Upkeep and response — belongs to whoever runs the building now. From 4 of 4 rated buildings here and 1395 in the market.
The market here is United States: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • REGULATORY May 10, 2018 (reported in 2018) Pasco County issued 19 stop-work orders at Metro Development Group’s Epperson Crystal Lagoon after inspectors found surrounding buildings—including bathrooms, tiki huts, cabanas and a storefront—had been built without building permits; Metro said it was working with the county to correct the paperwork and described the delay as a temporary permitting problem.
  • DELIVERY DELAY June 15–28, 2018 (reported June 28, 2018) The Epperson lagoon opening was delayed after the permitting stop-work order, and a group of roughly 70 homeowners, depositors and prospective buyers publicly complained about alleged broken promises, changing amenity access and additional fees; Metro responded that it wanted to hear residents’ feedback and had extended discounts and benefits to early residents.
  • LEGAL Filed June 27, 2020; federal judgment December 1, 2021 A former Metro marketing director sued Metro Development Group and related entities, alleging employee misclassification, unpaid compensation and allegedly fraudulent or incorrect Forms 1099; the court later granted summary judgment to the defendants on the federal tax-return claim and dismissed the remaining state-law claims without prejudice, so the allegations were not adjudicated as proven in that federal case.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 2 dated statements are held back: a broker listing with no date on it, or a page with no year, cannot fix a date.

The largest applicable published review base is the building-specific Google aggregate of 4.5/5 from 11 reviews, which converts to 8.5/10 under the specified curve. The visible review sample is mostly positive, while the one maintenance complaint is historical and the current CDD notice says the trail has reopened; no separate platform with a qualifying rating materially disagreed.

− Nature-trail damage and closure
+ Pool and park praised+ Clean neighborhood+ Friendly community+ Safe community
− Historic trail-maintenance complaint

The review evidence includes one complaint that the walking trail had been closed since August and had not been fixed. Separately, the Park Creek CDD says an engineer inspected damage to the nature trail and Phase 1 ponds on April 3, 2025, and its current notice says the trail has since reopened after improvements and maintenance; this is a physical-infrastructure update, not a resident rating.

The visible reviews describe “Amazing place amazing pool clean neighborhood gooda vibes,” “Nice pool and park,” and a “Friendly, safe community.” The main operational complaint was that the walking trail had been closed and, according to the reviewer, Metro had not fixed it; the CDD now reports that the trail is open again after improvements and maintenance.

Google Reviews/Maps provides the largest review base and sets the level at 4.1/5, converted to 7.3/10. Yelp and Tripadvisor are materially more negative but have only 21 and 10 reviews; the reported recurring positives and operational complaints move the result modestly, producing 7.5 overall while structure remains unevidenced as a separately rated building system.

+ Clear or clean water reported+ Facilities generally well-maintained+ Large swimming area+ Paddleboarding and water activities
− Filtration concerns near the bar− Unattached pool-floor liner− Pool-cleaning equipment visible in the water− Shallow usable swimming area
+ Family-friendly activities+ Friendly staff reported+ Professional and attentive lifeguards reported+ Quiet off-peak visits+ Swim-up bar and varied amenities
− High admission and food prices− Bar and food-truck service complaints− Long check-in wait− Crowding and activity waves− Poor-quality drinks reported

Structural and systems comments are mixed rather than uniformly negative. Reviewers described “crystal-clear waters” and facilities as “generally well-maintained,” but others said the water “needs a better filtration system,” found the liner unattached to the pool floor, and noted that a large pool-cleaning hose was continuously visible in the water.

The day-to-day experience is strongest for families and off-peak visitors: reviewers say “Kids had a blast,” describe bartenders as “awesome,” and report minimal waits when the lagoon was quiet. Operational complaints include a half-hour check-in wait, slow food service (“45min to just get a hamburger”), high prices, and inconsistent bar service; the available evidence is visitor rather than resident feedback.

Mirada LagoonMirada, San Antonio
7.1/ 10
—/ 10
7.1/ 10

LocalityBiz's 4.1/5 aggregate from 1,267 reviews sets the level and converts to 7.3/10; Tripadvisor's 3.3/5 guest aggregate is a material dissent but rests on only 13 reviews. The reported recurring operational complaints modestly outweigh the repeated praise, producing 7.1/10; no physical-structure evidence was published in the material reviewed, so structure is null.

+ Clean water and grounds+ Family activities+ Resort-like atmosphere+ Pleasant security check-in+ Swim-up bar and amenities
− Dirty paid tiki seating− Unfriendly or unresponsive service− Long activity waits− Food delays or quality complaints− Limited shade

no notes returned

no links returned

Published visitor reviews describe strong amenities and a generally attractive leisure experience: guests called it “a resort,” praised “warm and clean” water, and said “everyone felt safe.” The operational feedback is uneven, however: one reviewer reported a filthy paid tiki hut with sand and ketchup, another said “staff lacked friendliness,” and others described hour-long waits, limited shade and food arriving cold; these are visitor reviews rather than long-term resident-management evidence.

Seaire LagoonParrish
6.3/ 10
—/ 10
6.3/ 10

The only building-specific aggregate located was 3.7/5 from 7 reviews, below the ten-review threshold, so it sets a provisional level constrained to within one point of 6.5; its market-curve conversion is recorded as 6.0 before adjustment. The written evidence is mixed, but no theme met the threshold for a commentary movement, so the final provisional score is 6.3. The lagoon opened to residents on July 4, 2026, while public access and some wider development elements remain future or incomplete commitments as of October 14, 2026.

+ Lagoon amenity+ Golf-cart access+ Positive home-buying support
− HOA responsiveness complaint− Street-parking complaint

no notes returned

no links returned

Published reviews describe the lagoon as a major attraction, with one reviewer calling the 4.5-acre centerpiece “truly special” and saying the community’s vision was impressive. The main operational criticism was that the HOA manager was “completely disconnected and unwilling to intervene,” alongside a report that “street parking is out of control”; these are individual reports rather than recurring themes in the four reviews read.

Only buildings that have reached handover are rated. 0 of 4 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

2 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

7 found
REGULATORY May 10, 2018 (reported in 2018)
Pasco County issued 19 stop-work orders at Metro Development Group’s Epperson Crystal Lagoon after inspectors found surrounding buildings—including bathrooms, tiki huts, cabanas and a storefront—had been built without building permits; Metro said it was working with the county to correct the paperwork and described the delay as a temporary permitting problem.
DELIVERY DELAY June 15–28, 2018 (reported June 28, 2018)
The Epperson lagoon opening was delayed after the permitting stop-work order, and a group of roughly 70 homeowners, depositors and prospective buyers publicly complained about alleged broken promises, changing amenity access and additional fees; Metro responded that it wanted to hear residents’ feedback and had extended discounts and benefits to early residents.
LEGAL Filed June 27, 2020; federal judgment December 1, 2021
A former Metro marketing director sued Metro Development Group and related entities, alleging employee misclassification, unpaid compensation and allegedly fraudulent or incorrect Forms 1099; the court later granted summary judgment to the defendants on the federal tax-return claim and dismissed the remaining state-law claims without prejudice, so the allegations were not adjudicated as proven in that federal case.
LEGAL Filed May 23, 2024; mediation February 25, 2025; voluntary dismissal February 27, 2025
Alyssa Franks filed a civil-rights lawsuit against Metro Development Group in Florida state court on May 23, 2024; the docket records a signed mediation agreement on February 25, 2025 and a notice of voluntary dismissal on February 27, 2025, with no merits finding reported on the retrieved docket page.
LEGAL October 4, 2008 (reported)
An October 2008 report stated that Metro Development Group faced suits from a bank, a partner and contractors, documenting an older debt-related litigation matter; the retrieved article does not establish the claims’ outcomes or show that the matter remained current as of October 14, 2026.
PROJECT CANCELLED Published February 2, 2017; the article reports the contract withdrawal occurred after the project had been planned for early 2016.
Metro Development Group backed out of the planned 406-acre residential project south of Kissimmee because rising off-site-improvement and earthwork costs made the deal unworkable; its president subsequently called Metro’s involvement in the Osceola County project “dead,” while another developer pursued permits for the land.
DELIVERY DELAY Opening scheduled for May 19, 2018; reopened/opened December 16, 2018; reported December 17, 2018.
The Epperson Crystal Lagoon, developed by Metro Development Group, missed its planned May 19, 2018 opening after Pasco County halted work over 19 unpermitted surrounding structures and imposed a fine; the lagoon subsequently opened on December 16, 2018, so this is a resolved seven-month delivery delay rather than a currently stalled project.
