The market here is United States: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • FINANCIAL DISTRESS Default notice filed February 19, 2009; reported March 1, 2009 A McMillin project subsidiary defaulted on two Union Bank loans for the Indigo at Lomas Verdes neighborhood in Otay Ranch; the lender alleged non-compliance with revolving-loan demands, with about $23.7 million of principal reportedly unpaid at the time. This was a project-entity default, not a finding that McMillin Companies itself defaulted.
  • FINANCIAL DISTRESS Defaults and foreclosures in 2009; settlement in early 2010; documented in a decision filed December 10, 2019 The U.S. Tax Court later documented that McMillin Companies’ project entities received multiple 2009 default notices, including defaults involving Sunnyside Ranch and San Miguel Ranch; Sunnyside underwent a negotiated foreclosure, while San Miguel Ranch was foreclosed by its lender, leaving a reported $15.9 million deficiency, followed by a $2 million settlement of guarantor claims.
  • LEGAL Lawsuit filed 2013; California Supreme Court decision January 18, 2018 Homeowners sued McMillin Albany LLC over alleged widespread construction defects in 37 homes, including foundations, plumbing, roofs, electrical systems, flooring and walls; in 2018 the California Supreme Court affirmed that the claims had to proceed through the statutory prelitigation notice-and-repair process, and the decision did not adjudicate the defect allegations on their merits.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 4 turned out to be about something else — a phase, a neighbour, the wider masterplan — and are marked off-subject.

The largest clearly identified review base is the building-specific Google aggregate at 4.8/5 from 36 reviews, which converts to 9.4 under the supplied curve. The score is pulled down for repeated management, fee and deposit complaints and for the single serious flooding/mold allegation, while repeated praise for staff, maintenance, cleanliness, quietness and amenities offsets part of that reduction. Structural scoring is limited because the available physical-condition evidence is mostly resident commentary rather than an engineering assessment.

+ Quiet interiors+ Thick walls+ Modern finishes+ Large windows blocking sound
− Reported 2019 building-wide flooding− Alleged mold exposure after flooding
+ Responsive leasing staff+ Fast maintenance response+ Clean common areas+ Rooftop grills and hot tub+ Walkable Little Italy location
− Management communication complaints− Security-deposit complaints− Rent increases− Added parking and storage charges− Inconsistent inquiry or move-in communication

Most available comments describe the building as quiet, clean and well maintained; one Google review specifically says the walls are thick and the building is “quiet and very clean.” A separate Yelp review surfaced in reporting about the property alleges that a 2019 flood affected almost the entire building and later mold exposure; this is a single serious report, not a published engineering finding.

The positive reviews repeatedly describe staff as responsive and the property as “clean, quiet, and very safe,” with praise for the rooftop, lounge, events and walkability. Negative reviewers say the new management “does not communicate with residents,” describe unresolved security-deposit disputes, and complain about increased rent, utilities and added charges.

Combined from 4 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.4.

Google’s 4.3/5 from 682 reviews is the largest review base and converts to 7.0/10, setting the level. Booking.com and Tripadvisor provide consistent guest corroboration, while the reviewed comments support a modest upward adjustment for staff, cleanliness, location and shuttle service; no structural score is assigned because the published material did not substantiate building-fabric or systems performance.

+ Friendly, helpful staff+ Clean rooms and common areas+ Convenient airport shuttle+ Comfortable spacious rooms+ Pool, fitness centre and kitchenettes
− Breakfast quality inconsistent− Parking dissatisfaction− Some bathroom complaints

no notes returned

Published reviews consistently praise the daily experience: guests described the staff as “exceptional,” rooms as “very clean,” and the shuttle as “easy and reliable.” The main operational reservations were uneven breakfast feedback—one Google reviewer called it “disappointing”—plus unfavorable discussion of parking and bathrooms in Google’s topic summary.

Combined from 20 published figures on 3 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.7.

HotelsCombined has the largest published review base and its 8.6/10 guest aggregate converts to 7.2 under the specified guest-rating convention. The reported praise supports the experience, but housekeeping disruption, inconsistent cleanliness and the serious room-entry report justify a modest net reduction; no resident-specific rating was located.

+ Clean and comfortable rooms+ Quiet insulation+ Spacious rooms+ Good room quality+ Well-stocked bathrooms
− Inconsistent room cleanliness− Stuffy room air− Low shower pressure− Wet carpet after cleaning
+ Friendly front-desk staff+ Helpful kitchen staff+ Convenient airport shuttle+ Free breakfast+ Clean pool and fire-pit area
− Housekeeping disruption− Room-entry concern− Breakfast crowding− Limited breakfast choices− Parking cost

Guest reviews generally describe the rooms as clean, spacious and comfortable, and one reviewer said the hotel had “extra insulation” and was “very quiet.” However, other reviews report “stuffy” air, a shower with “very little pressure,” wet carpet after in-room cleaning, and a room that smelled like “a wet dog”; these are guest observations rather than an engineering inspection.

Daily-life feedback is mostly favorable: guests repeatedly describe the staff as friendly or helpful, the shuttle as convenient, and the breakfast as good; one reviewer called the pool and fire-pit area “clean & relaxing.” Countervailing reports describe carpet cleaning in occupied rooms, a propped-open door and unannounced room entry, while other guests found breakfast crowded or limited and reported an unanswered management complaint.

Only buildings that have reached handover are rated. 0 of 3 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Projects

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

5 found
FINANCIAL DISTRESS Default notice filed February 19, 2009; reported March 1, 2009
A McMillin project subsidiary defaulted on two Union Bank loans for the Indigo at Lomas Verdes neighborhood in Otay Ranch; the lender alleged non-compliance with revolving-loan demands, with about $23.7 million of principal reportedly unpaid at the time. This was a project-entity default, not a finding that McMillin Companies itself defaulted.
FINANCIAL DISTRESS Defaults and foreclosures in 2009; settlement in early 2010; documented in a decision filed December 10, 2019
The U.S.
LEGAL Lawsuit filed 2013; California Supreme Court decision January 18, 2018
Homeowners sued McMillin Albany LLC over alleged widespread construction defects in 37 homes, including foundations, plumbing, roofs, electrical systems, flooring and walls; in 2018 the California Supreme Court affirmed that the claims had to proceed through the statutory prelitigation notice-and-repair process, and the decision did not adjudicate the defect allegations on their merits.
LICENCE PROBLEM License expired July 13, 2016; record information current as of February 22, 2026
The California Department of Real Estate record for McMillin Homes Construction Inc., which used the DBAs “The Corky McMillin Companies” and “McMillin Companies,” shows its corporation real-estate license as expired from July 13, 2016; the same record states there was no disciplinary action or other public comment, so the record establishes lapse/expiration rather than disciplinary revocation or suspension.
PROJECT CANCELLED Original commitment published August 2016; cancellation/failure status reported September 18, 2024; researched as of October 11, 2026
The Barracks Hotel at Liberty Station, announced by McMillin LLC with Untitled Hospitality for late-2018 completion, was ultimately pulled from the combined barracks-and-officers-quarters redevelopment; Scott McMillin told the Union-Tribune in 2024 that the project largely fell through, citing anticipated union-labor costs, and the article reported McMillin had pulled out.
