Upkeep and response — belongs to whoever runs the building now. From 10 of 10 rated buildings here and 1294 in the market.
The market here is United States: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

  • SAFETY / LABOUR December 2023 citations; February 26, 2025 recovery report California’s Labor Commissioner reported that JPI California Construction, LLC was among employers cited in December 2023 for multiple labor violations, including unpaid minimum wages and overtime; a February 26, 2025 state report said settlements totaling $431,601 were secured for 86 carpenters and that enforcement mechanic’s liens had been filed to recover wages, although the report does not state the portion attributable to JPI.
  • SAFETY / LABOUR October 18, 2021 California’s Labor Commissioner reported on October 18, 2021 that JPI Construction was cited for wage-theft violations affecting 265 workers after an investigation found minimum-wage and overtime violations and modified timesheets; the citations totaled $1,771,133, including $143,200 in civil penalties, and the owners appealed, so the reported citation was not necessarily final as of that publication.

The market here is United States: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 4 turned out to be about something else — a phase, a neighbour, the wider masterplan — and are marked off-subject.

9.0/ 10

Google Reviews/Maps supplies the largest published review base at 4.7/5 from 83 resident reviews, which converts to 9.2/10 under the requested curve. The score is adjusted modestly downward for maintenance and security complaints and upward for repeated praise of staff and amenities; structure remains unscored because no platform-published structural sub-rating was found.

+ New construction+ Well-maintained buildings+ Quiet and well-insulated apartment reported+ Modern interiors+ Clean common spaces
− Poorly insulated windows reported− Highway noise exposure− Loading-dock noise exposure− Maintenance workmanship concerns− Factory smells reported
+ Friendly leasing staff+ Responsive leasing communication+ Clean amenities+ Pool and gym praised+ Peaceful community reported
− Maintenance complaints− Broken doors/security concern− Stairwell cleanliness complaints− Dog-waste upkeep complaint− Persistent external noise

Published resident feedback describes the buildings as new, modern and generally well maintained, and one resident said the apartment was “very quiet and well-insulated.” A separate July 2026 review reported that “Poorly insulated windows do nothing to stave off the constant sound” from the highway and warehouse loading dock, and also described maintenance as incompetent; no published engineering, plumbing, HVAC or electrical score was found.

Most published reviews praise the staff, pool, gym and clean amenities: one resident said the staff were “very friendly and welcoming,” while another called the amenities “well maintained, clean, and pleasant.” The negative evidence is operationally important: a review reports broken entrance doors left unsecured, recurring trash and dog waste, and inconsistent maintenance responses; another says overnight truck and loading-dock noise “doesn’t stop.”

Google Reviews/Maps provides the anchor with the largest review base: 4.7/5 from 151 reviews, converted to 9.1/10. ApartmentRatings supplies materially more mixed resident commentary and lower aspect scores, while repeated noise and management-response complaints pull the result down modestly; no physical-systems score is assigned because the published material did not provide substantive engineering or building-fabric evidence.

+ responsive maintenance+ clean common areas+ welcoming staff+ strong amenities+ quiet and safe reports
− thin walls and noise− slow management communication− pool noise− pet waste− smoking near residences

Residents commonly praise the maintenance team as “quickly, very thorough, and very kind,” and describe the property as “always neat and clean”; Google-listed reviews likewise call the lobby and clubhouse “spotless.” Countervailing feedback reports that “the office rarely answers the phone,” while other residents cite pool noise, smoking, dog waste and thin walls; these are operational and community complaints rather than evidence of structural failure.

9.0/ 10

The largest published review base located is the Google aggregate of 4.6/5 from 71 reviews, which converts to 9.0 under the requested curve. The mostly positive written feedback supports a high living score, but the reported sewage backup with a six-hour plumber wait and the move-in communication complaint justify a 0.5-point commentary reduction; there is not enough building-condition evidence for a separate structure score.

+ New construction+ Modern finishes+ Controlled-access entry+ Covered parking+ Elevators
− Sewage backup− Delayed plumber response− First-year finishing risk− Nearby construction exposure
Not found in sources: No broader systems evidence
+ Helpful staff+ Responsive maintenance+ Clean common areas+ Resort-style pools+ Extensive amenities
− Leasing paperwork errors− Poor communication report− Sewage incident− Construction noise− Car-dependent setting

The review evidence contains one serious plumbing report: “My toilet and bathtub backed up with sewage,” with the reviewer saying plumbers took about six hours to arrive. No published review material located here provides a building-wide assessment of the frame, HVAC, electrical systems, waterproofing or lifts; the property was opened in 2025 and published descriptions identify modern finishes, elevators and controlled-access entry, but those are not condition ratings.

Residents commonly praise the team—one review says staff were “extremely helpful and professional”—and another calls maintenance “quick and responsive”; other feedback describes the community as “very safe, very clean, and overall very well kept.” The main operational exception is a move-in review reporting “wrong dates, multiple contracts, and poor communication,” alongside a sewage backup and roughly six-hour plumber wait; the area’s ongoing development is also reported as a source of possible traffic and noise.

Google Reviews/Maps provides the largest published review base and sets the level at 4.5/5, converted to 8.5/10. ApartmentRatings is materially more negative but rests on only 14 reviews, so it pulls the result down only modestly; recurring concerns are balanced by repeated praise for quietness, cleanliness, staff and maintenance.

+ Responsive HVAC maintenance+ 24-hour emergency maintenance+ Newer 2023 construction+ Clean grounds+ Well-maintained property
− Possible rushed construction− Poorly sealed baseboards and doors− Recurring pest activity− Bathroom door interference− Occasional AC failures
+ Quiet atmosphere+ Clean grounds+ Friendly staff+ Resident events+ Convenient amenities
− Slow or absent communication− Management turnover− Parking pressure− Pest complaints− Noise and neighbour conduct

One resident said the construction “appears to be rushed,” with baseboards and doors not properly sealed and frequent pest activity. Other reviews praise prompt AC checks and repairs; no published evidence was found of flooding, structural collapse or prolonged lift failure.

Residents describe the community as “generally quiet and well-maintained,” with clean grounds, professional staff and reasonable maintenance response. Others say management does not respond and work orders are marked “completed” without meaningful updates.

Combined from 6 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.9.

The Google aggregate reported by the reviewed directory is the anchor because it has the largest review base: 4.5/5 from 174 reviews, converting to 8.5 under the requested curve. The score is moved down by reported noise, pest, structural and fire-alarm issues, while repeated praise for staff, maintenance and community life offsets part of that movement; the separate 5-review RentCafe set is reported but excluded from scoring.

+ modern finishes+ well-maintained appearance+ prompt maintenance+ clean property+ new construction
− reported structural cracks− stuck doors− weather-attributed wear− unresolved pest-related impacts− fire-alarm handling lapse
+ helpful staff+ responsive maintenance+ clean grounds+ community events+ strong amenities
− weekend pool noise− weak noise enforcement− unresolved pest complaints− vague leasing communication− dog-waste complaint

The available reviews describe the property as maintained, clean and new, and RentCafe publishes 5.0/5 for maintenance from five reviews. Countervailing reporting from the building’s Google review synthesis mentions “structural cracks near doors and stuck doors,” with some issues attributed to weather without follow-up; it also reports a contractor leaving a removed fire alarm on a kitchen counter. No published engineering or systems inspection report was located, so these are resident-review observations rather than verified engineering findings.

Daily-life reviews are mostly favorable: residents describe staff as “knowledgeable and helpful,” maintenance as “prompt and professional,” and the community as “clean, quiet and really nice.” The broader Google-review synthesis also reports regular resident events and warm staff, but says poolside units experienced loud weekend parties with weak management response, alongside unresolved pest complaints and one fire-safety handling lapse.

7.6/ 10

The Google Reviews/Maps aggregate of 4.1/5 from 52 reviews sets the level; using the specified 5-point conversion curve gives an anchor of approximately 7.3/10. The predominantly positive written feedback supports a modest upward adjustment for staff, maintenance and community life, partially offset by the prolonged access/mail-room failure. Structural scoring remains null because the published material does not provide enough physical-systems evidence.

+ Well-maintained property+ Timely maintenance response+ Modern appliances and finishes+ Elevator+ Controlled access
Not found in sources: No recurring structural complaint established · No published plumbing evidence · No published HVAC evidence · No published electrical evidence · No published leak or waterproofing evidence
+ Responsive maintenance+ Friendly office staff+ Resident activities+ Quiet community+ Residents report feeling safe
− Prolonged gate outage− Prolonged mail-room outage− Smoking restrictions− Management responsiveness questioned
Not found in sources: Limited independent review coverage

The published resident feedback contains limited physical-asset evidence rather than an engineering assessment. One resident said the property was “well maintained” and that maintenance was “timely and thorough,” while another reported that the gate and mail-room door remained broken for months; no published review evidence located here establishes a structural, plumbing, HVAC, electrical, leak or waterproofing defect.

Residents mostly describe a positive day-to-day experience: one said the office and maintenance staff were “friendly, courteous and responsive,” while another praised activities including water aerobics, birthday celebrations and movie events. The main operational complaint was that “the gate is still broken after 5-6 months” and the mail-room door had been unusable for about four months, with the reviewer questioning why owners no longer responded to reviews.

—/ 10
7.5/ 10

Google's 4.3/5 from 128 reviews sets the level and converts to 7.9/10 before commentary. The score moves down for the severe habitability report and recurring operational issues, with repeated staff and amenity praise providing a partial offset; no structure score is assigned because no published structure-specific rating was found.

+ Modern apartment design+ Clean gym and amenities+ Well-maintained common areas+ Modern finishes+ Parking garage capacity
− Severe pest report− Odor and suspected animal remains− Walls opened during investigation− Unlocked exterior door− Bathroom-door installation defect
+ Helpful leasing staff+ Responsive front desk+ Clean fitness center+ Resident events+ Quiet apartments
− Internet outages− Pest-treatment coordination− Inconsistent issue communication− Messy common areas from some residents− Value concerns

The published feedback contains no engineering inspection or formal structural score. Resident reports nevertheless describe physical-condition issues: one reviewer said the unit became “completely uninhabitable” because of roaches, odor and suspected dead animals in the walls, while another reported an exterior door remaining unlocked for over eight months and a bathroom door that did not close or lock because of construction. These are individual resident reports rather than verified building-wide findings.

Residents frequently praise the staff and community programming: one called the staff “top tier,” while another described the gym as clean, events as fun and creative, and staff as “super helpful, knowledgeable, and nice.” The main operational criticisms are internet problems lasting several months, pest-treatment issues and inconsistent communication; one reviewer also said management “dragged their feet” after a severe habitability problem.

Apartments.com provides the qualifying anchor: 4.2/5 from 80 renter reviews, converted to 7.8/10 under the requested curve. The score is reduced for repeated management, parking, noise and maintenance complaints, with a limited offset for repeated praise of amenities, staff, cleanliness and community atmosphere. Structure is set only from the reported physical-condition material, while the overall score remains anchored to the resident aggregate.

+ Modern construction+ Clean common areas+ Well-maintained appearance+ Good amenities infrastructure+ Newer building stock
− Reported first-night flooding− HVAC/mold concern− Delayed air-filter replacement− Persistent leaks reported− Damaged entrances/sprinkler issues reported
+ Friendly leasing staff+ Strong amenity offering+ Clean pool and gym+ Resident events+ Community atmosphere
− Slow management response− Parking shortages− Noise transfer− Gate/app failures− Security concerns

Apartments.com contains both positive and negative physical-condition feedback. Residents describe the property as “newer,” “modern,” “clean and well-maintained,” but one detailed review reports that the apartment “flooded my first night,” a moldy smell from the A/C vents and a 5.5-month wait for an air-filter change; Wheree’s published category figures include 8.2/10 for design and architecture and 6.8/10 for construction quality, although that page also says it has no reviews yet. These are resident reports and an aggregator’s category figures, not an engineering inspection.

Day-to-day experience is notably mixed. Residents praise “excellent” amenities, clean pools, monthly events and staff who are “always readily available,” but repeated reviews describe “non-existent management,” difficult parking, noise and broken gates; a VeryApt reviewer summarized the property as enjoyable overall but said “the management is poor.”

Combined from 7 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.7.

Google’s 4.3/5 from 104 reviews sets the level and converts to 7.9/10 under the specified curve. The smaller RentCafe 5.0/5 set does not materially dissent because it has only two reviews; reported serious maintenance complaints and operational weaknesses pull the score down, while repeated staff and cleanliness praise offsets part of that movement. Evidence is current through October 11, 2026, but the written reviews actually visible were chiefly dated December 2025–February 2026.

+ Modern finishes+ Well-maintained appearance+ Clean amenities+ Dependable maintenance staff+ High-quality interiors
− Leak-related ceiling opening− Mold report− Elevator outages− Construction-quality complaint− Extended repair disruption
+ Responsive office staff+ Friendly leasing agents+ Clean amenities+ Peaceful community+ Convenient Grandscape location
− Unprofessional staff reported− Maintenance delays− Noise concerns− Trash concerns− Pest-management concerns

Structural evidence is mixed. Positive reviewers call the property “high quality from top to bottom” and praise modern finishes, but one resident reports a ceiling left open for over a week after a leak, while another says “None of the drink machines or elevators ever work” and mentions mold; these are individual reports rather than an independently verified engineering assessment.

Daily-life feedback is polarized: several reviews describe staff as “kind, responsive” and amenities as “clean and well-kept,” while a negative resident reports uncomfortable disruption from industrial fans and says some office staff were unprofessional. The resident-review aggregate is 4.3/5, while the smaller RentCafe page shows 5.0/5 from two reviews and lists 5.0/5 for noise, location, value, staff, maintenance, amenities and parking.

Combined from 7 published figures on 2 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.3.

Google Reviews/Maps provides the largest published review base, 143 reviews, at 3.9/5; applying the specified market conversion gives a 6.3 anchor. The score moves downward because multiple reviews report parking and management problems plus serious elevator, fire-alarm and security failures, although recurring praise for staff, amenities, maintenance and the building’s modern, quiet interiors limits the reduction.

+ Modern construction+ Clean apartments+ Thick inter-unit walls+ Responsive maintenance+ Quality finishes
− Recurring elevator outages− Repeated fire alarms− Garage-door security issue− Glitchy smart-entry app− Parking-control problems
+ Friendly staff+ Responsive maintenance+ Strong amenities+ Community events+ Quiet atmosphere
− Severe parking constraints− No guest parking− Wait-list delays− Management follow-up concerns− Package/security concerns

Reviewers describe a new, attractive and generally well-maintained building: one called it “beautiful and modern,” another said the walls were “super thick,” and RentCafe published a 4.0/5 maintenance score. However, the infrastructure feedback is not uniformly positive: reviewers reported that elevators “break every week,” a garage door was permanently open, the smart-entry app failed, and fire alarms sounded three or four times daily for a week.

Daily-life reviews praise the “amazing” amenities, community events and staff who are “friendly, helpful, and super quick to respond.” The main operational weakness is parking: several residents describe no guest parking, one space per household and stagnant wait lists; other reviews describe management as “Not my problem” and report package theft and security concerns.

Only buildings that have reached handover are rated. 0 of 10 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Projects

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

7 found
SAFETY / LABOUR December 2023 citations; February 26, 2025 recovery report
California’s Labor Commissioner reported that JPI California Construction, LLC was among employers cited in December 2023 for multiple labor violations, including unpaid minimum wages and overtime; a February 26, 2025 state report said settlements totaling $431,601 were secured for 86 carpenters and that enforcement mechanic’s liens had been filed to recover wages, although the report does not state the portion attributable to JPI.
SAFETY / LABOUR October 18, 2021
California’s Labor Commissioner reported on October 18, 2021 that JPI Construction was cited for wage-theft violations affecting 265 workers after an investigation found minimum-wage and overtime violations and modified timesheets; the citations totaled $1,771,133, including $143,200 in civil penalties, and the owners appealed, so the reported citation was not necessarily final as of that publication.
REGULATORY June 25, 2012
In a 2012 federal consent order resolving the Justice Department’s disability-access case, JPI entities and affiliated project entities agreed to pay $10.25 million to an accessibility fund and a $250,000 civil penalty and accepted injunctive and retrofit obligations; the defendants denied violating the Fair Housing Act and ADA, and the order stated the settlement was not an admission of liability.
PROJECT CANCELLED Published January 21–22, 2009; reported foreclosure sale scheduled for February 3, 2009
JPI’s proposed Trinity River development in Dallas was reported as effectively dead after the still-vacant site faced a scheduled foreclosure sale; this is older evidence, and no current status confirmation was located for October 11, 2026.
PROJECT CANCELLED March 27, 2008
JPI cancelled the proposed Kings Crossing town-center development in Fairfax County after financing, retail-interest, regulatory and land-price problems; the finding is based on the 2008 cancellation report and is not presented as a current active failure.
DELIVERY DELAY Published June 3, 2009; work had stopped in summer 2008
The JPI-controlled Symmes Redevelopment Associates project at the former Symmes Hospital site in Arlington, Massachusetts, stopped work after JPI lost its construction financing, with contractors alleging unpaid amounts and the property being marketed for sale; the report does not establish a later resolution or parent-company liability.
DELIVERY DELAY August 7, 2011; construction had stalled in 2008
JPI’s planned luxury apartment project at the former Symmes Hospital site was described as still stalled after initial demolition, following loss of financing and a mortgage-note purchase that gave another developer’s affiliate foreclosure leverage; this is old unresolved material and the source does not establish the project’s later outcome.
