Risks & source coverage

  • PROJECT CANCELLED June 2024 (reported June 12, 2024) Provident Realty Advisors withdrew its application for the proposed $1.3 billion Chesterton data-center project after the town council said it could not support the proposal at its proposed scale; the project was therefore taken off the table. This is a reported project withdrawal, not a finding of misconduct by Provident.
  • DELIVERY DELAY Reported July 12, 2026; site status as of that report The Friedrich Lofts affordable-housing project in San Antonio remained stalled: most of the site was demolished in 2023, but by July 2026 it was still empty and sealed off, with the San Antonio Housing Trust attributing further delay to inflation, interest rates and borrowing challenges; the report said it remained uncertain whether construction would proceed.
  • LEGAL Lawsuit filed December 2023; reported December 20, 2023; still pending as reported May 14, 2025 Friedrich Lofts Ltd. sued two Provident-affiliated entities, alleging breach of contract and fraud and claiming that Provident failed to stabilize the historic building before demolishing surrounding structures, causing property damage and impairing use of the building; Provident’s entities denied the allegations and the case was reported as pending.

The market here is United States: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 5 turned out to be about something else — a phase, a neighbour, the wider masterplan — and are marked off-subject.

RentCafe 4.5/5, 4/5, 4.5/5, 4.5/5, 4.5/5, 4.5/5, 4/5 · 52 reviews · rentcafe.com
Combined from 7 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.5.

RentCafe provides the largest published review base, with a 4.5/5 resident company rating from 52 reviews, which converts to 8.5 under the required curve. The other resident platforms are materially lower at 4.2/5 but each has only 15–17 reviews, and the written evidence is predominantly positive; recurring praise supports a modest upward adjustment. No separate structure score is reported because the available ratings concern overall/company or living categories rather than physical systems.

+ New construction+ Well-kept apartments+ Modern granite and stainless-steel finishes+ New landscaping and pool areas
+ Helpful, friendly office staff+ Strong move-in assistance+ Resort-style pool and amenities+ Clean and welcoming community+ Quiet environment
− Occasional unanswered calls− Early application-process difficulty

Residents described the apartments as “brand new,” “very nice and very well kept,” and praised the granite countertops and stainless-steel appliances. Another review called the community new and highlighted its pool, trees and exterior finish; the published sources did not provide a separate engineering or systems-performance score.

Daily-life feedback is strongly positive: residents called staff “super friendly and accommodating,” said the office team was “AMAZING,” and praised the pool, amenities, cleanliness and quiet. The main operational reservations were that “SOMETIMES calling is not a good option (no answer)” and that the application process was initially bad, although the reviewer said it seemed better under a new manager.

Only buildings that have reached handover are rated. 9 of 10 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Projects

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

8 found
PROJECT CANCELLED June 2024 (reported June 12, 2024)
Provident Realty Advisors withdrew its application for the proposed $1.3 billion Chesterton data-center project after the town council said it could not support the proposal at its proposed scale; the project was therefore taken off the table. This is a reported project withdrawal, not a finding of misconduct by Provident.
DELIVERY DELAY Reported July 12, 2026; site status as of that report
The Friedrich Lofts affordable-housing project in San Antonio remained stalled: most of the site was demolished in 2023, but by July 2026 it was still empty and sealed off, with the San Antonio Housing Trust attributing further delay to inflation, interest rates and borrowing challenges; the report said it remained uncertain whether construction would proceed.
LEGAL Lawsuit filed December 2023; reported December 20, 2023; still pending as reported May 14, 2025
Friedrich Lofts Ltd. sued two Provident-affiliated entities, alleging breach of contract and fraud and claiming that Provident failed to stabilize the historic building before demolishing surrounding structures, causing property damage and impairing use of the building; Provident’s entities denied the allegations and the case was reported as pending.
DELIVERY DELAY July 11, 2019 (reported event); planned construction start was January, year not specified in the source
Provident Realty Advisors’ proposed 331-unit Debbie Lane Flats project in Arlington went nowhere at the July 2019 Planning and Zoning Commission meeting when the approval motion failed for lack of a second; Provident had hoped to begin construction by January, but the report described redesign or a further council push as its remaining options. Later completion was not established by the retrieved source.

In an older matter that remains material to the company’s history, the lender foreclosed on the 800 Lakeside at Walnut Hill property after Provident Realty Advisors tore down the existing apartments for a new project; the site was reported to be an empty lot, and Leon Backes referred to the associated loan as $66 million. The source does not establish that this event occurred within the rolling ten-year window.

Friedrich Lofts, a San Antonio mixed-income apartment project involving Provident Realty Advisors, stalled after work stopped by mid-2024; a 2023 completion expectation of 2026 was not met, and most of the property was reportedly put up for sale, although the Housing Trust said the project was not necessarily dead and cited financing and market conditions.

PROJECT CANCELLED Petitions withdrawn by letter dated 2024-10-02; town notice issued 2024-10-04.
Provident Realty Advisors withdrew its Burns Harbor, Indiana, data-center zoning petitions, causing the scheduled public hearing to be cancelled; the town’s notice records Provident’s stated intention to modify and potentially refile the proposal, so this documents withdrawal of the then-current proposal rather than a confirmed permanent abandonment of any future version.
