Risks & source coverage

  • REGULATORY Reported June 19, 2026 On June 19, 2026, the Georgian Competition and Consumer Agency said it fined Orbi Group Batumi LLC GEL 500 after the company allegedly failed to provide information requested during an examination into a complaint about possible unfair commercial practices; the agency described the underlying consumer-practice issue as an ongoing examination, not a final finding that the alleged practice occurred.
  • SAFETY / LABOUR June 10, 2022; reported August 29, 2022 On June 10, 2022, a labour inspection found critical safety non-compliances at an Orbi concrete plant—including work at roughly 20 metres without a safety harness, missing guardrails and safety nets, inadequate risk assessment and incomplete fencing—after an earlier inspection related to an unspecified workplace accident; the plant was stopped and fined GEL 50,000, then later allowed to resume after the authorities said violations had been corrected.
  • REGULATORY April 30, 2022; reported resolution October 24, 2023 On April 30, 2022, Batumelebi reported that Batumi municipal inspection deemed Orbi Group’s construction of a connecting structure beside its towers on Khimshiashvili Street unauthorized, fined the company GEL 5,000 and ordered work stopped; neighboring residents sought demolition and alleged that access to their buildings had been blocked, while the later report recorded a resident’s statement that the dispute had been won and access would be available.

The market here is Georgia: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 2 turned out to be about something else — a phase, a neighbour, the wider masterplan — and are marked off-subject.

Combined from 7 published figures on 2 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.2.

Yandex Maps provides the largest specific-building review base, with a published 4.7/5 from 828 ratings, converted to 9.3/10 under the requested curve. The smaller Trip.com aggregate is materially lower, while recurring reports of elevator congestion, noise, inconsistent maintenance and service reduce the result; strong location, views and some positive room and repair experiences partly offset those complaints.

+ Clean rooms in some stays+ Functional air conditioning+ Working water and electricity reported+ Useful kitchen appliances+ Modern exterior and views
− Unfinished construction− Poor sound insulation− Sewage smells− Broken fixtures and outlets− Inconsistent housekeeping
+ Beachfront location+ Panoramic sea views+ Helpful staff in some stays+ Fast check-in in some stays+ Nearby shops and restaurants
− Elevator queues− Overcrowded lobby− Slow or rude service− Nighttime noise− Parking shortages

Physical feedback is inconsistent. Positive reviews describe clean, comfortable rooms and functioning air conditioning, but other guests report “poor maintenance,” broken outlets, sewage smells, non-working ventilation and construction still underway; one review also described the building as having “minimal” sound insulation.

Daily life is strongest for location and views: reviews say “the beach is right across the road,” and several guests praise the panorama and nearby shops. Operations are uneven: reviewers describe elevator waits of up to 15 minutes, overcrowding, poor sound insulation and staff who were “rude” or “unhelpful,” although another guest reported check-in without delay and a repair completed within half an hour.

Combined from 7 published figures on 2 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.

Yandex Maps has the largest reported building-specific review base and sets a 4.9/5 guest anchor, converted to 9.7/10. Google’s 4.1/5 result from a larger but materially dissenting review set pulls the level down, while recurring operational and physical-condition complaints reduce it further; the strong location and view praise prevents a lower result.

+ Equipped kitchens+ Air conditioning in some units+ Washing machines in many units+ Comfortable beds reported+ Fast elevator system
− Sewer odours− Mold reports− Leaking showers and faulty drains− Non-working air conditioning− Worn fixtures and poor sound insulation
+ Beachfront access+ Sea and mountain views+ Nearby mall and park+ Fast elevators+ Some responsive staff
− Slow or unresponsive reception− Limited housekeeping− Construction and road noise− Missing or limited amenities− Crowded elevators at peak times

Physical-condition feedback is inconsistent by unit but includes repeated infrastructure complaints. Reviewers report “the stench from the sewer in the shower,” mold, leaking shower cabins, faulty drains and air-conditioning failures; another review says the construction is “TERRIBLE,” with finishes already falling apart. Positive accounts mention working appliances, good repairs and comfortable rooms, so the evidence supports substantial unit-to-unit variation rather than a uniform condition.

Daily life is strongest for location: reviewers repeatedly describe the sea, park, mall and views as excellent, and some say staff were “very polite” or “responsive.” Operations are uneven: other guests report no housekeeping, slow reception, loud construction or road noise, and missing amenities such as a pool, gym or restaurant; one review summarizes the experience as “very bad management.”

Booking.com 10/10 · 1 review · booking.com
Combined from 7 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.5.

The largest published review base is Google Reviews/Maps at 4.2/5 from 96 guest reviews; applying the stated market conversion gives an anchor of 7.8/10. Booking.com’s 9.0/10 from 27 reviews is close, while the written praise modestly lifts the result and booking/service complaints prevent a higher resident-experience score.

+ Modern high-rise construction+ Water, electricity and sewerage connected+ Air-conditioned units+ Balconies and panoramic windows+ Elevators present
− Slow peak-time elevators− Reported bathroom/sink odour
Not found in sources: No recurring structural-failure theme · No recurring plumbing-failure theme · No recurring HVAC/electrical-failure theme
+ Beach access+ Panoramic views+ Clean rooms+ Helpful hosts+ Nearby shops and restaurants
− Overbooking/check-in disputes− Host non-response− Rude staff reported− Peak-time elevator delays− Occasional bathroom odour

The published reviews do not establish a recurring framework, plumbing, HVAC or electrical defect. One review reports “the unpleasant smell coming from the bathroom and sink area,” and another says elevators “can be slow during peak hours”; these are isolated observations rather than a demonstrated building-wide systems pattern. A real-estate listing describes Block D2 as a 45-floor building completed in 2024, with water, electricity and sewerage connected, but those are descriptive project claims rather than resident engineering reviews.

Daily-life feedback is strongest on location, views, cleanliness and comfort: guests describe the location and view as “excellent,” and one review says the room was “clean, comfortable, and well-organized.” Operations are less consistent: another guest reported an overbooking and that “The staffs are very rude,” while a separate review warned of a serious alleged booking/payment incident; these are published guest accounts, not independently verified findings.

Combined from 7 published figures on 2 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.3.

The 3.3/5 Google aggregate from 2,348 reviews is the anchor and converts to 4.9/10 under the stated curve. The score is reduced for repeated operational and cleanliness complaints, with some offset for repeated praise of the beachfront location, views and equipped apartments; the smaller Yandex and Booking samples are reported but do not replace the anchor.

+ Some fast elevators+ Strong water pressure reported+ Air conditioning available+ Balconies and sea views+ 24-hour security features
− Elevator outages and congestion− Cold or inadequate heating− Loose corridor tiles− Unsafe hot shower pipe− Sewage smell and broken bathroom items
+ Beachfront access+ High-floor views+ Equipped kitchens and balconies+ Attentive staff in some stays+ Budget value
− Chaotic check-in− Elevator queues− Crowded common areas− Cleaning inconsistency− Night noise

Physical-condition feedback is mixed but includes meaningful system complaints. Reviewers report that “more than half of elevators are not working,” that apartments may be “cold and humid in winter,” and that corridor tiles were shifting; another review reports a shower pipe hot enough to cause a blister and a sewage-smelling toilet. Conversely, some guests reported strong shower pressure, smooth elevators and comfortable, fully equipped apartments.

Day-to-day experience is location-led: guests repeatedly praise the beachfront setting, views and value, with one saying the apartment was “spotless, comfortable, and fully equipped.” Operations are inconsistent: other reviewers describe a “chaotic, overcrowded” lobby, waits of more than two hours for keys, dirty bedding, and elevators so crowded that “you cannot even breathe.”

Combined from 11 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.2.

The largest review base is the Booking.com/partner aggregate for Orbi Palace Hotel Official: 7.5/10 from 666 guest reviews, converted to 5.0 under the specified guest convention. The 8-review building-specific apartment listing is reported but cannot be the anchor, while repeated complaints about service, cleanliness, noise, heating and pool operations outweigh repeated praise for location, views, staff and amenities. Confidence is limited because the available ratings are guest-based and the strongest aggregate is cluster-level rather than a verified Building C-only rating.

+ Hot water reported+ Regulatable room heating in one apartment+ Newly renovated apartment reported+ Comfortable beds reported+ Working lifts listed
− Thin sound insulation− Cold rooms reported− Damaged shower head and water leak− Bathroom maintenance issues− Parking and common-area snow problems
+ Ski-lift proximity+ Mountain and snow views+ Friendly staff reports+ Pool and sauna available+ Family-oriented facilities
− Slow reception− Inconsistent housekeeping− Missing towels and supplies− Pool in separate building− Parking congestion and snow

Published guest feedback contains no engineering inspection or building-fabric rating, but it does include operational observations affecting physical performance. Reviewers reported that “the walls are so thin” that ordinary sounds carried and “the whole building shakes”; others reported cold rooms, a blocked sink, a damaged leaking shower head, and inadequate heating in sub-zero weather. These are review observations rather than verified structural defects, so no separate STRUCTURE rating is assigned.

The day-to-day experience is location-strong but operationally inconsistent. Guests praise being close to the slopes, views, pool and helpful staff, while complaints include “the reception worked very slowly,” missing towels or bedding, poor housekeeping and having to walk to the separate pool building in winter; the larger property aggregate is 7.5/10 from 666 guest reviews.

Trip.com 7.4/10, 7.1/10, 6.1/10, 7.8/10 · 50 reviews · us.trip.com
Combined from 10 published figures on 2 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 5.9.

The largest published review base is the Google place listing at 3.1/5 from 111 reviews, which converts to about 4.3/10 under the requested curve. Repeated operational complaints reduce that level to 3.6/10, while the positive room and location feedback prevents a lower result. Structure remains null because the published material does not provide a reliable building-fabric assessment.

+ Good water pressure in some apartments+ Air conditioning available+ Modern/new room finish+ Private bathrooms+ Security systems advertised
− One no-running-water report− Elevator failures and long waits− Unsafe-feeling unglazed balconies− Dirty or broken items reported− Poor sound insulation
+ Sea views+ Beachfront location+ Some friendly staff+ Spacious rooms+ Useful in-room amenities
− Long elevator waits− Confusing check-in− Inconsistent service− Cleaning/hygiene complaints− Crowding and noise

Published reviews provide no engineering assessment of the frame, plumbing network, HVAC plant or electrical infrastructure. They do contain isolated physical-system observations: one guest reported “no running water at all,” while another said the balcony “looks unsafe”; elevator operation was repeatedly criticized, including a report that “6 elevators, but only 2 are working.”

The daily experience varies substantially by apartment and operator. Positive reviews say “the staff was the nicest staff I have ever encountered,” and praise rooms as “spacious and clean,” but other guests describe no service, difficult registration, 20-minute elevator waits and a property that felt “not managed like” a hotel.

Only buildings that have reached handover are rated. 0 of 6 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Projects

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

REGULATORY Reported June 19, 2026
On June 19, 2026, the Georgian Competition and Consumer Agency said it fined Orbi Group Batumi LLC GEL 500 after the company allegedly failed to provide information requested during an examination into a complaint about possible unfair commercial practices; the agency described the underlying consumer-practice issue as an ongoing examination, not a final finding that the alleged practice occurred.
SAFETY / LABOUR June 10, 2022; reported August 29, 2022
On June 10, 2022, a labour inspection found critical safety non-compliances at an Orbi concrete plant—including work at roughly 20 metres without a safety harness, missing guardrails and safety nets, inadequate risk assessment and incomplete fencing—after an earlier inspection related to an unspecified workplace accident; the plant was stopped and fined GEL 50,000, then later allowed to resume after the authorities said violations had been corrected.
REGULATORY April 30, 2022; reported resolution October 24, 2023
On April 30, 2022, Batumelebi reported that Batumi municipal inspection deemed Orbi Group’s construction of a connecting structure beside its towers on Khimshiashvili Street unauthorized, fined the company GEL 5,000 and ordered work stopped; neighboring residents sought demolition and alleged that access to their buildings had been blocked, while the later report recorded a resident’s statement that the dispute had been won and access would be available.
LEGAL May 28, 2022
On May 28, 2022, Batumelebi reported that Orbi’s cement plant was continuing to pollute air from an allegedly unauthorized operation despite a 2020 fine; the Batumi municipal inspection said it had referred a demolition case to court, but the case—begun in 2018—had still not received a hearing date at the time of publication.
LICENCE PROBLEM August 1, 2018
On August 1, 2018, Batumelebi reported that Orbi Group Batumi was carrying out construction and fencing without authorization on state-owned land near Batumi’s sports school; the municipality said it had already fined the company for unauthorized fencing, ordered demolition/restoration and issued a compulsory stop-work decision, while the regional ministry said an administrative-violation record had been prepared for court.
DELIVERY DELAY Published 2026-04-15; original target end-2025; requested extension 36 months; 2027 opening is a future commitment, not completed delivery.
Central Park Towers in Tbilisi, a joint project of Orbi Group and Block Group, missed its originally stated end-2025 completion target; in April 2026 Orbi Group was reported to be seeking a further 36-month construction-period extension, while later reporting described a planned 2027 opening rather than an actual completion.
LICENCE PROBLEM Published 2018-08-01; status reported at publication, with no current resolution established by the retrieved source.
In Batumi, Orbi Group Batumi was reported in August 2018 to be carrying out construction and fencing on a 3,022-square-metre state-owned site without a permit; Batumi City Hall said it issued a compulsory-stop order and required demolition/restoration, although the report records the company continuing the works at that time.
