The market here is United Arab Emirates: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

  • DELIVERY DELAY Reported February 11, 2013; projects were placed on hold following the 2008 downturn In a report published on February 11, 2013, The National reported that the 2008 economic downturn had forced RAK Properties to place key hotel and housing projects on hold; the company said it hoped to restart a five-star hotel at Mina Al Arab and residential buildings in Abu Dhabi subject to affordable financing, and reported returning Dh40 million in off-plan sales advances because it had not fulfilled payment obligations. This is older than the requested ten-year window and is included only as a historically material matter; the retrieved evidence does not establish that the issue remained unresolved as of October 7, 2026.

The market here is United Arab Emirates: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 1 turned out to be about something else — a phase, a neighbour, the wider masterplan — and is marked off-subject.

Bay Residences Phase 2Hayat Island, Mina Al Arab, Ras Al Khaimah324 units

9.4/ 10
9.5/ 10

Google Reviews/Maps supplies the largest qualifying review base, with 4.8/5 from 22 reviews; using the specified conversion curve gives an anchor of 9.4/10. The visible written feedback is strongly positive on waterfront setting, cleanliness, landscaping, amenities and finish, so the score moves slightly upward, but the recent handover and limited management-specific evidence make the result less certain than the headline rating suggests.

+ Positive build-quality comment+ Positive finishing comment+ Attention to detail praised
Not found in sources: No reported leaks · No reported lift failures · No recurring structural complaint published · No recurring plumbing complaint published · No recurring HVAC complaint published · No recurring electrical complaint published · No recurring waterproofing complaint published
+ Beach access+ Sea views+ Clean and quiet+ Landscaped courtyard+ Infinity pool
− Limited resident tenure− One low individual rating
Not found in sources: Limited management feedback · No recurring service complaint · No recurring security complaint

The published material contains only limited resident-style physical-condition evidence. One Google review says, “The build quality and finishing are outstanding, and the attention to detail is clear throughout”; no reviewed source reported a recurring leak, plumbing, HVAC, electrical, lift or waterproofing failure. The developer’s February 2026 project update reported Bay Residence Phase 2 at 99.2% complete as of 31 December 2025, but that is a construction-status disclosure rather than a resident condition rating.

The available reviews describe a largely positive day-to-day setting: one reviewer called it a “clean, quiet and comfortable apartment building” with private beach access, friendly people, landscaping and an infinity pool, while another highlighted the sea view. Evidence about management response, security and long-term maintenance is thin because the building was recently handed over and the visible review sample is small; one individual review rated it 2/5 despite mentioning the location and beach view.

Combined from 9 published figures on 3 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 8.1.

Google Reviews/Maps supplies the largest published review base and its 4.8/5 overall rating converts to 9.4/10 under the specified curve. Tripadvisor, Agoda and Booking.com broadly corroborate a high-quality guest experience, although Booking.com is materially lower and the written evidence identifies recurring service delays and a pool-tile defect. The score is therefore kept at 9.4, with structure and living both scored only from the published sub-scores and physical/operational review evidence.

+ High cleanliness rating+ Well-maintained accommodation+ Comfortable rooms+ Soundproof-room provision+ Secure and well-equipped property
− Loose pool tiles− Missing pool tiles− Occasional maintenance issues− Some rooms average in quality
Not found in sources: No detailed engineering evidence
+ Friendly attentive staff+ Strong cleanliness+ Peaceful atmosphere+ Extensive amenities+ Good dining and breakfast
− Slow call responses− Delayed breakfast service− Occasional slow room service− Value-for-money concerns− Remote location

Published review evidence is generally positive on physical condition: Tripadvisor records 4.8/5 for rooms and cleanliness, while Booking.com reports 9.4/10 for comfort and cleanliness. The main specific defect found was a Google review saying, “the pool ... tiles are loose and many are missing”; Tripadvisor's review summary also refers to occasional maintenance issues, so the structural picture is positive but not defect-free.

The dominant guest feedback describes a calm, clean resort with strong amenities and warm service: one Agoda reviewer called it “a calm, private, and relaxing environment overall,” while another praised “friendly and attentive staff.” The negative operational evidence is specific rather than dominant: a 6.8/10 Agoda review reported waiting 40 minutes for calls, slow coffee and water service, dirty tables and slow refills; an older professional review also recorded a lunch order taking more than 30 minutes.

Combined from 8 published figures on 2 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 8.

Trivago’s 9.0/10 from 5,932 ratings is the largest published review base and sets the guest-convention anchor at 8.0 before adjustments. The reported written evidence is mostly positive and the other large aggregates are also strong, but repeated service-pressure and room-maintenance complaints justify a modest net reduction; structure is kept separate and lower because the only physical-condition evidence is anecdotal room-maintenance feedback, not an engineering rating.

+ Modern room fit-out+ Clean bathrooms reported+ Comfortable rooms+ Good beds and controls+ Well-maintained grounds reported
− Shower drainage faults− Air-conditioning fault report− Clogged shower report− Leaking shower water− Creaking panoramic window
+ Attentive staff+ Strong housekeeping praise+ Private beach+ Multiple pools+ Kids club and spa
− Slow response reports− Unreliable room telephone− Restaurant queues− Order errors at busy periods− Remote location

Published guest feedback contains no engineering inspection or framework evidence, so no conclusion is made about structural integrity, waterproofing design or electrical infrastructure. The available room-condition evidence is mixed: one reviewer reported that “water leaks out of the shower” and leaves bathroom puddles, while another said that “everything is constantly breaking, either the air conditioner or the shower clogs”; other reviews described clean bathrooms, comfortable rooms and good room controls.

Day-to-day guest feedback is strongly positive about hospitality: reviewers called the staff “phenomenally” served and described service as “second to none,” while Tripadvisor’s published summary highlights beautiful pools, a pristine beach and excellent service. The negative operational evidence is specific rather than universal: one guest reported restaurant queues, incorrect orders, poor arrival orientation, missing housekeeping and an unreachable telephone, and Tripadvisor notes occasional slow responses.

Google Reviews/Maps provides the qualifying anchor at 4.4/5 from 101 reviews, converting to 8.2 under the specified curve. The written feedback is mostly positive on cleanliness, amenities, views and community, but the report includes a serious road-safety complaint and a humidity/maintenance complaint, which pull the resident-experience score down to 8.0. No independent structure rating was published, so structure is left unevidenced.

+ Good air-conditioning reported+ Spacious apartment layouts+ Floor-to-ceiling windows+ Well-maintained cleanliness reported+ Regular maintenance service listed
− High indoor humidity reported− Maintenance resolution complaint
Not found in sources: No independent engineering evidence · No published plumbing evidence · No published electrical evidence
+ Clean common environment+ Quiet atmosphere+ 24/7 safety praised+ Pool and gym+ Friendly community/neighbors
− Road speeding risk− Pedestrian safety concern− Reported unresolved complaints− Small gym noted− Parking pressure near Lagoon Walk

The available infrastructure-related feedback is limited. One resident reported indoor humidity of “70 - 80%” and said the maintenance team was unable to fix it; another reviewer described the apartments as having “great AC.” Bayut lists central air-conditioning and regular maintenance services, but this is a building description rather than an independent condition rating.

Day-to-day reviews are mostly favorable: residents describe the property as “very clean,” “quiet,” and comfortable, with “24/7 safety,” a pool, gym and “great neighbors.” The main operational concern is that residents reportedly complained about speeding and pedestrian danger near the bridge, while one resident also said RAK Properties did not resolve the issue; the gym was described as small in another review.

Combined from 6 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.6.

The 4.2/5 building aggregate from 56 reviews sets the level and converts to 7.8/10 under the supplied curve. The smaller Booking.com guest sample is materially weaker and lower, while the written feedback contains serious but unverified single-review reports of falling stones, flooding, pests and pool-security problems; repeated praise for quietness, beach access and helpful management offsets part of that downward pressure.

+ Modern coastal design+ Comfortable beds reported+ Clean interiors reported+ Spacious villas+ Waterfront setting
− Falling exterior stones reported− Poor bathroom workmanship− Flooded bathroom sinks− Cockroaches reported− Poor doors/closets/sealant reported
+ Quiet setting+ Beach access+ Pool access+ Helpful staff/hosts+ Family-friendly amenities
− Pool overcrowding− Broken pool security door reported− Weak access control reported− Insufficient shade− Car-dependent location

The available physical-condition feedback is mixed and largely anecdotal. One reviewer reported “building quality is very, very bad,” stones falling from the building, badly done bathrooms, defective closets and poor bathroom sealant; another reported cockroaches and flooded bathroom sinks. No independent engineering inspection or published structural score was located, so these are reported complaints rather than verified defects.

Guest reviews describe a “very quiet area,” short walking distance to the beach and pool, and helpful management; Booking.com’s published category scores were staff 8.8/10, facilities 7.4/10, cleanliness 7.9/10 and location 8.9/10. Counter-feedback reports that the shared pool became “extremely full,” there were no umbrellas, and pool access control was weak; Property Finder’s 2025 lifestyle guide also says the wider area was still developing and residents need a car.

Booking.com supplies the largest applicable review base at 7.5/10 from 25 guest reviews; applying the requested guest-rating convention gives a 5.0/10 anchor. Property Finder's 5.0/5 results are reported for completeness but cannot anchor because each review base is below 10, and no recurring complaint or praise theme met the reporting threshold.

+ Peaceful atmosphere+ Responsive management+ Helpful staff+ Quiet location+ Beach and pool access
− Guest service inconsistency− Delayed check-in reported− Delayed requested supplies reported− Construction noise reported− Pool capacity concerns reported

The building-specific Property Finder review gave Maintenance 5.0/5 and described “quality finishes” and “well-maintained amenities.” The available guest review page reported Facilities 7.4/10 and Cleanliness 7.9/10, but it did not establish a recurring structural or systems failure; the negative tags therefore describe evidence gaps rather than findings against the building.

The resident-facing Property Finder review called the community peaceful, family-friendly and supported by “responsive management.” Booking.com guests praised the “quiet area,” helpful host and staff, and beach/pool access, while selected guest feedback also reported late cleaning/check-in and delayed supplies; these are short-stay reports and should not be treated as proof of a persistent resident problem.

Julphar ResidenceAl Reem Island, Abu Dhabi266 units
4.5/ 10
3.0/ 10
3.6/ 10

The building-specific Google aggregate of 3.1/5 from 64 reviews sets the level, converting to 4.3/10 before commentary. Repeated severe water-ingress/flooding reports and recurring operational and systems complaints justify a downward adjustment, while positive comments about security, cleanliness, amenities and location prevent a still lower result. The structure and living sub-scores are separate evidence-weighted judgments and remain unevidenced by a building-specific aggregate sub-score.

+ New building+ Good views+ Clean tower reported+ Pool available+ AC functioning well in one review
− Recurring ceiling and bathroom leaks− AC failures− Humidity and mould− Poor door sealing and insulation− Electrical/fire-alarm concerns
+ Helpful security staff+ Clean common areas in some reviews+ Pool and gym+ Good views+ Walkable to Reem Mall
− Unreliable maintenance− Poor management response− Narrow parking− Dirty lifts and refuse areas− Weak access control and hallway upkeep

The physical-condition feedback is substantially negative: reviewers report ceiling and room leaks, dampness/fungus, low water pressure, AC failures, poor balcony-door sealing and cheap finishes. One resident said a water heater failure “flood[ed] the entire space,” while another reported an almost year-long bathroom ceiling leak after nearly 10 maintenance visits; a contrasting review said the AC worked well and that there were no maintenance issues.

Daily-life reviews are mixed but lean negative. Positive comments call the tower “clean, quiet” with “good views,” helpful security, a nice gym and pool, while complaints say maintenance is unreliable, parking ramps are narrow, elevators and refuse areas are dirty, and management/security do not control access adequately.

Only buildings that have reached handover are rated. 2 of 9 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

DELIVERY DELAY Reported February 11, 2013; projects were placed on hold following the 2008 downturn
In a report published on February 11, 2013, The National reported that the 2008 economic downturn had forced RAK Properties to place key hotel and housing projects on hold; the company said it hoped to restart a five-star hotel at Mina Al Arab and residential buildings in Abu Dhabi subject to affordable financing, and reported returning Dh40 million in off-plan sales advances because it had not fulfilled payment obligations. This is older than the requested ten-year window and is included only as a historically material matter; the retrieved evidence does not establish that the issue remained unresolved as of October 7, 2026.
