The market here is United States: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • LEGAL Reported November 12, 2024; settlement approved December 16, 2025 A Bronx tenant class-action matter was reported as brought against Phipps Houses over Lambert Houses tenant-management concerns; later settlement materials state that the related Prince v. Boroff case alleged improper service and eviction proceedings involving tenants of Phipps-affiliated buildings, while Phipps itself was not the settling defendant. The court approved the settlement in December 2025, and litigation against the process-server defendants remained ongoing as of the latest retrieved status.
  • DELIVERY DELAY March 14, 2024 Bronx Community Board 6 said Phipps had taken so long with the Lambert Houses redevelopment that the promised school could be jeopardized, and questioned why Building 10 was not ready for the June 2024 school-option timetable; tenants also reported no clear schedule for transfers into the new buildings.
  • REGULATORY HUD review in 2021; reported March 14, 2024 A community-board letter reported that HUD's 2021 review gave Lambert Houses an unsatisfactory 59/100 Lease and Occupancy Rating and identified repeated file, inspection, lease, income-verification and rent-processing deficiencies requiring corrective action and a 100% file review; the Board subsequently requested an emergency HUD audit, while noting that tenants alleged the problems persisted.

The market here is United States: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 1 turned out to be about something else — a phase, a neighbour, the wider masterplan — and is marked off-subject.

The 4.6/5 building rating from 10 reviews sets the level; using the stated market-style conversion between 4.5/5 and 5/5 gives 8.9/10. The displayed reviews contain a positive management and cleanliness report and one amenity-availability complaint, but neither a recurring theme nor a qualifying severe failure that warrants an adjustment.

+ Responsive or effective management+ Clean common areas+ Amenities and shared spaces
− Amenities reportedly closed for months− Balconies reportedly unavailable during construction

no notes returned

no links returned

The visible resident feedback is generally positive: one reviewer wrote, “management is amazing,” and said the custodian keeps the building “really clean.” A contrasting March 2025 review called it “Ridiculous,” saying amenities had been closed for months because of “construction” and that residents were paying extra for amenities they could not use, especially balconies.

7.0/ 10

LocalityBiz’s building-specific resident aggregate of 4.3/5 from 11 reviews is the largest qualifying published rating found and converts to 7.0/10 under the specified curve. The written comments are mixed but do not establish a separately recurring severe failure that would justify an adjustment; official violations provide structural caution but are not a published review rating.

+ New construction+ Well-lit units+ Stainless-steel appliances
− Mold violations− Roach and mice violations− Hot-water violations− Water-leak violations− Defective ventilation reported
+ Laundry facilities+ Gym+ Children’s playroom+ Quiet buildings+ Transit and beach access
− Delayed maintenance− Mailbox repair complaint− Open plaza safety concerns− Litter in surrounding area− No pool reported

The available resident review says the buildings viewed were “clean and quiet,” and architectural coverage described the units as “spacious, well-lit” with stainless-steel appliances. However, building-record material available as of October 15, 2026 lists unresolved conditions including mold, roaches, mice, hot-water failures, window leaks and defective bathroom ventilation; these are official violations rather than resident review scores, and their status should not be confused with completed repairs.

Residents describe the setting as “very lovely” and “quite at night,” and praise the laundry, gym, playroom, nearby A train, LIRR and beach. The negative operational feedback includes a four-month microwave replacement, a complaint that management and USPS pointed fingers over unrepaired mailboxes, and a report that the open plaza felt unsafe because of public drug and alcohol use.

Atlantic Chestnut Phase IEast New York, Brooklyn, New York403 units
6.6/ 10
—/ 10
6.5/ 10

Apartments.com is the only located published whole-property rating: 4.0/5 from one resident review, which converts to 7.0 and must remain close to 6.5 because the review base is under ten. The sole written review is positive, but the separate 2026 condition records report mold, heavy water leakage, electrical problems, elevator-maintenance enforcement and a roach violation; these justify a modest downward adjustment without creating a recurring-review theme.

− water-leak complaint− mold complaint− electrical complaint− elevator maintenance concerns− roach infestation report
+ positive resident experience+ child-friendly experience+ fitness center+ roof terrace+ 24/7 staffed entry
− mailbox complaint− additional-fee laundry− gym availability concern in older forum discussion

The published building record reports a September 2026 apartment-level emergency complaint involving “Mold” and “Water Leak – Heavy Flow,” alongside an electrical complaint; those records were marked closed. It also reports an active elevator-maintenance enforcement matter involving a “Misaligned Cab Mirror” and an expired brake-maintenance tag, plus a June 2026 roach-infestation violation; these are condition records rather than resident review scores, and no structural rating was published.

Apartments.com’s sole verified resident review, dated November 19, 2024, says: “I'm here 5mnth and it's been great. Got a kid she's doing great… I'm very happy here,” supporting a positive but very limited day-to-day signal. The published amenities include a courtyard, roof terrace, fitness center, bicycle storage, doorman/24-hour access and elevator; separately, a 2024 forum participant said they were disappointed that the gym was not yet made, while a 2026 building record lists a mailbox complaint as open.

Only buildings that have reached handover are rated. 5 of 8 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Risks

Risk flags

8 found
LEGAL Reported November 12, 2024; settlement approved December 16, 2025
A Bronx tenant class-action matter was reported as brought against Phipps Houses over Lambert Houses tenant-management concerns; later settlement materials state that the related Prince v. Boroff case alleged improper service and eviction proceedings involving tenants of Phipps-affiliated buildings, while Phipps itself was not the settling defendant. The court approved the settlement in December 2025, and litigation against the process-server defendants remained ongoing as of the latest retrieved status.
DELIVERY DELAY March 14, 2024
Bronx Community Board 6 said Phipps had taken so long with the Lambert Houses redevelopment that the promised school could be jeopardized, and questioned why Building 10 was not ready for the June 2024 school-option timetable; tenants also reported no clear schedule for transfers into the new buildings.
REGULATORY HUD review in 2021; reported March 14, 2024
A community-board letter reported that HUD's 2021 review gave Lambert Houses an unsatisfactory 59/100 Lease and Occupancy Rating and identified repeated file, inspection, lease, income-verification and rent-processing deficiencies requiring corrective action and a 100% file review; the Board subsequently requested an emergency HUD audit, while noting that tenants alleged the problems persisted.
REGULATORY September 28, 2022
After residents reported soot and poor indoor air quality associated with a mobile boiler, a NYCHA inspector found the Phipps Houses/Hobbs Ciena Associates property failed federal housing-quality standards and required correction of interior air-quality violations within 30 days; Phipps said it had contacted NYCHA and urged removal of the boiler, while NYCHA said the boiler inspection found it operating normally.
SAFETY / LABOUR Reported August 15, 2025; initial inspection in March 2025 and walkthrough July 22, 2025
Residents and a council member alleged that an ongoing Phipps development at 50-25 Barnett Avenue had dangerous rodent conditions; Phipps denied neglect, and the Health Department said an inspection found conditions conducive to rats but reported that required corrections had been made by its compliance inspection.
DELIVERY DELAY Published 2022-12-30; reported delay measured against an expected completion date in 2021
Atlantic Chestnut, Phipps Houses’ Cypress Hills/East New York development, was reported in December 2022 to be progressing slowly: the 254 Euclid Avenue building received foundation permits a year after it was expected to be completed; the report documents delay, not abandonment, and later completion was not established here.
DELIVERY DELAY 2024-03-14 letter; school-option commitment referenced as due by June 2024
The Lambert Houses redevelopment by Phipps Houses drew a March 2024 Bronx Community Board 6 warning that Phipps had taken so long with the project that a promised school option tied to the rezoning might not be delivered by June 2024; this is a documented concern about a linked project commitment, not proof that the entire redevelopment was stalled or abandoned.
PROJECT CANCELLED 2016-09-19 cancellation announcement; revised plan approved 2021-03-25
Phipps Houses cancelled/withdrew its original 50-25 Barnett Avenue Sunnyside affordable-housing proposal in September 2016 after community and council opposition; Phipps later pursued and won approval for a materially revised, smaller plan in 2021, so the cancelled finding applies only to the original proposal and is not an active-status claim.
