The market here is Canada: every other developer whose head office is in the same country, because the review platforms residents use, and the service norms they judge against, move together within one. It is not a city, a sector or a price band. Read structure and living together. A developer above the market on structure and below it on living builds well and runs buildings badly, which is a fixable problem and a different one from building badly. Higher ratings are better; differences use the displayed scores rounded to one decimal. Rated buildings only, on both sides, and a structure or living score with no stated basis — no review count and no notes or links — is left out of both.

Risks & source coverage

  • FINANCIAL DISTRESS Loan default: December 31, 2025; receivership granted: April 27, 2026; reported May 9, 2026 Westbank-linked entities 5055 Joyce Holdings Inc. and 5055 Joyce Property Inc. were placed into court-appointed receivership after an OPTrust loan matured unpaid on December 31, 2025; the receiver application reported approximately $109.2 million owing, six National Bank defaults, at least five builders’ liens exceeding $6 million, and the project at a standstill for lack of capital. Westbank and OPTrust said the process was cooperative and intended to facilitate completion.
  • LEGAL Lien: July 26, 2023; civil claim: July 24, 2024; reported August 23, 2024 Construction manager Graham Construction sued the Westbank/Peterson-linked Alberni project owner, 1550 Alberni Property Inc., alleging that approximately $2.825 million in fees and progress invoices remained unpaid; Graham had registered a lien in July 2023 and sought judgment and renewed lien rights. The allegations had not been adjudicated in the report.
  • LEGAL Payment disputes: 2022–2023; reported November 6, 2023 Four construction companies sued the Westbank-linked Mirvish Village project over more than $25 million in allegedly unpaid work; EllisDon said payment delinquencies began in 2022 and continued into 2023 and left the site, while other contractors alleged unpaid claims and unfinished work. Westbank said the payment issues followed its takeover of construction management, that construction was progressing, and that it was working to resolve the claims; the claims remained before the courts.

The market here is Canada: every other developer whose head office is in the same country, because planning regimes and reporting norms move together within one. It is not a city, a sector or a size band. Read the two delay figures together. A median close to the market with a much better average means no single disaster; the reverse means one project is carrying the record. Time to deliver runs from the earliest start we hold to the completion itself — a construction start where a source gave one, otherwise a sales launch, otherwise the launch year read as its January. A handover the sources place only inside a year is read as that December, so a duration is the widest the record allows rather than the flattering end of it. Only delivered projects dated at both ends count, so it is taken over fewer projects than the delay figures, and a long build is not a fault: a tower is not a villa run. Sourced figures only, both sides, and values taken from documents held on file are excluded here — a developer who shares their records should not score better than one who does not.

Click a row in the chart to open a project, or a table row below to see its sources. The chart runs wider than the page where the record spans many years — scroll it sideways to follow a project to its handover. Every date we have is drawn. A hollow marker is only a launch year, not a date anyone published. No dates published means we looked and found none; dates not yet checked means we have not looked yet. Handing over is not finished — rows say which. A delay is shown when one source gives the promised date and another gives the real one, however rough: "2019" still counts, and the row shows how wide that is. Projects missing one of the two dates, or with sources that disagree, are left out of the figures. 3 turned out to be about something else — a phase, a neighbour, the wider masterplan — and are marked off-subject.

ProjectOverallStructure & systemsManagement & living
Alberni by Kengo KumaWest End, Vancouver181 units
9.7/ 10
—/ 10
9.7/ 10

The 4.8/5 building-level aggregate from 28 reviews sets the level and converts to 9.4/10 under the specified curve. Repeated praise concerns design/materials, views and amenities, while the single negative review contains an unverified concern rather than a reported structural failure, so the commentary adjustment is modest.

+ Concrete construction+ Wood and glass detailing+ Intricate woodwork+ Thoughtful parking lighting
+ Upscale amenities+ Calming common areas+ Strong views+ Fazioli piano in foyer+ 24-hour concierge

Published reviews praise the building’s stone, wood and glass detailing, including one reviewer’s comment that the materials carry through “the hallways, units, and even the balconies.” Another review raised a speculative earthquake concern and questioned the facade, but it did not report an actual structural defect or failure; no recurring physical-system complaint was found.

The written feedback is chiefly about the lived visual and amenity experience: reviewers describe the building as “gorgeous inside and out,” praise its views, and call the amenities “upscale and very calming.” The available building information also lists concierge, exercise, recreation and sauna/steam-room facilities, but the reviews do not establish a recurring management or staff problem.

Deloitte SummitVancouver
7.7/ 10
—/ 10
7.5/ 10

The only building-specific aggregate located was 5/5 from 2 reviews, which is below the 10-review anchor threshold; accordingly, the converted result is constrained to within one point of 6.5, yielding 7.5. The single written review was positive but too limited to justify a separate structural score or any thematic adjustment, and the available evidence is old and not current resident-review evidence.

+ Positive building impression

no notes returned

no links returned

The only directly building-specific review read was positive, describing Deloitte’s office as “slick.” It is a single 2020 review rather than resident feedback, so it provides little evidence about day-to-day management, security, amenities or upkeep as of October 12, 2026.

The ButterflyWest End, Vancouver
7.3/ 10
—/ 10
7.2/ 10

Google’s building-specific resident aggregate of 4.0/5 from 75 reviews sets the level and converts to 7.0/10 under the specified curve. Published commentary is notably positive about the architecture, pool and views, but mixed about interior layouts, finishes, affordability and resale value; no published structural rating or structural-condition evidence was found.

+ Distinctive architecture+ Indoor lap pool+ Strong amenity package+ Views and natural light+ 24-hour concierge
− Disliked suite layouts− Polarizing white interiors− High rents− Resale-price concerns

no notes returned

no links returned

Published review material describes strong visual and amenity appeal: commenters called the amenities “gorgeous,” the indoor pool “amazing,” and the building “pretty amazing.” The main lifestyle criticism concerns the homes themselves—“Feels like a lab,” “medical clinic,” and “glass cage to sleep in”—alongside complaints about high rents and some owners’ resale losses; these are opinions and market commentary rather than evidence of a structural defect.

Toronto HouseEntertainment District, Toronto462 units
7.0/ 10
—/ 10
7.0/ 10

No applicable platform published a review-built rating for Toronto House itself. The score therefore uses the six building-specific written reviews read, all positive, while remaining conservative because the sample is small and includes short-stay or furnished-rental experiences; no structural score is assigned because no building-specific physical-condition evidence was published.

+ Responsive service+ Friendly concierge and staff+ Clean suites+ Central location+ Strong gym and amenities

no notes returned

no links returned

The building-specific guest and resident-style comments describe a positive day-to-day experience: reviewers mention a “wonderful building with state of the art features,” clean suites, a “top notch” gym and a friendly concierge. Another reviewer said service requests were handled “immediately,” while a Toronto House reviewer described the team as “friendly and pleasant.”

First LightBelltown, Seattle459 units
6.6/ 10
—/ 10
6.3/ 10

The building-specific Google aggregate of 3.7/5 from 22 reviews sets the level; using the stated market conversion curve gives an anchor of approximately 6.1/10. Repeated praise for the pool, clean amenities, concierge and design supports a modest upward adjustment, while the isolated management and ceiling complaints are reported but not treated as recurring qualifying themes.

− Low ceiling height
+ Attentive concierge+ Clean, well-kept amenities+ Heated rooftop pool+ Distinctive design+ Strong wellness and recreation amenities
− Guest-policy enforcement− Management perceived as micromanaging− Low ceiling height− High-price affordability criticism

One reviewer specifically identified low ceilings as the building’s “main problem,” estimating them at around eight feet and criticizing the trade-off for additional floors. Other published material describes contemporary concrete-and-metal construction and floor-to-ceiling windows, but does not provide an engineering or systems performance rating.

Positive reviews describe “an amazing concierge team,” “amenities [that] are really clean and well kept,” and a pool that is “always heated,” while other praise calls the building “world-class” and design-forward. The main operational complaint described “terrible management,” saying staff were “policing us at every turn” and that the guest policy felt like “micromanaging”; another reviewer objected to ceilings of around eight feet and the building’s price level.

Horseshoe Bay SanctuaryWest Vancouver158 units
6.2/ 10
—/ 10
6.2/ 10

The building-level aggregate of 3.8/5 from nine reviews sets the level, but it has fewer than ten reviews, so the result remains within one point of the 6.5 low-volume reference. The reported governance and strata-fee criticism is a recurring moderate living-quality complaint, producing a modest downward adjustment; no structural evidence was published.

+ Waterfront views+ Village atmosphere
− Condo-board complaints− Strata-fee complaints− Low occupancy / limited community life

no notes returned

no links returned

Published reviews praise the setting: one calls it a “Great place, fantastic views, village vibes.” The operational feedback is notably negative: another reviewer reports “Horrible counsel” and monthly strata fees, while a separate review says the development feels “very empty” and “not nearly as full of life as it should be.”

JoyceJoyce-Collingwood, Vancouver256 units
4.6/ 10
3.5/ 10
3.5/ 10

The building-level aggregate is 3/5 from 10 reviews, which sets a 4.0 converted anchor under the requested curve. The reported systems failures, smell and management/noise complaints move the score down, while praise for location, views and concierge partly offsets that movement; the overall and the structure/living components are held at 3.5 because the written evidence is small, polarized and partly old.

+ Quiet upper floors+ Good views
− Persistent sewage or malfunction-related smells− Air-conditioning complaints− Reported shower-glass leaks− Elevators reportedly often down− Intercom reportedly often down
+ SkyTrain-adjacent location+ Upper-floor views+ Quiet for some residents+ Concierge praised by some reviewers
− Warranty responsiveness complaints− Concierge-service complaints− Neighbour noise− High rent noted

Structural and systems feedback is mixed but includes serious resident reports. One homeowner described “tempered glass with cracks on the edge leading to leaks in my shower,” “elevators are constantly down,” and the intercom as “always down”; another reported a persistent sewage smell, while a separate review said the air conditioner was “never working.” These are individual or limited reports rather than an engineering assessment, so their current building-wide prevalence is uncertain.

Day-to-day reviews describe a convenient, sometimes quiet building with strong views and some positive concierge feedback: one resident wrote “Great price and great concierge services,” and another said it was close to SkyTrain “but not noisy at all.” The negative reviews report that a warranty team “consistently ignore[d] my messages,” a concierge “won’t help,” and loud music or drumming from a neighbour; the small sample is polarized and does not establish the present frequency of these issues.

Only buildings that have reached handover are rated. 2 of 9 projects carry no rating: a building still under construction is never asked about, one that has just been handed over may not have been reached yet, and the rest were asked about and no published resident commentary was found. Structure is fixed at handover and stays the developer's; management and living belongs to whoever runs the building now. The overall verdict weights both rather than averaging them. None of this is checked: a rating is what people published about a building, aggregated — it is not evidence, it cannot move a delay figure, and it is not part of the delivery record above.

Projects

Assessment coverage

Completed projects: 2016-10-15 through 2026-10-15. Initial research is capped at 10 completed projects and a separate delivery-risk search capped at 7 findings. Risk findings are not project assessment counts. Absence is not proof of a complete portfolio or no failures. Month-level dates overlapping a boundary are excluded from figures.

0 undated completions and 0 boundary-uncertain completions are retained but excluded from figures.

Stalled, cancelled & overdue projects

0 evidenced cases
The capped delivery-risk search ran; no project-level exception cases are recorded here. Risk findings are listed under Risks and are separate from assessed projects. This does not establish that the developer has no delivery failures.

Risks

Risk flags

9 found
FINANCIAL DISTRESS Loan default: December 31, 2025; receivership granted: April 27, 2026; reported May 9, 2026
Westbank-linked entities 5055 Joyce Holdings Inc. and 5055 Joyce Property Inc. were placed into court-appointed receivership after an OPTrust loan matured unpaid on December 31, 2025; the receiver application reported approximately $109.2 million owing, six National Bank defaults, at least five builders’ liens exceeding $6 million, and the project at a standstill for lack of capital. Westbank and OPTrust said the process was cooperative and intended to facilitate completion.
LEGAL Lien: July 26, 2023; civil claim: July 24, 2024; reported August 23, 2024
Construction manager Graham Construction sued the Westbank/Peterson-linked Alberni project owner, 1550 Alberni Property Inc., alleging that approximately $2.825 million in fees and progress invoices remained unpaid; Graham had registered a lien in July 2023 and sought judgment and renewed lien rights. The allegations had not been adjudicated in the report.
LEGAL Payment disputes: 2022–2023; reported November 6, 2023
Four construction companies sued the Westbank-linked Mirvish Village project over more than $25 million in allegedly unpaid work; EllisDon said payment delinquencies began in 2022 and continued into 2023 and left the site, while other contractors alleged unpaid claims and unfinished work. Westbank said the payment issues followed its takeover of construction management, that construction was progressing, and that it was working to resolve the claims; the claims remained before the courts.
DELIVERY DELAY Reported October 13, 2025; revised opening: spring 2026
The Oakridge Park mall redevelopment, co-owned and redeveloped by Westbank and QuadReal, was reported as delayed from its originally planned late-2025 opening to spring 2026, with construction still incomplete at the time of the report. The project subsequently announced a May 28, 2026 grand opening, so this finding concerns the documented schedule slippage rather than an uncompleted project as of the research date.
FINANCIAL DISTRESS Alleged text: September 2025; claim filed December 2025; reported February 24, 2026
A former Westbank vice-president’s court affidavit described the company as financially precarious, with alleged layoffs, asset sales and suppliers seeking payment; the same proceedings reported that Westbank founder Ian Gillespie allegedly said Alberni had many unsold units, Butterfly was over budget with uncertain closings, and Oakridge was behind schedule. Westbank said the claims and messages had not been proven in court.
FINANCIAL DISTRESS 2026-04-27 receivership order; report published 2026-05-08
Joyce 2 (5083 Joyce Street, Vancouver), developed through Westbank-related entities, was placed under court-appointed receivership on April 27, 2026 after the December 31, 2025 loan maturity went unpaid; the lender’s materials described the project as at a standstill for lack of capital, although the receiver is pursuing final completion.
PROJECT CANCELLED Funding shortfall reported July 2024; revised status reported 2026-01-31
Westbank’s originally approved office-tower scheme at 150 West Georgia Street/720 Beatty Street, Vancouver, was scrapped and is being repositioned as a preliminary hotel, residential and data-centre concept; the related steam-plant works also experienced a reported Westbank funding shortfall, but construction was later advancing under a revised arrangement.
DELIVERY DELAY 2024-11-13 delay report; 2026-06-19 subsequent handover/status report
Mirvish Village in Toronto, whose lead developer was Westbank, was reported 12–16 months behind schedule in November 2024 against an earlier expected completion, with construction and contractor-transition disputes; by 2026 Peterson had taken over the project and reported residential components complete or nearing completion, so the delay is historical rather than evidence of current abandonment.
DELIVERY DELAY Planned fall 2025 launch postponed; retail opening 2026-05-28
Oakridge Park, a Westbank–QuadReal redevelopment in Vancouver, missed its planned fall 2025 retail launch because of construction delays; the retail district subsequently opened on May 28, 2026, while residential and later phases remained under construction.
