The market here is United States: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • LEGAL Filed January 2–6, 2026; consolidated March 19, 2026 In January 2026, three related putative class actions were filed against Rockrose Development alleging claims arising from the same data breach; on March 19, 2026, the Southern District of New York consolidated them as “In re Rockrose Data Breach Litigation,” appointed interim co-lead counsel, and set a schedule for an amended complaint and Rockrose’s response. The docket records allegations and procedural rulings only; it does not establish liability or a final resolution.
  • LEGAL Lawsuit reported July 3, 2023; dismissal motions reported September 7–11, 2023 In July 2023, Alexico Group sued Rockrose and St. Francis College over the sale of the former St. Francis campus at 180 Remsen Street, alleging that the $160 million sale to Rockrose breached Alexico’s prior agreements and that Rockrose’s nondisclosure agreement restricted direct negotiations; Rockrose and the college moved to dismiss, stating that Alexico had failed to close by the extended deadline. The source reports competing allegations and defenses, not a final merits determination.
  • DELIVERY DELAY Delay reported June 8, 2014; TCO issued January 24, 2017 (reported January 18, 2018). Rockrose Development’s 43-25 Hunter Street/Court Square tower in Queens was delayed after its plans were rejected twice and the site reportedly had “zero activity” more than six months after a planned Q4 2013 construction start; the project subsequently obtained a temporary certificate of occupancy on January 24, 2017 and opened for leasing, so this is resolved historical delay rather than a current failure.

The market here is United States: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 1 dated statement is held back: a broker listing with no date on it, or a page with no year, cannot fix a date. 1 turned out to be about something else — a phase, a neighbour, the wider masterplan — and is marked off-subject.

The 4.6/5 aggregate from 25 reviews is the only published building-specific review rating located and therefore sets the level; using the stated curve, it converts to approximately 8.8/10. The small amount of written commentary is favorable overall, with repeated praise for the building’s appearance and quality, but there is no published resident-management or physical-failure evidence and the score should not be read as a residential experience rating.

+ Attractive building+ High perceived quality+ Pleasant public setting
− Parking difficulty− Busy environment

no notes returned

Published reviews describe Alexander Court as “absolutely gorgeous as well as majestic,” “like luxury living space,” and a “very nice office building.” The limited mixed feedback says it is a “very busy place” and that it is “hard to fund [find] parking”; these are visitor observations rather than evidence of residential management performance.

Combined from 4 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.6.

Google's 3.7/5 rating from 95 reviews is the largest eligible review base and converts to 6.4/10 under the stated curve. The smaller uhomes aggregate is materially more positive, while Openigloo's three-review rating cannot anchor; the mixed operational and physical-condition commentary supports a cautious 6.5 overall, with living stronger than structure.

+ New construction+ Cleanliness+ Good soundproofing+ Prompt maintenance reported+ Well-maintained building reported
− Cheap-feeling materials− Poor wall quality− Noisy AC reported− Elevator concerns− Higher-floor internet problems
+ Attentive staff+ Professional doormen+ Clean common areas+ Strong gym and rooftop amenities+ Convenient package handling
− Slow responses reported− Amenity-rule friction− Occasional neighboring music− High price/value concern− Small or awkward apartment layouts

Residents described Lyra as “brand new, well-maintained,” and one reported that a semi-serious maintenance issue was “very quickly resolved.” Counterpoints include reports that “the materials used in the apartments feel cheap,” that “the walls are horrible,” and concerns about elevator availability and noisy AC; Openigloo separately records zero Class A, B or C violations in its displayed ten-year record.

The strongest day-to-day praise concerns staff and amenities: residents call the doormen “incredibly professional” and say the team goes “above and beyond,” while another says packages are convenient and the front desk is polite. The negative evidence is mixed but material: a resident says management is “very slow at responding,” and another says amenity rules and communications were frustrating; uhomes also records facilities at 8/10 and location at 6/10 in one review.

6.0/ 10

The largest applicable review aggregate is the Google Reviews/Maps 3.8/5 score from 178 reviews, converted to 6.4/10 before commentary. Strong recurring praise for staff, maintenance and amenities is offset by a serious elevator-outage report and repeated management/communication complaints, producing a cautious 6.0/10; the evidence is largely published through 2023–2026 snapshots and does not establish that every older complaint remains current as of October 15, 2026.

+ Well-maintained gym+ Functional amenity equipment+ Good soundproofing reported+ Common areas kept clean
− Recurring elevator outages− Long elevator waits
+ Friendly front desk staff+ Fast maintenance response+ Professional doormen+ Well-maintained amenities+ Convenient Court Square location
− Unresponsive management complaints− Leasing-office communication complaints− Reported safety-response failure− Paid barbecue grills− No pool or sauna

Structural commentary is limited but mixed. Residents described the building as “well maintained,” with a clean, fully functional gym and good soundproofing, while one reviewer reported that “one or two of the elevators are always broken” for more than six months, with rush-hour waits exceeding 15 minutes.

Daily-life reviews frequently praise the staff: residents say maintenance is handled quickly, doormen are friendly, and common spaces stay clean. The negative accounts are concentrated on management and leasing, including “no response” to emails for two months, alleged intimidation or poor communication, and a lease-transfer dispute involving a claimed $500 monthly increase.

VeryApt 6.8/10, 8.6/10, 5/10, 7/10, 6/10, 8.9/10 · 8 reviews · veryapt.com
Combined from 6 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 6.1.

The largest published review base is the 3.1/5 Eagle Lofts place listing with 113 reviews, which converts to 4.3/10 on the specified curve. Recurring moderate complaints about construction, management, noise and isolated pests/mold lower that anchor, while repeated praise for staff, amenities and cleanliness provides a partial offset; the resulting evidence-based resident score is 3.9/10.

+ Well-maintained amenities+ Effective heating+ Strong water pressure+ Generally clean common areas
− Construction-related noise− Reported weak soundproofing− Occasional pest or mold concerns
+ Friendly front desk+ Responsive staff+ Well-used amenities+ Resident events+ Convenient transit
− Construction noise− Management complaints− Leasing delays− High rent− Access disruption

Residents generally describe the building and amenities as clean and well maintained, with reports of effective heat and strong water pressure. The main physical-condition concerns are sound transmission and construction impacts: one review says “The walls are not super soundproof,” while another reports waking to drilling at 6 a.m.; isolated reviews also mention bugs and a moldy toilet.

Day-to-day feedback is sharply divided. Positive reviews call the staff “friendly, attentive” and praise the gym, events, roof deck and organized packages, but other residents report that management is “less than helpful,” appliances remained out for significant periods, and construction caused early-morning drilling, blocked access and dust.

5.0/ 10

Google Reviews/Maps provides the largest published review base found: 3.5/5 from 24 reviews, which converts to 5.5/10 under the specified curve. The lower Local Guides World rating and repeated operational complaints move the result down, while recurring praise and the smaller secondary review base keep the final resident-experience score at 5.0/10. Structure is scored separately at the same cautious level because the report contains both positive physical observations and a serious unrepaired-window complaint.

+ Well-maintained building reported+ Quiet apartments+ Thoughtful building design+ New gym and roof deck+ High-quality apartments
− Cracked main window− Long repair delay− Door/key-card failures
+ Friendly porters and super+ Helpful leasing office+ Rooftop and gym/game rooms praised+ Professional handymen+ Good Court Square location
− Rude or disrespectful staff reports− Unhelpful administration− Security-deposit complaint− Package and virtual-system problems− No overnight staff reported

Residents described the apartments as “high-quality and quiet,” and one tour review called the building “cozy and well maintained.” The principal physical complaint was a main-window crack described as running “from top to bottom,” reportedly still unrepaired after more than half a year; another review described repeated key-card failure and being locked out for an hour.

Positive reviews say the leasing office was “truly lifesaving,” staff were “super friendly and helpful,” and requests were “usually done within a day”; residents also praised the rooftop, gym and game rooms. Countervailing reviews call staff “very rude and disrespectful,” describe administration as unhelpful, and report package, key-card and security-deposit problems.

Only buildings that have reached handover are rated. 1 of 6 projects carries no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Projects

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 1 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

4 found
LEGAL Filed January 2–6, 2026; consolidated March 19, 2026
In January 2026, three related putative class actions were filed against Rockrose Development alleging claims arising from the same data breach; on March 19, 2026, the Southern District of New York consolidated them as “In re Rockrose Data Breach Litigation,” appointed interim co-lead counsel, and set a schedule for an amended complaint and Rockrose’s response. The docket records allegations and procedural rulings only; it does not establish liability or a final resolution.
LEGAL Lawsuit reported July 3, 2023; dismissal motions reported September 7–11, 2023
In July 2023, Alexico Group sued Rockrose and St.
DELIVERY DELAY Delay reported June 8, 2014; TCO issued January 24, 2017 (reported January 18, 2018).
RISK Eagle Lofts Phase 1

The project was affected by the lapse of the 421a property-tax exemption and was put on hold before construction financing was secured.
