Risks & source coverage

  • FINANCIAL DISTRESS Receivers appointed 1 November 2024; reported 16 November 2024; Urban acquisition reported 25 March 2025. The Bowline project’s development vehicle, Dangar St Wickham Pty Ltd (not Urban Property Group itself), entered receivership after unsuccessful recapitalisation efforts; KPMG took control on 1 November 2024, and Urban later acquired the site through the receivers’ sale process.
  • DELIVERY DELAY Construction ceased March 2024; reported 25 March 2025; the site was still an open excavation in May 2026. The Bowline project acquired by Urban had experienced prolonged delivery problems before the acquisition: construction had ceased in March 2024 after delays, a basement water leak, and three builder changes in three years; the original project was subsequently to be reimagined rather than completed under its prior plan.
  • DELIVERY DELAY Construction ceased March 2024; receivership November 2024; Urban acquisition March 2025; status reported May 14, 2026. At Wickham’s former Bowline site, the Multipart Property development vehicle Dangar St Wickham Pty Ltd entered receivership and construction ceased in March 2024; after Urban Property Group acquired the site in March 2025, the Newcastle Herald reported in May 2026 that it still sat as an open excavation while Urban pursued a substantially revised tower proposal, so the delay is documented but is principally attributable to the predecessor vehicle rather than established parent-company liability.

The market here is Australia: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 1 dated statement is held back: a broker listing with no date on it, or a page with no year, cannot fix a date. 1 turned out to be about something else — a phase, a neighbour, the wider masterplan — and is marked off-subject.

A building-specific 5.0/5 aggregate is published, but it is based on only three reviews, so it cannot be used as the scoring anchor under the stated rule. The visible written evidence is also only one very short positive review; therefore the score is left null rather than estimated. The published design and amenity descriptions are not resident-review ratings and do not change the score.

+ Positive resident impression

no notes returned

no links returned

The available building-specific review evidence is sparse: the visible resident review says only “Love” and is rated 5/5. A resident community-garden page confirms an operating Level 7 garden at 26 Lord Sheffield Circuit, but it is an amenity description rather than a review and does not establish current management performance.

Only buildings that have reached handover are rated. 7 of 8 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Volcanos Steakhouse coming to Penrith as part of Mayfair development

The Western Weekender
“The biggest challenge for this project was the location. When you’re building directly opposite Penrith Station, the project has to be more than just a building; it ends up becoming part of the arrival moment for the whole precinct,” said Urban Property Group’s Design Director George Massoud.

The Western Weekender
“For residents, there’s a strong focus on lifestyle. The rooftop spaces are designed almost like a sanctuary, with pools and landscaped entertaining areas that look straight out to the Blue Mountains,” the design director stated.

Projects

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

1 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

5 found
FINANCIAL DISTRESS Receivers appointed 1 November 2024; reported 16 November 2024; Urban acquisition reported 25 March 2025.
The Bowline project’s development vehicle, Dangar St Wickham Pty Ltd (not Urban Property Group itself), entered receivership after unsuccessful recapitalisation efforts; KPMG took control on 1 November 2024, and Urban later acquired the site through the receivers’ sale process.
DELIVERY DELAY Construction ceased March 2024; reported 25 March 2025; the site was still an open excavation in May 2026.
The Bowline project acquired by Urban had experienced prolonged delivery problems before the acquisition: construction had ceased in March 2024 after delays, a basement water leak, and three builder changes in three years; the original project was subsequently to be reimagined rather than completed under its prior plan.
DELIVERY DELAY Construction ceased March 2024; receivership November 2024; Urban acquisition March 2025; status reported May 14, 2026.
PROJECT CANCELLED Reported August 18, 2025; NSW scoping report dated July 17, 2025 records the non-proceeding applications.
Urban Property Group abandoned three previously approved Edmondson Park schemes: the Site 3 townhouse component, the 266-apartment/40-terrace Site 5 scheme, and the Site 4 two-tower residential scheme, replacing them with a proposed larger consolidated precinct; this is a documented change of plan, not evidence that the replacement proposal was cancelled.
DELIVERY DELAY Prior completion target 2023; work halted by January 2024; Urban acquisition May 2024; occupation certificate published December 17, 2025.
The Waterfront, Stage 1 of Gosford’s Central Coast Quarter, was overdue against the prior developer St Hilliers’ 2023 completion commitment when construction halted at about level five after St Hilliers’ building division entered voluntary receivership; Urban Property Group acquired the stalled project in 2024, restarted it, and subsequently obtained the occupation certificate in December 2025, so the historical delay is resolved rather than an active current failure.
