Upkeep and response — belongs to whoever runs the building now. From 6 of 6 rated buildings here and 56 in the market.
The market here is Singapore: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • DELIVERY DELAY 13 October 2015 event; judgment dated 3 March 2017; reported 12 March 2018 A Singapore High Court judgment found that a shareholder deadlock had severely stunted the Capitol Project: the hotel had received its Temporary Occupation Permit on 13 October 2015 but had not opened and remained in rectification works; the court dismissed Perennial’s winding-up applications on 3 March 2017, and the hotel was still described as shuttered amid the owners’ dispute in a 12 March 2018 report. The matter was later addressed through a settlement and Perennial’s buy-out of its co-owner, so this is a historical project-delay finding rather than evidence of a current delay.
  • LEGAL Reported 7 October 2019; settlement announced 9 April 2020 Perennial’s 50%-owned TYN Investment Group sought court permission to bring a conspiracy claim against Griffin Real Estate Investment in connection with the acquisition of TYN Investment, while TYN Investment defended a related claim by Griffin; the company later announced an amicable resolution on 9 April 2020 under which TYN Investment paid an agreed sum and the claims were discontinued.
  • PROJECT CANCELLED Plan abandoned and sale announced 12 November 2025; research date 12 October 2026 (later outcome not documented in the retrieved sources). Caldecott Hill former Mediacorp site: an entity jointly owned by Perennial Holdings and Kuok Khoon Hong abandoned its original plan to redevelop the site into large Good Class Bungalows and put the vacant site up for sale after planning setbacks; the latest retrieved report does not establish whether the sale completed by 12 October 2026.

The market here is Singapore: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures.

Combined from 9 published figures on 2 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 8.1.

Trip.com’s 9.6/10 from 1,632 verified reviews is the largest published review base and sets the guest-rating level; using the stated guest convention, it converts to approximately 9.2/10 before commentary. The reported concerns justify a modest 0.2 reduction, producing 9.0 overall; the structural figure is limited to the reported HVAC and room-condition evidence, while living reflects the aggregate and operational feedback.

+ New and well-equipped rooms+ Clean rooms and bathrooms+ Indoor pool and gym+ Quiet rooms despite station proximity
− Air-conditioning temperature-control complaint− Strong plastic-like shower-room smell− Strong lingering room fragrance
+ Station-convenient location+ Friendly and efficient front desk+ Quiet rooms+ Indoor pool and gym+ Good breakfast quality and variety
− Some room-cleanliness concerns− Staff-management awareness concerns− Breakfast selection could be broader− Cold pool water reported− Limited signature dishes for a five-star hotel

Guests generally describe the property as “new, clean and well equipped,” with Booking.com reviewers giving facilities and cleanliness 10/10. One Trip.com guest reported that the air-conditioning raised the room above 25–26°C despite a 24°C setting, and another noted a strong plastic-like shower-room smell and lingering fragrance from the room machine.

Day-to-day feedback is strongly favorable: guests call the front desk “friendly, welcoming, and efficient,” praise the convenient location opposite Tianjin South Station, and describe the rooms as comfortable and quiet. The main reservations are that some guests suggested better room cleanliness, staff-management awareness and breakfast quality; another said the pool water was “a little on the cold side.”

Google’s building-level aggregate of 4.5/5 from 41 reviews is the anchor and converts to 8.5/10 under the specified curve. The recent written feedback is strongly positive about upkeep, facilities, community and management, so commentary adds approximately 0.3; the one odour complaint and older location criticisms are not recurring enough to offset that movement. Structural scoring remains null because the published material did not provide review evidence about framework, plumbing, HVAC, electrical systems or waterproofing.

+ Well-maintained facilities+ Multiple swimming and lap pools+ Peaceful, nature-rich setting+ Responsive management+ Friendly community

Recent Google reviewers repeatedly describe Forett as “well maintained,” with “very nice gym and common areas,” multiple pools and a peaceful, nature-rich environment. Management was described as “professional, responsive, and proactive,” although one October 2025 post complained of “a rancid smell of trash” near the disposal area; older reviews also caution that the MRT walk is relatively long and largely unsheltered.

8.5/ 10
8.5/ 10

The latest located Google aggregate is 4.5/5 from 79 reviews, which converts to 8.5/10 and sets the level. The written feedback is predominantly positive about new, spacious facilities, but recurring parking and wayfinding complaints justify a modest offset; the separate 4.6/66 Google snapshot is directionally consistent rather than a material platform dissent.

+ New facilities+ Modern facilities+ Spacious exhibition halls+ International-standard facilities
− Incomplete construction reported
+ Responsive management+ Ample parking+ Security presence+ Rooftop park+ Scenic waterfront views
− Parking access confusion− Difficult wayfinding− Baby-room supplies lacking− Event-hours mismatch

Reviewers repeatedly describe the facilities as new, spacious and “up to international standard,” and the venue's exhibition halls as substantial. One Google review nevertheless said that “almost 59%” was not finished constructing at the time of that review; this is an old, single report rather than evidence of the position on October 12, 2026, so current completion remains uncertain from reviews alone.

Visitors praised the spacious venue, security and rooftop park; one Trip.com account said management responded swiftly to first-day congestion and that entry became “seamless and stress-free” after traffic-control changes. Countervailing Google feedback reports that parking was tricky, exits were hard to find, and during one furniture fair the centre closed at 6pm while the event continued until 9pm; another review found no hand-wash liquid or tissue in the baby room.

Google Reviews/Maps is the only published building-level rating located: 4.7/5 from 9 reviews. Because the review base is below 10, the score is kept within one point of 6.5; no recurring complaint or praise theme was established from the two excerpts read, and no structural score is assigned because no published structural review evidence was found.

+ Security praised+ Low density+ Friendly neighbourhood

no notes returned

no links returned

The available Google review excerpts describe a “gated enclave with security,” “low density,” and a “Friendly neighbourhood”; another reviewer simply said, “It's a nice place.” The listing reports an overall 4.7/5 from 9 reviews, but only two review excerpts were available to read, and the wording of one excerpt creates some uncertainty about whether every review is specifically about this condominium.

TripleOne SomersetSingapore
7.0/ 10
—/ 10
7.0/ 10

The largest qualifying review base is the 26-review Google Maps aggregate for Spaces at TripleOne Somerset, published as 4/5 and therefore converted to 7/10. Tripadvisor’s 3-review 3.7/5 aggregate is below the ten-review threshold and is guest-oriented, so it does not displace the anchor; the mixed written feedback offsets rather than materially changes the anchor.

+ Well-maintained facilities reported+ Bright, clean ambience+ Meeting rooms with good views
− Reduced coworking area after renovation− Noisy, crowded remaining shared area
+ Central Orchard/MRT access+ Friendly staff+ Welcoming service+ Clean ambience+ Convenient amenities and food options
− Unresponsive account support− Unattended reception− Deposit refund delays− Membership cancellation/billing disputes− Crowded coworking area after renovation

The published material does not provide resident engineering reviews of the building’s framework, plumbing, HVAC or electrical systems. Operational reviews describe facilities as “well maintained” and Tripadvisor records a “bright clean ambience,” but one Spaces reviewer said the post-renovation area had become “a noisy, crowded kitchen” with very limited shared space.

Daily-experience reviews praise the Orchard/MRT location, friendly staff and welcoming atmosphere; one reviewer called the facilities “well maintained,” while another praised the “splendid hospitality and help.” The negative accounts are concentrated at Spaces: reviewers reported more than 20 unanswered emails, an unrefunded deposit, double-charging concerns and “nobody ever at reception,” so the operational picture is mixed and primarily reflects commercial occupants rather than residents.

Perennial Business CityJurong Lake District, Singapore
5.6/ 10
4.5/ 10
5.5/ 10

Google Reviews/Maps supplies the only usable aggregate, 3.5/5 from 42 reviews, which converts to 5.5/10 and sets the level. Two reviews report serious lift-performance failures, while multiple reviews praise connectivity and food/outdoor amenities; the resulting commentary adjustment is net negative, producing 5.2/10 overall.

+ Bright office complex+ Green Mark Platinum Super Low Energy accreditation+ Solar panels and efficient building systems
− Recurring lift breakdowns− Long lift waiting times
+ Convenient MRT and JEM connection+ Nearby food options+ Outdoor seating+ Spacious business-centre environment
− Sparse or empty-feeling areas− Limited food variety− Sparse weekend parking− Locked or unavailable nursing rooms

The published reviews contain a serious operational/building-systems concern: one reviewer reported “constant break downs” and long lift waits, while another said two of three lifts were unavailable and the remaining lift operated at a “glacial” pace. The developer describes Green Mark Platinum Super Low Energy accreditation, solar technology and a super-efficient chiller system, but those are published specifications rather than resident-condition reviews.

Daily-use feedback is mixed. A reviewer valued the “outdoor seating” and convenient nearby food, while others described the building as “rather empty”; another reported sparse weekend parking and nursing rooms that were locked or closed for maintenance.

Only buildings that have reached handover are rated. 0 of 6 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

DELIVERY DELAY 13 October 2015 event; judgment dated 3 March 2017; reported 12 March 2018
A Singapore High Court judgment found that a shareholder deadlock had severely stunted the Capitol Project: the hotel had received its Temporary Occupation Permit on 13 October 2015 but had not opened and remained in rectification works; the court dismissed Perennial’s winding-up applications on 3 March 2017, and the hotel was still described as shuttered amid the owners’ dispute in a 12 March 2018 report. The matter was later addressed through a settlement and Perennial’s buy-out of its co-owner, so this is a historical project-delay finding rather than evidence of a current delay.
LEGAL Reported 7 October 2019; settlement announced 9 April 2020
Perennial’s 50%-owned TYN Investment Group sought court permission to bring a conspiracy claim against Griffin Real Estate Investment in connection with the acquisition of TYN Investment, while TYN Investment defended a related claim by Griffin; the company later announced an amicable resolution on 9 April 2020 under which TYN Investment paid an agreed sum and the claims were discontinued.
PROJECT CANCELLED Plan abandoned and sale announced 12 November 2025; research date 12 October 2026 (later outcome not documented in the retrieved sources).
DELIVERY DELAY Court judgment published 18 April 2017, describing the position at the 2016 winding-up applications; hotel opened 1 October 2018.
Capitol Singapore: Perennial (Capitol) Pte Ltd/New Capitol Pte Ltd and 50%-JV partner Chesham Properties were found by the Singapore High Court to be in management deadlock that severely stunted the project, with the hotel still unopened after receiving its Temporary Occupation Permit on 13 October 2015; this was a historical delay, later resolved when The Capitol Kempinski Hotel opened on 1 October 2018, and is not reported as an active failure as of the research date.
