Upkeep and response — belongs to whoever runs the building now. From 6 of 6 rated buildings here and 39 in the market.
The market here is Greece: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • SAFETY / LABOUR 19 July 2023 (reported); alleged incidents in the preceding days On 19 July 2023, the Messinia Builders and Related Trades Union reported allegations from workers at TEMES construction sites in Romanos and Gialova of allegedly excessive hours, work on Saturdays and Sundays, dangerous heat conditions, two workplace accidents in the preceding three days, and one accident allegedly not reported; the report records allegations by the union and does not establish that TEMES or its contractors breached the law.
  • REGULATORY 3 September 2024 (reported); withdrawal figures discussed for 2022 A 2024 investigation reported that TEMES and related company Panorama were allowed to self-measure river withdrawals and that the responsible water authority said it had not checked the submitted figures; the investigation calculated that 2022 withdrawals from the Giannouzagas were about 7% of official estimated flow, potentially rising above 11% at permitted maximums, while TEMES disputed the comparison and said its calculations were based on an Aristotle University equation.
  • REGULATORY 12 February 2025 (reported); boundary revision in 2017 A February 2025 investigation reported that the Natura 2000 area overlapping the Romanos tourism development was reduced by about 45.7% after a 2017 state boundary revision that appeared to follow the Costa Navarino investment boundary; the European Commission reportedly said Greece had not provided an explanation but that one was not legally required and no further investigation followed, while TEMES denied that the change benefited it or altered anything and said its completed facilities complied with prior environmental studies.

The market here is Greece: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 3 turned out to be about something else — a phase, a neighbour, the wider masterplan — and are marked off-subject.

Combined from 4 published figures on 2 platforms, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 8.1.

Google Reviews/Maps provides the largest review base and sets the level at 4.8/5, converted to 9.4/10 using the stated curve. The score is adjusted slightly upward for repeated praise of the setting, staff, facilities and housekeeping, then partly offset for repeated reports of slow or inconsistent restaurant service. The evidence is guest-based rather than resident-based, so it is best read as a hospitality proxy for daily living quality, not a direct tenant survey.

+ Modern infrastructure+ High-end finishes+ Spacious contemporary rooms+ Well-maintained landscaping
+ Beautiful bay setting+ Friendly attentive staff+ Excellent breakfast+ Extensive spa and fitness facilities+ Strong housekeeping
− Patchy breakfast service− Slow or incomplete restaurant orders− Expensive dining− Cold spa pool

Published reviews describe a new property with “great infrastructure,” “high end finishes,” spacious modern rooms and top-notch design. The independent review describes housekeeping as “spot-on” and reports no flooding, lift, plumbing, HVAC or electrical failure; the one physical-comfort criticism was that the spa pool water felt too cold.

The day-to-day experience is generally highly praised: guests cite “stunning views,” “amazing” amenities, attentive staff and a “truly relaxing atmosphere,” while the expert review calls the service “slick and smiling” and housekeeping “spot-on.” The main operational reservation is inconsistency, with one review reporting confused staff and another saying breakfast was slow, incomplete and required repeated requests; a separate review said an Oliviera dinner took two hours.

Leading Courses 9.4/10, 8.5/10, 9.3/10, 8.9/10 · 53 reviews · leadingcourses.com
Combined from 4 published figures on 1 platform, weighted by review count, adjusted for where resident ratings usually fall and weighted toward the 6.5 midpoint where reviews are few: 7.5.

The largest published review base is the Google/Maps aggregate at 4.8/5 from 174 reviews, converted to 9.4/10 by the specified market curve. The 53-review Leading Courses aggregate is also strongly positive at 9.1/10 and does not materially disagree; the reported guest commentary adds praise for upkeep, views and staff, with limited deductions for value and booking administration.

+ Well-maintained fairways+ Fast, well-kept greens
− Some grass problems / brown spots− Practice area maintenance issues− Litter in plants and bushes
+ Friendly reception and bar staff+ Good clubhouse service+ Strong restaurant feedback+ Spectacular views+ Smooth bag and guest organisation
− Tee-time changes without adequate notice− High green fees / value concerns− Kitchen closing early− Shuttle operating cutoff

Published guest reviews describe the golf-course asset as generally well maintained: one review says the fairways were in “excellent condition” and the greens “lightning fast and true,” while another says the course was “very well maintained.” Isolated physical upkeep criticisms include “lots of brown spots” on the Hills course, a practice area that “still need[s] some maintenance,” and garbage in planting areas; these are course-condition observations, not reports of building-system failures.

Guest feedback is predominantly positive about the lifestyle and service experience: reviewers called the staff “super friendly and accommodating,” described care and service as “exceptionally good,” and praised the clubhouse, food and views. The main operational complaint is unreliable tee-time handling—one reviewer reported a change made without explanation or apology and said it took over half an hour to reverse; another noted early kitchen and shuttle cutoffs.

—/ 10
9.1/ 10

The 4.7/5 aggregate from 678 reviews sets the level and converts to 9.1/10 on the stated curve. No recurring complaint theme meeting the reporting threshold was found, and the available material is about a public market and visitor destination rather than a residential building, so no structure score is assigned.

+ Waterfront views and sunset setting+ Varied restaurants and food choices+ Shopping and retail variety+ Live music and cultural activities+ Friendly staff reported
− Crowding at busy times− Inconsistent restaurant service− Some reports of high prices

Reviewers describe Navarino Agora as an attractive open-air waterfront destination with “stunning” views, restaurants, shops and live music; one reviewer called the staff “incredible.” The main operational criticism was inconsistency: after an initially excellent visit, one reviewer reported “inexperienced service” and “quite bad food,” while another said the venue was “very crowded.”

Tripadvisor’s 4.6/5 from 60 reviews is the largest qualifying review base and converts to an 8.8/10 anchor under the specified curve. Repeated praise for the clubhouse outlook, course condition and staff supports a modest upward adjustment, while the isolated reception complaint and price/access criticisms keep the result below the top of the scale. The evidence is guest-oriented golf and hospitality feedback, not resident-year building operations.

+ Top-condition course+ Well-maintained greens and fairways+ Clean and well prepared+ Earth-sheltered clubhouse+ Strong visual integration with landscape
+ Helpful and friendly staff+ Fantastic service+ Beautiful bay views+ Clubhouse dining+ Easy digital check-in
− High prices− Resort surcharge− Steep access route− Reception dispute complaint

Published reviews repeatedly describe the playing surfaces and grounds as “in top condition,” “very clean and well prepared,” and “greens and fairways well maintained every day.” The available structural evidence is about golf-course and clubhouse upkeep rather than residential building systems; no published reports were found of leaks, plumbing, HVAC, electrical faults or other serious fabric failures.

The daily visitor experience is generally described as polished: reviewers mention “fantastic service,” staff who were “more than helpful and friendly,” easy digital check-in, and a clubhouse restaurant that was “gorgeous and delicious.” The main negative evidence is price and service inconsistency: one reviewer waited 10 minutes for a beer and found the waitress unfriendly, while another 2026 review described reception handling as “Abysmal.”

House of NYNNIlisia, Athens

—/ 10
8.3/ 10

The 4.6/5 building-specific aggregate based on 98 reviews sets the level; using the stated market curve, it converts to approximately 8.8/10. The score is reduced for the single serious report of an unattended vehicle key and associated security concerns, while the available evidence does not support a separate structure score.

+ Professional and friendly service+ High-quality amenities+ Clean heat-and-cold facilities+ Calm atmosphere+ Well-maintained common spaces
− Inconsistent service-policy communication− Peak-time crowding− Limited food-menu variety− Mediocre food reported− Valet security failure

no notes returned

no links returned

Published reviews praise the “professional and friendly service,” “top notch facilities,” and “immaculately clean” heat-and-cold therapy area; a June 2026 local feature also described the interior as calm, comfortable and not disturbed by the activity around it. However, one review reported service “far below expectations,” a wait of more than 50 minutes for a car and an unattended key, while another said service could be questionable and policies unclear.

Rolling Greens VillasNavarino Dunes19 units
8.3/ 10
—/ 10
7.5/ 10

The only building-specific published aggregate located is the guest rating of 4.8/5 from 10 reviews. Its unconstrained curve conversion would be high, but the scoring rule for a rating base under 10 does not apply here; nevertheless, the evidence is guest-based and limited, so the score is kept at the cautious lower end of the permitted near-6.5 range. No published resident aggregate or structural rating was located, so structure remains unevidenced.

+ Planted roof+ Solar collectors and skylights+ Bioclimatic design+ Thermal-comfort measures
+ Luxury and comfort+ Beautiful and comfortable+ Golf and tennis access+ Poolside living+ Concierge and housekeeping services

No guest review read reported a structural or systems failure. Published project material describes planted roofs incorporating solar collectors and skylights, acting as a climatic moderator and contributing to thermal comfort; the architect records completion in 2024.

The two guest reviews were uniformly positive: one called the villa “beautiful and comfortable and well situated,” while another reported “Luxury and comfort” and praised golf, tennis, restaurants and evenings by the pool. The published rental page also describes daily cleaning, concierge services and access to 5-star resort facilities; these are service descriptions, not resident ratings.

Only buildings that have reached handover are rated. 0 of 6 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

SAFETY / LABOUR 19 July 2023 (reported); alleged incidents in the preceding days
On 19 July 2023, the Messinia Builders and Related Trades Union reported allegations from workers at TEMES construction sites in Romanos and Gialova of allegedly excessive hours, work on Saturdays and Sundays, dangerous heat conditions, two workplace accidents in the preceding three days, and one accident allegedly not reported; the report records allegations by the union and does not establish that TEMES or its contractors breached the law.
REGULATORY 3 September 2024 (reported); withdrawal figures discussed for 2022
A 2024 investigation reported that TEMES and related company Panorama were allowed to self-measure river withdrawals and that the responsible water authority said it had not checked the submitted figures; the investigation calculated that 2022 withdrawals from the Giannouzagas were about 7% of official estimated flow, potentially rising above 11% at permitted maximums, while TEMES disputed the comparison and said its calculations were based on an Aristotle University equation.
REGULATORY 12 February 2025 (reported); boundary revision in 2017
A February 2025 investigation reported that the Natura 2000 area overlapping the Romanos tourism development was reduced by about 45.7% after a 2017 state boundary revision that appeared to follow the Costa Navarino investment boundary; the European Commission reportedly said Greece had not provided an explanation but that one was not legally required and no further investigation followed, while TEMES denied that the change benefited it or altered anything and said its completed facilities complied with prior environmental studies.
REGULATORY 4 January 2018 (reported); ministry decision date not stated
On 4 January 2018, a report said the Ministry of Economy consolidated TEMES’s three investment-subsidy plans and required repayment of excess state aid because the original approval terms had changed; the reported excess was €14,386,129.13 from €99,944,801.63 previously paid, with the recalculated eligible subsidy stated as €85,558,672.50.
DELIVERY DELAY Target: end-2025; hotel opening: 23 April 2026; status as of 15 October 2026: opened, with some wider-destination elements phased.
The Ilisian (former Hilton Athens), developed by Ionian Hotel Enterprises S.A. with TEMES S.A. as controlling shareholder and Olayan as partner, was reported as targeting full operation by the end of 2025 but opened the Conrad Athens hotel only on 23 April 2026; the delay is documented as resolved by the 15 October 2026 research date, although the wider destination continued phased openings.
