A report published on 2 December 2025 relayed union allegations that workers on TOKİ-linked earthquake-reconstruction sites were often paid only after two or three months and that unregistered migrant and under-18 workers were being used; these were reported allegations, not an adjudicated finding.

In Aliağa’s Samurlu second-stage project, 759 beneficiaries reportedly still had no apartment-allocation draw or sales contracts five years after the 2020 draw, although construction was described as about 80% complete and the 600-day construction period after the November 2022 tender had expired.
