infrastructure, and a new elevator shaft. It also reports “successful testing with the City of Boston Building and Fire Departments”; however, the same account describes substantial work through occupied areas, temporary utility systems, and a 19-by-9-foot duct shaft, so the positive physical-condition evidence is primarily project reporting rather than independent resident reviews.

The only visible building reviews were limited but favorable/neutral: “Wonderful place” and “Basic office complex.” For day-to-day operations during the conversion, the project account says weekly tenant meetings and temporary systems were used to reduce disruption, while noisy work was restricted to before 8:00 a.m. and work in occupied spaces occurred between 3:00 and 8:00 a.m.; these are contractor-reported construction conditions, not independent resident-management reviews.

Signal HouseOld Fourth Ward, Atlanta163 units
7.3/ 10
5.8/ 10
6.8/ 10

Google’s 4.1/5 from 80 reviews is the largest qualifying review base and converts to a 7.3/10 anchor. The score moves down for recurring reports of access/security, internet, parking and communication problems, while repeated praise for concierge staff, maintenance, amenities and location limits the reduction. The evidence is current enough to include 2025–2026 reviews, but some serious negative reports are older and their present status is uncertain as of 2026-10-11.

+ Well-maintained common areas+ Attractive interiors+ Fast maintenance reports+ Modern apartments and finishes+ Strong views
− Internet outages and weak service− Dishwasher failure reported− Dryer performance complaint
+ Welcoming concierge staff+ Responsive management+ Fast maintenance+ Resident dinners and events+ BeltLine and Ponce City Market access
− Security/access concerns− Intrusive concierge placement− Limited guest parking− Unreliable internet− Management communication complaints

Published resident feedback describes the building as “stunning,” with “beautifully designed common areas,” and one reviewer says maintenance issues were “typically resolved the same day.” However, separate reported complaints describe internet that “hasn’t worked in months,” a dishwasher panel falling on a resident’s foot, and dryers that were “heatless and useless”; these are resident reports rather than independently verified engineering findings.

Daily-life reviews frequently praise the staff—“Everyone is so helpful and friendly!”—and describe resident dinners, workout courses, concierge help and same-day maintenance positively. The negative evidence is material but mixed with the high praise: one resident says the front-desk/security arrangement feels like “a prison,” while other published complaints allege weak communication, safety/access problems, unreliable internet and parking shortages.

Maaskant ParkRotterdam Central District, Rotterdam
7.0/ 10
—/ 10
7.0/ 10

The largest and only published rating located is Google’s 4.0/5 from one review, which converts to 7.0/10 under the specified curve. Because the review base is below ten, the result remains within one point of 6.5; no recurring review themes were established and no structural rating evidence was found.

+ serene urban oasis+ 500+ plant species+ pétanque court+ colourful seating+ public access
− no food vendors currently− events require permission− restricted smoking, cycling and amplified sound

no notes returned

no links returned

The only published aggregate located is 4.0/5 from one Google review, so it provides very limited evidence about day-to-day living. Descriptive coverage is strongly positive: the park is called a “serene escape” and a “green oasis,” while a March 2026 Rotterdam Central District article reports that tenants are enthusiastic and that the space creates a “rustmomentje” amid the city’s bustle; the operator also states that there are currently no food vendors and that events and amplified sound require permission.

One Times SquareTimes Square, New York City
6.8/ 10
—/ 10
6.8/ 10

Tripadvisor’s 4.2/5 overall rating from 9 reviews is the largest directly read review base, but it is below the ten-review anchor threshold; its 7.0 curve conversion is therefore constrained to remain within one point of 6.5. The score reflects mostly positive visitor commentary, tempered by value/interest complaints and the fact that these are guest attraction reviews rather than resident reviews. Structural scoring remains null because no published review rating specifically scores the building’s fabric or systems.

− Historic interior reportedly required substantial work− Upper floors historically vacant
+ Friendly staff+ Helpful staff+ Panoramic views+ Clean facilities+ Accessible attraction
− Value concerns− Limited interest for some visitors− One payment/entry dispute− Appointment delay

The published material is not a residential engineering review. A 2020 report based on a 2019 visit described exposed steel pillars, a deteriorating office chair and ceiling issues, and said the mostly empty building required substantial work to meet current codes. A 2024 architecture report said Jamestown’s renovation was replacing the curtain wall and adding an observation deck; its stated completion expectation was 2025, but that old forecast does not establish the exact condition or completion status on October 11, 2026.

This is a commercial visitor attraction rather than a residential building, so the published reviews speak to short visits, not day-to-day living. Tripadvisor reviewers praised “fantastic, super friendly” staff, “amazing views” and clean facilities, while others reported being delayed by a private event, called it “a little pricey,” or said it was the least interesting observation deck they had visited.

Only buildings that have reached handover are rated. 1 of 8 projects carries no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Projects

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

FINANCIAL DISTRESS Defaults and foreclosure complaint reported October 13, 2023; subsequent resolutions reported April and October 2024, with 731 Market sold in January 2025.

PROJECT CANCELLED 2020-03-16 (project tabled indefinitely); settlement reported 2021-04-01
Market Place at the Preserve/The Preserve in Hampstead, North Carolina—Jamestown LP’s proposed mixed-use development was tabled indefinitely in March 2020 after its traffic analysis expired and work was stopped amid the NCDOT dispute; the underlying development was effectively abandoned when Jamestown later agreed to deed all but eight acres of the property to NCDOT for the Hampstead Bypass, rather than proceed with the project.
